[I] Résultats de la Commission de ce jour - Outcome of today's Commission
meeting
[01] Statement by President Prodi on the attacks against the United States
"Please observe a minute's thoughtful silence in memory of the victims of
this dreadful and tragic event… This morning the Commission held an
extraordinary meeting. We observed a minute's silence and then discussed
various political aspects for which the Commission has particular
responsibility. This afternoon I shall go to the European Parliament and
the General Affairs Council (Foreign Ministers). The Commission stressed,
and I shall reaffirm, the need to send the strongest possible signal of
European solidarity with the American people and I will call for a common
European approach to all aspects of this tragedy. The Commission expressed
its horror at these acts of barbaric crime, its compassion for the victims
and their families and its solidarity with the American people. We share
their grief, mourn with them and commit ourselves to working together with
President Bush and the US Government to build a safe, democratic world for
all our peoples. We have acted to protect our own staff and interests in
Europe and in our overseas delegations. We stand ready to offer any
practical assistance we can. I conveyed this message to the US Ambassador
yesterday evening. Our economy and social structures are strong and
resilient and we remain calm and confident. Our co-operation with the USA
in the fight against terrorism is more necessary than ever and must be
pursued with renewed vigour. This barbaric attack was directed against the
free world and our common values. It is a watershed event and life will
never be quite the same again. European Institutions and Governments will
work closely together with our American friends and partners in the defence
of freedom. We shall not allow terrorism to triumph. We shall not allow
terrorism to divide the world, as its perpetrators intend it to. We shall
deny them this victory. In the darkest hours of European history, the
Americans stood by us. We stand by them now."
[02] Commission warns Member States to maintain pressure of EU labour
market reforms
The European Commission has agreed an employment package to advance reform
of EU labour markets. The three-part annual package - a report on Member
States' employment performance, a set of recommendations addressed to each
individual member state and policy guidelines for the future - gives credit
to Member State governments for positive results so far in creating new
jobs and switching to job-friendly policies. The year 2000 has been the
most successful since the launch of the European employment strategy. But
the Commission also calls on governments, business and trade unions to
persevere with reform of labour markets regardless of any cooling of the
world business climate. The package now goes to the EU's Council of
Ministers for decision before the end of the year.
[03] Une politique des transports au service des citoyens européens
Recentrer la politique européenne des transports sur les demandes et
besoins des citoyens, telle est l'ambition de la Commission européenne pour
les dix prochaines années. En adoptant aujourd'hui le Livre Blanc "La
politique européenne des transports à l'horizon 2010 : l'heure des choix",
la Commission met pour la première fois les besoins des usagers au coeur de
sa stratégie et propose près de soixante mesures pour réussir ce pari. La
première de ces mesures visera à effectuer un rééquilibrage modal à
l'horizon 2010, grâce à une politique active de revitalisation du rail,
promotion des transports maritime et fluvial, et de développement de
l'intermodalité. En effet, la Commission entend assurer à tous les citoyens
un développement des transports européens qui garantisse simultanément
l'efficacité, la qualité et la sécurité. Ce document de réflexion et de
propositions constitue également la première contribution concrète à la
stratégie de développement durable arrêtée par le Conseil européen de
Göteborg en juin dernier. "L'UE doit répondre aux attentes des Européens et
concilier des exigences parfois contradictoires pour contribuer au
développement économique tout en renforçant notre qualité de vie", a
insisté Loyola de Palacio, vice-présidente en charge des Transports et de
l'Energie. "Les citoyens européens méritent un système de transports
performant, qui garantisse la qualité et la sécurité : le Livre Blanc en
pose les fondements, grâce à une utilisation plus imaginative et
rationnelle des différents moyens de transport et des infrastructures", a-t-
elle ajouté.
[04] Asile : la Commission propose une définition commune du réfugié et des
normes communes concernant les droits des réfugiés
La Commission européenne a approuvé une proposition visant à établir une
définition commune du réfugié et des droits dont doivent bénéficier les
réfugiés. Cette proposition, qui vient cinquante ans après la convention de
Genève, devrait engendrer une harmonisation bien nécessaire dans ce domaine
et mettre ainsi fin à ce que l'on appelle le "shopping" en matière d'asile.
Avec les autres propositions de la Commission portant sur la question de
l'asile, la proposition approuvée ce jour devrait garantir un niveau de
protection minimal dans tous les Etats membres pour les personnes ayant
réellement besoin de se placer sous une protection internationale, tout en
empêchant les demandes d'asile abusives qui minent la crédibilité du
système. Par la présentation de cette proposition, la Commission remplit
les engagements qu'elle avait contractés au sommet de Tampere, en vue de la
mise en place d'un régime d'asile commun en Europe. Compte tenu de la
clause de sortie (opt-out) les concernant, cette proposition ne s'applique
pas au Danemark et ne s'appliquera au Royaume-Uni et à l'Irlande que si ces
deux Etats membres décident de participer au régime commun.

[05] Commission clears acquisition of Thyssen Schienen Technik GmbH by
Voest-Alpine Stahl
The European Commission has authorised the acquisition of German rail
producer Thyssen Schienen Technik GmbH by Voest-Alpine Stahl AG, an
Austrian steel manufacturer. This operation will make Voest-Alpine Stahl
the largest producer of rails in the European Union, but it will face
competition from other significant producers such as Corus and Lucchini and
well as from non-EU companies.
[06] Pascal Lamy hails 'spirit of Hanoi' as EU and Asia agree on need to
launch New Round of WTO trade negotiations in Doha
European Trade Commissioner Pascal Lamy underlined the 'spirit of Hanoi' as
instrumental in ensuring a successful meeting between EU and Asian economic
and trade ministers (ASEM meeting) in Hanoi yesterday. At a press
conference following the meeting, Mr Lamy praised participants for the
"frankness and openness of discussions, the dose of common sense and
flexibility" and the constructive attitude they had brought to the informal
talks that he likened to those held in Mexico on September 1. "People have
shown a willingness to understand each other, to step away from entrenched
positions in reaching a consensus on the priority we all give to launching
a WTO Round at Doha".
