[I] Résultats de la Commission de ce jour - Outcome of today's Commission
meeting
[01] Commission prohibits CVC's acquisition of Austrian fibre company
Lenzing
The European Commission has decided to prohibit the planned acquisition by
CVC Capital Partners Group Ltd (CVC) of Lenzing AG, an Austrian man-made
fibres manufacturer. CVC already controls Acordis, Lenzing's principal
rival in Europe and only rival in the United States. The combination of
Lenzing and Acordis would have created or strengthened a dominant position
in a number of fibres markets, therefore reducing choice and leading to
higher prices for customers and end consumers. The Commission's review of
the concentration has been conducted in close cooperation with the US
Federal Trade Commission (FTC).
[02] Commission approves euro 880 million for forward looking and more
flexible research
The European Commission adopted a proposal by Research Commissioner
Philippe Busquin to allocate euro 440 million from the EU research budget
to one of the key innovative elements of the EU's future action :
"Anticipating the EU's scientific and technological needs". This will cover
two areas : research to help improve important policies such as agriculture,
fisheries, public health, consumer protection as well as aspects of
environmental, transport and energy policies; and research on the emerging
fields of science and technology at the frontiers of knowledge. The
proposal builds in flexibility by providing for a further euro 440 million
to be allocated at a later stage as needs develop and and new subjects
emerge.
[03] Feu vert au crédit relais à la Sabena dans le contexte de la procédure
concordataire
La Commission européenne a décidé d'autoriser au titre des aides au
sauvetage le crédit-relais de 125 millions d'euros octroyé par l'Etat belge
à la Sabena. Les aides au sauvetage ne sont pas, contraitement aux aides à
la restructuration, soumises au principe dit de "l'aide unique".
[04] Commission authorises the United Kingdom to grant euro 10 million to
its coal industry
The United Kingdom has been authorised to grant euro 10 million (£6.4
million) of operating aid to two coal production units. This aid is
intended to cover operating losses for 2000 and 2001.
[05] La Commission clarifie l'application des règles relatives aux aides
d'Etat à la radiodiffusion de service public
La Commission européenne a adopté dans son principe une communication qui
explique comment les règles relatives aux aides d'Etat doivent être
appliquées au financement des organismes publics de radiodiffusion. Cette
communication, qui n'a toujours pas été adoptée officiellement dans les
langues communautaires, précise que les Etats membres sont en principe
libres de déterminer l'étendue du service public et la façon dont il est
financé et organisé, en fonction de leurs préférences, de leur histoire et
de leurs besoins. Toutefois, la Commission appelle à la transparence en la
matière, afin de pouvoir apprécier la proportionnalité du financement
public et contrôler d'éventuelles pratiques abusives. Elle demande aux
Etats membres - lorsque cela n'a pas encore été fait - de donner une
définition précise de la mission de service public, de la confier
officiellement à un ou plusieurs opérateurs par l'intermédiaire d'un acte
officiel et de mettre en place une autorité appropriée pour surveiller la
façon dont elle est exercée. La Commission interviendra dans tous les cas
où une distorsion de concurrence consécutive à une aide ne peut être
justifiée par la nécessité d'exercer la mission de service public, telle
qu'elle aura été définie par l'Etat membre, et de pourvoir à son
financement.
[06] Décision négative concernant des aides d'Etat en Italie (Sicile) pour
le secteur agricole
La Commission européenne a pris une décision finale négative concernant des
aides d'Etat à accorder par la région de Sicile (Italie) à des viticulteurs
pour compenser des droits de replantation non utilisés, ainsi qu'une aide
sous forme de crédits de gestion pour le secteur agricole. S'agissant d'un
troisième régime d'aide dans le secteur de la pêche, accordé dans le cadre
de la même loi régionale de Sicile, la Commission demande des informations
supplémentaires.
[07] Commission promotes high-quality services of general interest in
Europe
The European Commission has approved a report on services of general
interest for the Laeken European Council in December. The Report announces
new measures to increase legal certainty and transparency in the
application of State aid rules to the funding of services of general
interest and an improved system of evaluation of the performances of such
services to the benefit of citizens.

