  • [01] Statement by European Health and Protection Consumer Commissioner David Byrne on ruling by the European Court of Justice on the tobacco advertising directive

    The European Court of Justice decided yesterday that the tobacco advertising and sponsorship Directive of 1998 should be annulled for reasons connected with its legal base. The Court has stated that the Directive - adopted by the Council and the European Parliament - should have had greater focus on facilitating trade and competition in the internal market. However, the Court has confirmed that public health protection is a constituent part of other EU policies. Significantly, it has stated that a prohibition on certain forms of advertising and sponsorship could be adopted under the internal market legal basis used by the Directive for example, in the area of periodicals and magazines and for certain sponsorship events.

    [02] CO² emissions from new passenger cars down by 5.6 % between 1995 and 1999

    The European Commission has published its first annual report on the effectiveness of the EU strategy to reduce CO² emissions from passenger cars and improve fuel economy. The strategy aims at achieving an average CO² emission figure for new passenger cars of 120 g CO²/km by 2005, and 2010 at the latest. The strategy has so far resulted in a reduction of CO² emissions from new passenger cars sold on the EU market of 5.6% between 1995 and 1999. The major part of the EU strategy consists of environmental agreements with the European, Japanese and Korean car industries. All three associations (ACEA, JAMA and KAMA) have delivered reductions of CO² emissions from cars sold by their members on the EU market : ACEA 6.0%, JAMA 4.6% and KAMA 1.5%. However, in order to meet the final target all three associations must increase their efforts. The Commission remains confident that the associations will live up to their commitment.

    [03] Fonds social européen : la Commission adopte une série de mesures en faveur de l'emploi en Belgique

    La Commission européenne a adopté aujourd'hui le "Document unique de programmation" en faveur du Ministère Fédéral de l'Emploi et du Travail en Belgique sur une période de sept années, financé par le Fonds Social européen. Avec 69 millions d'euros, ce programme, qui relève de l'objectif 3, soutiendra des mesures d'inclusion socio-professionnelle, de consolidation de l'emploi, d'égalité professionnelle entre les femmes et les hommes et de cohérence entre les programmations des différentes autorités belges.

    [04] Structural Funds : Commission approves seven-year education, training and employment package for the German-speaking Community of Belgium

    Anna Diamantopoulou, European Commissioner for Employment and Social Affairs, signed an education, employment and training package for the 70, 000 people of the German-speaking Community of Belgium. This 'Objective 3 Single Programming Document' will provide euro 10.7 million in EU aid to the Community over the next seven years. Given its new powers in employment policy, this is the first time the German-speaking Community will be fully responsible for managing its own ESF financed programme. The programme is one of the five SPDs financed by the European Social Fund for Belgium in the new round of Structural Fund allocation, which runs from 2000 to 2006.

    La Commission européenne a adopté un programme en faveur de l'emploi d'environ 23,7 millions d'euros financé par le Fonds social européen pour la Région de Bruxelles-Capitale. Le "document unique de programmation au titre de l'objectif n°3" est l'un de plusieurs programmes actuellement adoptés pour l'ensemble des Etats membres afin de lancer la nouvelle période de programmation des Fonds structurels, qui court de 2000 à 2006.

    La Commission européenne a adopté un programme de 285 millions d'euros financé par le Fonds social européen en faveur de la formation professionnelle et de l'emploi en Wallonie et à Bruxelles (francophone). Le document unique de programmation au titre de l'objectif n°3 (DOCUP) est l'un des programmes actuellement adoptés pour l'ensemble des Etats membres pour la nouvelle période de programmation des Fonds structurels, qui court de 2000 à 2006.

    [07] Customs : Frits Bolkestein welcomes adoption of revised Code

    European Customs Commissioner Frits Bolkestein has welcomed the adoption of a Regulation to streamline and modernise the operation of the EU's Customs Code. The European Parliament's plenary session in Strasbourg on 5 October approved without amendment the Common Position adopted formally by the Council of Ministers on 25 May 2000, so that the measure has now been definitively adopted according to the so-called co-decision procedure. The Regulation, proposed by the Commission in June 1998 (see IP/98/496) will facilitate, in particular, moves towards paperless import and export declarations and the modernisation of customs procedures. The amendment also introduces a new concept of the protection of the "good faith" of those who import goods under preferential arrangements. These "good faith" provisions been introduced to the Commission's satisfaction to protect against the risk of fraud based on claims for lower import tariffs using incorrect country of origin certificates. In particular, a fair balance has been struck between safeguarding the EU's financial interests and making allowances for the importer to demonstrate his "good faith" by taking due care to ensure that all the conditions for the preferential tariff treatment have been fulfilled. This provision was introduced following the Commission's threat in December 1999 to withdraw the proposal unless there were stronger safeguards against fraud (see IP/99/926).

