[01] La Commission présente un rapport concernant les protéines végétales
dans le contexte de l'interdiction des farines de viande et d'os
La Commission européenne a présenté aujourd'hui son rapport concernant la
fourniture de protéines végétales visant à répondre à la demande
supplémentaire en protéines végétales dans l'alimentation animale. Cette
demande résulte principalement de l'interdiction d'utiliser des protéines
animales transformées (PAT) dans l'alimentation des animaux d'élevage,
adoptée par le Conseil en décembre 2000 afin de renforcer les garanties
offertes aux consommateurs en matière de sûreté alimentaire. Son analyse
d'un certain nombre d'options clés visant à promouvoir la culture des
protéines végétales dans l'UE l'a amenée à la conclusion que leur coût est
trop élevé, qu'elles ont des implications particulières à l'égard de l'OMC
ou qu'elles ne sont pas adaptées pour remplacer les PAT. De plus, d'après
la communication adoptée aujourd'hui, il serait facile d'importer les
quantités relativement limitées de farine de soja nécessaires pour répondre
à cette demande supplémentaire en protéines (1-1,5 million de tonnes) en
n'augmentant que d'environ 5% nos importations actuelles de farine de soja.
(Par suite de l'interdiction des farines de viande et d'os il est prévu de
couvrir la pénurie de proteines grâce à une combinaison de protéines
produites à l'intérieur de l'UE, de farine de soja importée et d'efficacité
accrue dans l'utilisation des aliments des animaux). La farine de soja
constitue le produit le plus à même de remplacer les PAT et elle est
largement disponible sur le marché mondial.
[02] BSE : Commission will adopt special market measures for beef
Following vote in the management committee for beef and veal which took
place on 16 March, the European Commission will now formally adopt the
special market measures for cattle older than 30 months (see IP/01/302).
Carcasses of animals which belong to categories not eligible for
intervention purchases, which are more than 30 months of age and which have
all been tested negatively for BSE will be covered. The scheme shall be
applied immediately in those Member States which have demonstrated full
testing capacity for cattle older than 30 months provided there is a weak
market for cows. It may equally be applied in the other Member States if
there is a week market for cows. Therefore purchases shall only be made,
through tender procedure, in Member States where the price for cows is
below the trigger price during a period of two weeks. This trigger-price is
fixed for each Member State. The Community financing of purchases is fixed
at 70% of the price for the meat. Be it for storage, be it for processing
through rendering, no fixed quantities per Member States apply. The new
measure will enter into force following the formal adoption by the
Commission in the days to come. The special measures under the new scheme
shall apply until the end of 2001. For those Member States without full
testing capacity, the provisions of the "purchase for destruction scheme"
(see IP/00/1456) remain in force until 30 June 2001.
[03] Commission authorises acquisition of Telenor's stake in Esat Digifone
by British Telecom
The European Commission has authorised the acquisition by British Telecom
of Telenor's 49.5% stake in Esat Digifone, thereby giving sole control to
BT in the Irish mobile telephony operator. The deal will not increase BT's
market share in Ireland or lead to a creation or strengthening of a
dominant position or any significant foreclosure effects in any other
country in which BT is active.
[04] La Commission organise un séminaire visant à mettre en évidence les
réussites et les lacunes dans le traitement des eaux résiduaires urbaines
Aujourd'hui, la commissaire européenne à l'Environnement, Margot Wallström,
lance un séminaire destiné à faire connaître les résultats particulièrement
remarquables ou au contraire déplorables dans la mise en œuvre de la
directive sur les eaux urbaines résiduaires. Dix ans après son adoption,
l'application de cette directive connaît des retards et des lacunes dans la
grande majorité des Etats membres. Trent-sept grandes villes continuent de
rejeter sans traitement une grande quantité d'eaux usées dans
l'environnement, et beaucoup d'autres n'assurent pas un traitement adéquat
de leurs effluents. En outre, pratiquement tous les Etats membres tardent
beaucoup à fournir à la Commission les informations concernant le
traitement des eaux usées urbaines dans leur pays. Parlant de l'importance
de la Directive, Mme Wallström a déclaré : "L'environnement dans l'Union
européenne aurait un autre aspect si la législation était appliquée dans
les Etats membres. La qualité des eaux de baignade, par exemple, et donc la
santé publique, dépendent en partie du traitement des eaux usées. Les Etats
membres donnent aussi un mauvais exemple et adressent un message déplorable
aux pays candidats, qui sont critiqués pour ne pas transposer assez
rapidement la législation communautaire dans le domaine de l'environnement."