[08] Romano Prodi meets Nelson Mandela
European Commission President Romano Prodi met with Nelson Mandela, Arusha
Peace Process Facilitator and former President of South Africa on Tuesday
16 October. The two men discussed political and financial issues relating
to the Arusha peace process, particularly in relation to the transition to
democracy scheduled for 1st November 2001. Mr Mandela briefed President
Prodi on the latest developments. President Prodi re-affirmed the
Commission's full commitment to supporting the Arusha peace process and
congratulated Mr Mandela for his efforts and perseverance.
[09] Transport routier : la Commission s'engage pour le respect uniforme
des temps de conduite et de repos
La Commission européenne propose aujourd'hui de simplifier la législation
sociale et de sécurité en vigueur dans le secteur routier afin de renforcer
leur respect. La course à la compétitivité pousse en effet certains
opérateurs à ignorer les règles élémentaires : la Commission entend donc
doter l'Union européenne d'une législation effective qui définisse
clairement les temps de conduite et de repos, et facilite leur application
réelle grâce à la mise en place d'un système de sanctions efficace. "Grâce
à sa capacité d'adaptation et son dynamisme, le transport routier a su
tirer un bénéfice optimal du marché intérieur et soutient largement
l'économie de l'Union. Il est temps de renforcer les mesures sociales qui
accompagnent l'ouverture des marchés : les chauffeurs routiers doivent
bénéficier de règles claires qui soient appliquées de la même façon dans
tous les Etats", a déclaré Loyola de Palacio, Vice-Présidente en charge des
Transports et de l'Energie.
[10] August 2001 - Industrial production up by 1.1% in euro-zone ; EU15 up
by 1.0%
( ! embargo 12 am !) Seasonally adjusted industrial production increased by
1.1% in the euro-zone in August 2001 compared to July 2001, Eurostat
estimates today. This follows a decrease of 1.3% in July and a gain of 0.8%
in June. Output in the EU15 increased by 1.0% in August, after a fall of
1.2% in July and a gain of 0.7% in June. In August 2001 compared to August
2000, industrial production gained 0.4% in the euro-zone and remained
unchanged in the EU15.
[11] September 2001 - Euro-zone annual inflation down to 2.5% ; EU15 down
to 2.4%
( ! embargo 12 am !) Euro-zone annual inflation fell from 2.7% in August to
2.5% in September, Eurostat reports today. A year earlier the rate was
2.8%. EU15 annual inflation fell from 2.6% in August to 2.4% in September.
A year earlier the rate was 2.5%. Highest annual rates were in the
Netherlands (5.4%), Portugal (4.1%) and Greece (4.0%) ; lowest rates were
in the United Kingdom (1.3%), France (1.6%), Belgium and Luxembourg (both
1.9%). Compared with August 2001, annual inflation rose in four Member
States, fell in nine and was unchanged in two).
[12] Anna Diamantopoulou at the Solidar Silver Rose Awards 2001 for
outstanding contribution to civil society and social justice
European Commissioner for Employment and Social Affairs Anna Diamantopoulou
will today make the keynote speech at the annual Solidar Silver Rose Awards
2001 for outstanding achievement by an individual or organisation in
promoting civil society and social justice. Glenys Kinnock MEP will chair
the presentation. The winners will be : Morgan Tsvangirai, leader of the
Zimbabwean Movement for Democratic Change, Rudolf Sarközi, Austrian Roma
rights campaigner, and the Polish community organisation The Barka
Foundation for Mutual Help. All winners will attend a press conference from
11.30 today in the Breydel press room. They will also be available for
interview themselves.
[13] Anna Diamantopoulou statement on the World Day for the Eradication of
Poverty
At a special European Parliament session this afternoon, European
Commissioner for Employment and Social Affairs Anna Diamantopoulou will
mark the United Nations World Day for the Eradication of Poverty. The
session will also be addressed by Michel Rocard, Chairman of the EP
Employment and Social Affairs Committee and Ministers Vande Lanotte and
Vandenbroucke for the Belgian Presidency. A discussion is planned on the
subject of poverty and social exclusion including debate on the EU national
action plans against poverty - with the participation of civil society
groups EAPN and the NGO Platform. Accredited journalists are admitted to
the session beginning at 14.30 in EP room ASP 1G2.