    [08] Commission adopts further rural development programmes

    The European Commission has adopted the following Rural Development Programmes for the period 2000-2006 : Spain, Basque Country (total cost euro 235,760 million ; EU contribution euro 121,199 million) ; Rioja (total cost euro 82,547 million ; EU contribution euro 39,941 million) ; Finland, Aaland Islands (total cost euro 47,488 million ; EU contribution euro 21, 275 million) ; Germany, Bremen (total cost euro 23,966 million ; EU contribution euro 10,5 million) ; Belgium, Flanders (total cost euro 537,4 million ; EU contribution euro 204,1 million), Federal (total cost euro 156, 68 million ; EU contribution euro 72,31 million).

    [09] Une étape importante dans la réforme du contrôle financier

    L'amélioration de la gestion financière est un objectif central de la réforme de la Commission européenne. Un nouveau service d'audit interne indépendant du contrôle financier a priori contrôlera à l'avenir le processus d'exécution du budget. Le Parlement européen a hier, sur proposition de la Commission, décidé une modification du règlement financier dans ce sens. La Commissaire au Budget Michaele Schreyer a salué la décision du Parlement : "La Commission et le Parlement européen poursuivent en commun la logique de l'amélioration de la gestion financière du budget européen. C'est notre devoir à l'égard des contribuables européens." Le règlement financier précédent prévoyait que le contrôleur financier de la Commission est compétent tant pour le contrôle a priori des dépenses que pour leur contrôle a posteriori. Cette double compétence était à juste titre critiqué. La Commission a décidé d'y mettre fin. Pour cela, une modification du règlement financier européen, que le Parlement européen a approuvé hier était nécessaire. La Cour des Comptes a le même jour émis un avis favorable. La prochaine étape est l'adoption de cette modification à l'unanimité par le Conseil. La Commission espère que le Conseil prendra sa décision avant la fin de l'année.

    [10] Middle East (West Bank and Gaza ) : Commission allocates emergency funding for humanitarian aid worth euro 90,000

    As a first humanitarian response to the ongoing confrontations spreading throughout the West Bank and Gaza, the Commission via the Humanitarian Aid Office (ECHO) has made available euro 90,000. This priority action will allow to send specialized surgery assistance in order to help the Palestinian medical team. To further respond to emergency appeals from the international Committee of the Red Cross, UNRWA, and NGOs, it is expected that the Commission will mobilise an additional aid package of euro 600, 000. The additional funds should cover the provision of ambulances and the financing of essential medical supplies and emergency kits. In the region including West Bank and Gaza strip, Lebanon, Jordan and Syria, the European Commission has already approved in July funding worth euro 8.5 million. Previous ECHO funding made available between 1993 and 1999 for the Middle East amounts to euro 68 million.

    [11] Philippe Busquin demande une mobilité accrue des chercheurs en Europe

    Le Commissaire européen responsable de la Recherche, Philippe Busquin, a évoqué aujourd'hui lors d'une intervention à une conférence de jeunes boursiers Marie Curie à Heraklion (Grèce) la nécessité d'une meilleure circulation des scientifiques en Europe. "La mobilité est un instrument essentiel de transfert de connaissances entre pays et régions mais il y a toujours trop d'obstacles pratiques et administratifs", a dit le Commissaire en ajoutant que "l'Europe est confrontée à des problèmes démographiques assez sérieux et doit alors devenir un lieu plus attirant pour les chercheurs du monde tout en redonnant aux jeunes européens le goût pour la science et en valorisant les carrières scientifiques". La mobilité des chercheurs est un élément clé de la communication de M. Busquin sur l'avenir de la recherche en Europe qui a été approuvée par la Commission hier.
