  • [01] Insurance : Commission welcomes rapid adoption of Directives to strengthen protection of policyholders

    The European Commission has welcomed the adoption by the Council of Ministers of two Directives to reinforce safeguards for policyholders by strengthening the solvency margin requirements for life and non-life assurance undertakings. The solvency margin is the extra capital that insurance providers are required to hold as a buffer against unforeseen events such as higher than expected claims levels or unfavourable investment results. These proposals are priority measures under the Financial Services Action Plan (see IP/00/556) to create a single, integrated financial services market by 2005. The Directives could be adopted by the Council without the need for a second reading in the European Parliament, as the Council was able to endorse the amendments sought by the Parliament at its first reading. The Directives must be implemented by Member States within 18 months of their publication in the EU's Official Journal (although there are transitional arrangements for certain measures) and applied to accounts for financial years beginning on 1 January 2004 or during 2004.

    [02] Telecoms package will bring better deal for consumers

    The Council of Ministers today adopted the Telecoms package. Member States now have 15 months to implement this package into their national laws. The Telecoms package is a major overhaul of the regulatory framework for communications services, aimed at bringing more competition in this crucial sector for the European economy. Welcoming the adoption of the package Information Society Commissioner Erkki Liikanen stated : "This pro- competitive package completes the internal market for the information society, delivering a better deal for consumers in terms of price, quality and value for money. It also provides greater transparency and legal certainty for all players operating in the internal market."

    [03] Augmentation des tests EST chez les ovins et caprins

    Le Comité vétérinaire permanent a voté en faveur d'une modification du règlement sur les encéphalopathies spongiformes transmissibles (EST), augmentant le niveau des tests de dépistage des EST chez les ovins et les caprins dans les Etats membres. Dans l'Union européenne, le nombre total de tests annuels passera de 164.000 à 560.000. Les dérogations à certaines obligations en matière d'EST accordées à la Finlande et à l'Autriche ont également été revues.

    [04] Greece : ambitious rural-development measures for Aegean islands

    The European Commission has proposed amendments to specific measures to support production of certain agricultural products in the Aegean archipelago. Proposed amendments to the Regulation, originally adopted in 1993, include the addition of wheat imports and aid for cotton seed transport, an increase in the number of beehives and a 15% increase in the rate of aid for investment in agricultural holdings. The Regulation helps to maintain and support sustainable agricultural practices and focuses on promoting a range of activities and preserving agricultural and other natural resources in the islands. The measures are to be financed by the EAGGF Guidance Section and will cost €25-26 million annually. The Council meeting on agriculture is expected to adopt the proposal on Monday 18 February.

    [05] Interreg programme : EU contributes about €31 million to cross-border cooperation between Sweden and Denmark

    Michel Barnier, European Commissioner responsible for Regional Policy, has announced the approval by the Commission of a programme for the Öresund region between Sweden and Denmark for cross-border cooperation, financed by the Interreg III Initiative. Its main objectives are to foster economic development and cooperation in the region. The European funding amounts to €30.8 million and will attract €30.8 million in further investment from national public funds, creating total resources of about €61.7 million. The region has a population of about 3.5 million.

    [06] Programme Interreg : l'UE contribue pour €24,5 millions à la coopération transfrontalière entre la Belgique, la France et le Grand-Duché du Luxembourg

    Michel Barnier, Commissaire européen responsable de la politique régionale, a annoncé l'approbation par la Commission d'un programme de coopération transfrontalière entre la Belgique (région Wallonne), la France (région Lorraine) et le Luxembourg, qui sera financé par l'initiative Interreg III A. Le programme favorisera le renforcement de l'intégration socio- économique de cette région de frontière en la développant en termes d'économie, d'aménagement du territoire et d'environnement. L'objectif premier du programme est d'encourager à agir et à penser "transfrontalier". Les objectifs de promotion du partenariat, d'égalité des chances entre hommes et femmes et de développement rural sont aussi intégrés dans l'ensemble des mesures du programme. Le montant total disponible jusqu'en 2006 est de €49 millions, dont quelque 24,5 millions sont financés par l'UE. Un montant de €24,5 millions provient de budgets nationaux et régionaux ainsi que du secteur privé. Le programme concerne une population d'environ 2,6 millions d'habitants.

