[01] Lutte contre le dopage : la Commission et la Fédération internationale
de basket signent une convention pour promouvoir un basket propre
La campagne "Pour un avenir propre" mise en oeuvre par la FIBA (Fédération
Internationale de Basketball) se donne pour objectifs la sensibilisation
des jeunes joueurs et des spectateurs sur les effets néfastes du dopage
pour la santé, ainsi que l'information sur les substances interdites et sur
les sanctions applicables aux cas de dopage. Cette initiative, soutenue par
la Commission européenne à hauteur de 84.000 euros, s'inscrit dans le cadre
des projets de lutte contre le dopage récemment décidés par la Commission
(Cf. IP/ 01/1700 du 30/11/2001.) pour un montant de 2,5 millions d'euros.
[02] Programme Urban II : l'UE approuve l'octroi d'une aide de 3,56
millions d'euros destinée à la revitalisation urbaine de Damaia-Buraca à
Amadora
M. Michel Barnier, membre de la Commission européenne responsable de la
Politique régionale, a annoncé l'approbation par la Commission d'un
programme pour la revitalisation urbaine de la zone de Damaia-Buraca à
Amadora, au Portugal. Ce programme, adopté au titre de l'initiative
communautaire Urban, sera doté de quelque 3,56 millions d'euros accordés
par l'UE pour la période 2001-2006. Le financement européen ayant attiré 1,
47 millions d'euros dans des investissements complémentaires provenant du
secteur public, principalement de la municipalité d'Amadora, le total des
ressources se monte à 5,03 millions d'euros. Parmi les priorités figureront
l'amélioration de l'environnement urbain et des espaces publics, la
prévention de la toxicomanie, la promotion de l'insertion sociale de la
population immigrée, le développement des activités économiques et les
mesures facilitant la réintégration des jeunes dans le système éducatif.
[03] Urban II programme : EU contributes euro 5.7 million to urban
regeneration in the Alcântara Valley, Lisbon
Mr Michel Barnier, member of the European Commission, responsible for
Regional Policy, has announced the approval by the Commission of a
programme for urban regeneration in the Alcântara Valley in Lisbon. This
Urban Community Initiative Programme will provide euro 5.66 million from
the EU over the period 2000-2006. The European funding has attracted euro
4.59 million in further investment from the public sector, mainly from the
Lisbon municipality. The programme will mobilise total resources of euro
10.25 million. Priorities will include building up of social cohesion in
the Urban intervention area, promoting fully fledged citizenship of the
local population, based on rights and duties, and measures to prevent and
restrain drug addiction in the area.
[04] Programme Urban II : l'UE octroie une aide de 9,97 millions d'euros
destinée à la revitalisation de la zone urbaine de Porto-Gondomar
M. Michel Barnier, membre de la Commission européenne chargé de la
Politique régionale, a annoncé que la Commission avait approuvé un
programme de revitalisation pour la zone située entre les communes de Porto
et de Gondomar, dans le nord du Portugal. Ce programme, adopté au titre de
l'initiative Urban, sera doté de 14,1 millions d'euros pour la période 2000-
2006, dont 9,8 millions proviendront des Fonds communautaires. Le
financement européen a attiré 4,19 millions d'euros dans des
investissements complémentaires provenant du secteur public,
essentiellement des municipalités de Porto et de Gondomar. Parmi les
priorités figureront l'amélioration de l'environnement urbain et des
espaces publics, la prévention de la toxicomanie, la promotion de
l'insertion sociale, le développement des activités économiques et les
mesures facilitant la réintégration des jeunes dans le système éducatif.
[05] Programme Interreg : l'UE contribue pour 63,3 millions d'euros à la
coopération transfrontalière entre la France et l'Italie
M. Michel Barnier, membre de la Commission européenne, en charge de la
Politique régionale, a annoncé l'adoption par la Commission d'un programme
de coopération transfrontalière entre l'Italie et la France, qui sera
financé par l'initiative Interreg III. Le programme concerne les régions
franco-italiennes de l'arc alpin. Ses principaux objectifs sont le
développement de l'économie de part et d'autre de la frontière et le
renforcement de la coopération transnationale. Le montant total disponible
jusqu'en 2006 est de 156,8 millions d'euros, dont quelque 63,3 millions
sont financés par l'UE. Un montant de 93,5 millions d'euros provient de
budgets nationaux et régionaux ainsi que du secteur privé. Le programme
intéresse une population d'environ 5,3 millions d'habitants.
