[01] La Commission adopte une communication sur l'avenir de l'industrie
cinématographique et audiovisuelle en Europe
Industrie stratégique par son importance culturelle et par son potentiel de
création de richesses et d'emplois, le secteur audiovisuel continue de
souffrir en Europe de nombreux handicaps qui freinent la circulation des
films et des autres oeuvres audiovisuelles. La communication que vient
d'adopter la Commission sur proposition de Viviane Reding, Commissaire en
charge de la Culture et de l'Audiovisuel, en accord avec Mario Monti,
Commissaire en charge de la politique de concurrence, analyse ces handicaps
et propose des réponses pour les surmonter. Elle apporte en outre une
meilleure sécurité juridique au secteur du cinéma en expliquant les
critères retenus par la Commission lors de l'examen des régimes nationaux
de soutien au cinéma au titre des règles du traité sur les aides d'Etat.
[02] Urban II programme : EU contributes euro 9 million to urban
development in Rotterdam
The European Commission has approved a programme for urban regeneration in
Rotterdam. This Urban Community Initiative Programme will provide euro 9
million from the European Union over the period 2001-2006. The European
funding has attracted a further euro 15 million in investment from the
public sector, creating total resources of euro 24 million. Priorities will
include training, improvements to the physical environment and various
measures to promote the inclusion of disadvantaged groups, particularly in
the labour market.
[03] Programme Urban II : l'UE contribue pour 12 millions d'euros au
développement urbain de Heerlen, aux Pays-Bas
La Commission européenne a approuvé un programme de régénération urbaine en
faveur de Heerlen. Ce programme, qui relève de l'initiative communautaire
Urban, prévoit un cofinancement de 12 millions d'euros par l'Union
européenne pour la période 2001-2006. Celui-ci a attiré un investissement
de 20 millions d'euros du secteur public, ce qui donne un montant total de
32 millions d'euros. Parmi les priorités figurent la formation, des
améliorations de l'environnement physique et différentes mesures de
promotion de l'insertion de groupes défavorisés, notamment dans le marché
de l'emploi.

La Commission européenne a approuvé un programme de régénération urbaine en
faveur d'Amsterdam. Ce programme, qui relève de l'initiative communautaire
Urban, prévoit un cofinancement de 9 millions d'euros par l'Union
européenne pour la période 2001-2006. Celui-ci a attiré un investissement
de 19 millions d'euros du secteur public et un investissement de trois
millions d'euros du secteur privé, ce qui donne un montant total de 31
millions d'euros. Parmi les priorités figurent la formation, des
améliorations de l'environnement physique et différentes mesures de
promotion de l'insertion de groupes défavorisés, notamment dans le marché
de l'emploi.
[05] July first estimates, June revised results - Euro-zone external trade
surplus euro 7.8 billion in July 2001 ; euro 1.6 billion deficit for EU15
(! embargo 12 am !) According to first estimates by Eurostat, euro-zone
trade with the rest of the world in July 2001 was a euro 7.8 billion
surplus, compared with +5.5 billion in July 2000. The revised June 2001
surplus was 6.0 billion, against +2.5 billion in June 2000. Euro-zone trade
recorded a surplus of 14.6 billion for the first seven months of 2001,
compared with +6.5 billion in 2000. The first estimate for July 2001 extra-
EU15 trade was a euro 1.6 billion deficit, compared with 5.0 billion in
July 2000. In June 2001, there was a revised deficit of 3.9 billion,
against -6.1 billion in June 2000. There was a deficit estimated at 44.2
billion in the first seven months of 2001 compared with -50.9 billion in
2000.
[06] Pharmaceuticals : G10 Medicines Group reviews progress and announces
new transparency initiatives
A series of measures facilitating stakeholder input to work on how best to
enhance pharmaceutical industry competitiveness whilst safeguarding patient
interests were discussed at the second meeting of the G10 Medicines Group
yesterday. European Commissioners Erkki Liikanen (Enteprise and Information
Society) and David Byrne (Health and Consumer Protection), health and
industry ministers, pharmaceutical industry executives, patient and
mutuality representatives agreed to launch an 8-week consultation exercise,
and workshops organised by G10 working groups on specific issues. Also
announced yesterday was the creation of the G10 Medicines website. Moreover,
the G10 commissioned preparatory work for the final report, including
recommendations, to be presented to Commission President Romano Prodi by
April 2002.
[07] Letter of Romano Prodi to the President of the Republic of Korea Kim
Dae Jung
European Commission President Romano Prodi wrote yesterday to the President
of the Republic of Korea congratulating him for winning the World Statesman
Award : "I was delighted to hear that you have just been chosen for the
World Statesman Award and I want to offer you my warmest congratulations.
You may be interested to know that I was also selected for this Award some
years ago when I was Prime Minister of Italy. The European Union attaches
great importance to your personal efforts to promote peace and
reconciliation on the Korean Peninsula. You know the efforts we are making
to develop dialogue with North Korea in a measured way, symbolised by the
EU-Presidency visit to Pyongyang and Seoul last May. In our various
contacts, we have consistently emphasised the importance of holding a
second inter-Korean Summit. I know that you have been considering the
possibility of a visit to Brussels in early December. I hope that
circumstances will allow this visit to take place and I look forward very
much to meeting you on that occasion."
[08] Franz Fischler in North West England : "We must learn the lesson of
foot-and-mouth disease"
(! embargo 2 pm !) On the occasion of his visit to Fleetwood and Kendal,
North West England, Franz Fischler, European Commissioner for Agriculture,
Rural Development and Fisheries, called for an enhanced rural development
policy. "Especially in North West England, the outbreak of Foot and Mouth
Disease had a considerable impact. What this disease has shown is how
interwoven life in rural areas is. When movement was impossible and many of
the farms stood still, the whole life in rural areas came to a halt.
Agriculture is special and is not just any industry the recent crisis was
another proof of its unique contribution to a dynamic rural environment.
British farmers should know that Europe is standing shoulder to shoulder
with them in these difficult times. We support the affected farmers by
funding 60% of the FMD compensation, up to euro 1.5 billion for the whole
EU, from which the lion's share goes to the UK. The lesson I draw from FMD
and BSE is that a broadly based rural development policy is the best way
forward to develop a sustainable economy and viable future for the rural
population", he said.
[09] Pascal Lamy in Kenya to meet ACP countries to rally support for launch
of a New WTO Trade Round
European Trade Commissioner Pascal Lamy will meet trade ministers from
African, Caribbean and Pacific (ACP) countries in Kenya next week. During
his mission from 30th September to 2nd October, he will take part in the
Joint ACP-EU Ministerial Trade Committee (JMTC) on 2nd October in Nairobi.
During his visit Commissioner Lamy will seek to rally ACP support for the
launch of a New round of World Trade Organisation (WTO) negotiations and
address future EU-ACP trade relations in the framework of the Cotonou
Agreement. He will also meet Kenyan Government officials, business
representatives and non-governmental organisations. In his bilateral
meetings, he will raise issues of mutual interest to the EU and Kenya.
Looking forward to the trip, Commissioner Lamy said : "This meeting with
our ACP partners is a very important in the run-up to the forthcoming WTO
Ministerial where we wish to see a New Round launched. I'm going to Kenya
to rally support for a Round that must address the concerns and interests
of ACP and developing countries as a matter of urgency. We will also
address our important regional trading relationship in the framework of
Cotonou. There's a lot of important work to be done in the days ahead."