    [07] Programme Interreg : l'UE contribue pour €86,5 millions à la coopération transfrontalière entre la Belgique et la France

    Michel Barnier, Commissaire européen responsable de la politique régionale, a annoncé l'approbation par la Commission d'un programme de coopération transfrontalière entre la Belgique et la France, qui sera financé par l'initiative Interreg III A. Ses principaux objectifs sont le développement de l'économie de part et d'autre de la frontière et le renforcement de la coopération. Le montant total disponible jusqu'en 2006 est de €173 millions, dont quelque 86,5 millions sont financés par l'UE. Un montant de €86,5 millions provient de budgets nationaux et régionaux ainsi que du secteur privé. Le programme concerne une population d'environ 5 millions d'habitants.

    [08] ISPA : EU contributes more than €1.1 billion to transport and environment projects in the Central and Eastern Europe candidate countries in 2001

    Michel Barnier, European Commissioner responsible for Regional Policy, announced the launching of 94 projects, to be financed by the ISPA programme, in the environmental and transport sector in Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. Most of the projects focus on the modernisation of urban and municipal water supply, waste water systems, and road, motorway and railways' rehabilitation and construction. EU funding amounts to more than €1.1 billion of a total cost of €2.3 billion to be co-financed by the beneficiary States and international financing institutions.

    [09] Pascal Lamy visits South East Asia to strengthen regional and multilateral trading links (15-19/02)

    European Trade Commissioner Pascal Lamy returns to South East Asia for the first time since last September 2001 to promote the EU's regional and multilateral trading links. His tour will take him to Singapore, Indonesia, and Cambodia from 15 to 19 February. Before leaving to Asia, the Commissioner said : "I am looking forward to returning to a region, which is so important for the EU both in regional and multilateral terms. My last visit here was a crucial staging post on the road to launching the Doha Development Agenda. This time I will also focus on the regional dimension of the EU's trading links with South East Asia. By participating in the celebrations of the 5th anniversary of the Asia-Europe Foundation, an institution founded in the context of ASEM to foster people-to-people links between the two continents, I want to demonstrate the EU's commitment to a strategic partnership with our ASEM partners." Commenting on his first visit to Cambodia, Mr Lamy added : "My visit will coincide with the inauguration of the EU's Delegation in Phnom Penh, a clear indicator of our commitment to strengthening our bilateral relations. This will also contribute to our aim to bring Cambodia further into the regional and multilateral trading system where the EU backs Cambodia's request to join the WTO to the full."

    [10] Le contrôle des fusions n'empêche pas la constitution de grands groupes européens

    La constitution de grands groupes européens est tout à fait compatible avec une application rigoureuse et non discriminatoire des règles de concurrence, a affirmé Mario Monti, le Commissaire européen à la concurrence, lors d'un discours hier à Paris. M. Monti a rappelé que la Commission approuve l'écrasante majorité des fusions soumises à l'examen de Bruxelles et a rappelé, entre autres, le feu vert donné à la fusion de TotalFina/Fina, Carrefour/Promodès et Usinor/Arbed/Aceralia aussi bien qu'au rachat de Seagram par Vivendi ou à l'affaire Framatome/Siemens. M. Monti a également salué la décision par le Tribunal de Première Instance d'utiliser pour la première fois sa procédure accélérée pour examiner l'appel par Tetra Laval de la décision concernant le rachat de Sidel. La Commission avait appuyé la requête pour ce qui concerne l'utilisation de la procédure accélérée.

    [11] Forum européen de réglementation du gaz : un progrès important sur la voie de la création d'un marché intérieur

    Lors de la cinquième réunion du Forum européen de réglementation du gaz ("Forum de Madrid"), tenue les 7 et 8 février 2002, les participants ont adopté des orientations concernant les bonnes pratiques en matière d'accès des tiers au réseau de gaz de l'Union européenne, ce qui constitue un progrès significatif sur la voie de la création d'un marché intérieur du gaz. "Il s'agit d'une étape importante qui renforcera l'intégration et la transparence au niveau de l'accès", a souligné Loyola de Palacio, Vice- Présidente de la Commission européenne responsable de l'énergie et des transports. Elle a ajouté que ces progrès "devront être confirmés dans les prochains mois".