[06] Le réseau européen d'information rapide sur le passage à l'euro (CIN)
Suite au mandat donné par le Conseil Ecofin et le Conseil Européen, la
Commission a mis en place un réseau européen d'information rapide (CIN) sur
le passage à l'euro. Une équipe de la Commission est chargée d'assurer un
échange d'information permanent entre les principaux acteurs et d'élaborer
des rapports périodiques sur l'état d'avancement des opérations. Si
nécessaire, elle est également chargée de préparer d'éventuelles projets de
position commune des Ministres, qui sont ensuite discutés par le Comité
économique et financier (Directeurs du Trésor et représentants des Banques
centrales nationales).
[07] Deal on fisheries quotas 2002
Following yesterday's decision in the Fisheries Council on next year's
fishing quotas, Franz Fischler, European Commissioner for Agriculture,
Rural Development and Fisheries, said : "After 28 hours of non-stop
negotiations, reason has finally triumphed. I welcome the decision of the
fisheries ministers to set the fisheries quotas for 2002 (TACs) at a
biologically acceptable level. With this decision, for none of the stocks a
deterioration will be allowed. I am aware that the decided cuts in many
allowable catches are tough for many European fishermen in the short-term.
But their effort will be rewarded in the long-run. They have to fish less
today to be able to fish more in the future, once the stocks have
recovered."
[08] Foot-and-mouth disease in the UK - Classical swine fever in Spain
The Standing Veterinary Committee (SVC) yesterday voted in favour of a
European Commission proposal extending the area from which the United
Kingdom (UK) is allowed to export live porcine and bovine animals and fresh
porcine, bovine, ovine and caprine meat to all of the UK, with exception of
some counties in the middle of Great Britain (Northumberland, Cumbria,
North Yorkshire, Durham and some small areas around these counties). The
export of live ovine and caprine animals remains prohibited and the export
of live bovine animals, allowed by this decision, remains restricted
because of BSE measures. The SVC also confirmed the Commission decision
from 5 December banning the export of live pigs and porcine semen, ova and
embryos from Catalonia (Spain) in response to outbreaks or classical swine
fever (CSF) and extended this measure until 31 January 2002. Some
additional measures concerning the serological surveillance of CSF in
Catalonia have also been accepted. The two proposals will be formally
adopted by the Commission in the next several days.
[09] La Commission accueille favorablement l'annonce par le comité de Bâle
d'une évaluation de l'impact du nouvel accord sur les fonds propres
La Commission européenne a salué l'annonce, faite par le comité de Bâle sur
le contrôle bancaire, d'une modification du processus devant aboutir à la
finalisation du nouvel accord sur les fonds propres. Un examen
complémentaire de l'impact global du nouvel accord sera donc effectué avant
la publication d'un troisième document de consultation.
[10] Car registration tax : Commission takes Austria to Court of Justice
over discriminatory tax treatment of imported cars
The European Commission has decided to refer Austria to the Court of
Justice because it considers that the Austrian car registration tax
discriminates against imported cars. Such discrimination is prohibited
under Article 90 of the EC Treaty and under EU law relating to excise
duties (Directive 92/12/EEC).
[11] Valeurs mobilières : résultats de la consultation sur les obligations
de transparence des sociétés dont les valeurs mobilières sont admises à la
négociation sur un marché réglementé
La Commission européenne a publié sur Internet les résultats d'une
consultation, lancée en juillet 2001, relative à sa future proposition de
directive portant actualisation des règles communautaires concernant les
informations périodiques à fournir par les sociétés dont les valeurs
mobilières sont négociées sur des marchés réglementés. C'est l'un des
premiers exemples du processus de consultation institué comme suite à la
résolution du Conseil européen de Stockholm concernant la régulation des
marchés européens des valeurs mobilières, elle-même fondée sur le rapport
final du comité des Sages présidé par le baron Alexandre Lamfalussy. Dans
cette résolution, le Conseil européen invitait la Commission à consulter
les praticiens des marchés, les émetteurs de valeurs mobilières et les
consommateurs d'une manière ouverte, transparente et systématique, lors de
l'élaboration des nouvelle propositions législatives applicables aux
valeurs mobilières. Il recommandait en outre la publication des résultats

[12] New report recommends improved conditions in fur farms
The Scientific Committee on Animal Health and Animal Welfare (SCAHAW)
adopted a report on the welfare of animals kept for fur production. The
report gives a scientific assessment of the welfare of such animals, mainly
mink and foxes. It does not address ethical issues related to fur farming.