[05] Stockholm : la Commission lance la seconde phase de consultation des
partenaires sociaux sur la modernisation et l'amélioration des relations de
travail
Anna Diamantopoulou, Commissaire européen à l'Emploi et aux Affaires
sociales, a écrit ce jour aux partenaires sociaux au niveau européen dans
le but de faire progresser le processus de consultation sur la
modernisation et l'amélioration des relations de travail entamé le 20 juin
2000. La Commission vise à centrer la consultation sur le thème du
télétravail et a soumis une proposition de lignes directrices devant
encadrer sa pratique. Les partenaires sociaux sont maintenant appelés à
réagir sur cette proposition et d'informer la Commission de leur volonté
d'entamer des négotiations formelles sur la base de la proposition. Comme
la Commission a souligné dans sa contribution au Conseil européen de
Stockholm, les partenaires sociaux ont un rôle clef à jouer pour promouvoir
la modernisation des relations de travail.
[06] Commission outlines practical support for entrepreneurs
Europe's entrepreneurs need top-class practical support services tailored
to the needs of the "new" economy. Experience in how best to provide them
will be aired and shared at 'Entrepreneurship for the Future', an
enterprise policy forum jointly organised by the EU's Swedish Presidency
and the European Commission in Växjö, Sweden, on 19-20 March 2001. The
opening address will be given by Swedish Minister for Industry, Employment
and Communications Björn Rosengren. Enterprise and Information Society
Commissioner Erkki Liikanen will tell 350 national officials and enterprise
policy experts that the opportunities are there to make Europe the world's
most competitive and dynamic knowledge-based economy within a decade, an
ambition backed by EU leaders at the March 2000 Lisbon European Council and
a main priority at the Stockholm European Council later this week.
[07] Increasing selectivity in cod fisheries in the Baltic Sea
The European Union and the other contracting parties to the International
Baltic Sea Fishery Commission (IBSFC) unanimously agreed on new methods to
increase selectivity in cod trawl fisheries. At an extraordinary session of
this regional fisheries organisation, held in Brussels on 13-14 March 2001,
IBSFC recommended three new technical measures aiming to allow juvenile cod
to escape from trawl nets and danish seines. One of those measures provided
for the use of a new type of square mesh window resulting from the best
ever researched project in cod selectivity financed by the Commission, the
so-called BACOMA (Improving Baltic Cod Management) project. The recommended
measures will have to be implemented by 1 January 2002 at the latest.
[08] Anna Diamantopoulou and Pedro Solbes publish 'Social Situation in the
European Union' report
European Commissioners for Employment and Social Affairs, Anna
Diamantopoulou, and for Economic and Monetary Affairs, Pedro Solbes, today
published the second annual report on the social situation in the EU which
is a source of all-round information on social Europe and will be a key
tool in social policy development. The report looks at the main social
trends and provides data and analysis in four areas : population, living
conditions, income and social participation. It contains a set of
harmonised social indicators ranging from demographic issues to employment
and income conditions for each Member State."
[09] Eurobarometer survey 2000 : "Attitudes towards minority groups in the
EU"
The European Monitoring Centre on Racism and Xenophobia (EUMC) in Vienna
has published a new report on "Attitudes towards minority groups in the
European Union", and the media presentation of the conclusions will take
place Tuesday 20 March 2001, 11.00 am by Beate Winkler, Director of the
EUMC. The entire survey including tables, graphs and characteristics on
each EU Member State will be available at the press room and on the EUMC's
website http://eumc.eu.int on Tuesday 20 March 2001, 11.00 am.