The report finds that animal species used for fur production cannot
generally be considered as domesticated, as opposed to other farm animals.
The Committee finds that mink and foxes generally suffer from being kept in
cages because it limits their natural behaviour as wild animals. To improve
their welfare, the scientists recommend that major improvements are made to
cages and management methods used in mink and fox farming. These should
focus on providing a better environment for the animals so that changes in
their normal behaviour patterns are minimized. Selection of animals for fur
production has almost exclusively focused on fur characteristics. Selection
and breeding for tameness and adaptability to captive environments would
help to address major problems with current fur farming methods. The
scientists further recommend that fur farmers and their staff be properly
trained in all aspects of the biology, welfare and management of the animal
species they are farming. Breeding programmes and handling practices should
aim to reduce fearfulness and aggressiveness. The European Commission will
next examine the recommendations of the scientists and consider the
necessary action to be taken as a follow-up. The full report will be

[13] EU and US agree on temporary compensation in copyright dispute
The European Union and the United States yesterday agreed on a temporary
solution of their dispute over music copyright. The dispute was over the
way in which smaller bars, shops and restaurants in the US have hitherto
played music without paying royalties. This agreement came during a meeting
between European Trade Commissioner Pascal Lamy and his counterpart, US
Trade Representative Robert Zoellick. A World Trade Organisation disputes
procedure last year found in favour of the EU. "We have agreed on a process
that will result in a US financial contribution to support projects and
activities for the benefit of European music creators", Mr Lamy said at a
joint press conference with Ambassador Zoellick in Brussels. However, the
US is still obliged to bring its legislation into line with its WTO
obligations. "This is a good example of how we can manage our problems in a
cooperative manner, while keeping in mind our international obligations and
commitments. It will bring a smile to Irish eyes in particular", said
Commissioner Lamy.
[14] Croatia : Commission adopts new strategic framework for assistance
On 18th December, the European Commission adopted a five-year strategy for
its financial assistance to Croatia. At the same time, it announced that
over the next three years, 2002-2004, euro 191 million has been earmarked
for Croatia to finance this strategy. The priorities set in the strategy
are democratic stabilisation ; economic and social development; justice and
home affairs ; administrative capacity building ; environment and natural
resources. These are key goals of the Stabilisation and Association Process,
the cornerstone of the EU's policy towards the western Balkans.
[15] Albania : Commission adopts strategic framework for assistance
On 18 December, the European Commission adopted a five year strategy for
its financial assistance to Albania. At the same time, it announced that
over the next three years, 2002-2004, euro 145.5 million has been earmarked
for Albania to finance this strategy. The priorities set in the strategy
are: Justice and Home Affairs, Administrative Capacity Building, Economic
and Social Development, Environment and Natural Resources, and Democratic
Stabilisation. These are key goals of the Stabilisation and Association
Process, the cornerstone of the EU's policy towards the Western Balkans.
[16] Commission awards Lorenzo Natali Prize for journalism on development
and human rights to Kamau Ngotho and Romain Gubert
Poul Nielson, the European Commissioner for Development and Humanitarian
Aid, yesterday awarded the Lorenzo Natali Prize for Journalism 2001 to
Kamau Ngotho, of Kenya's The Sunday Nation, in the developing world
category, and to Romain Gubert, writing for France's Le Point, in the EU
category. The winning articles focus respectively on impunity and wrongful
imprisonment and on Chechen refugees. Congratulating the winners, Poul
Nielson stated : "The Commission's commitment to this Prize is a clear
demonstration of the value we attach to freedom of expression and the
belief that democracy and respect for human rights are of the highest
importance. I congratulate you on your work and this achievement."
