[01] La Commission adopte un ensemble de dispositions percutantes pour
accélérer la réforme des marchés du travail de l'UE
La Commission européenne a adopté un nouveau grand "paquet pour l'emploi"
destiné à insuffler un nouvel élan permettant d'exploiter l'actuel climat
favorable à la croissance et de mettre l'Europe au travail. Cet ensemble de
dispositions - le premier depuis le sommet spécial sur l'emploi de Lisbonne
- inclut les nouvelles lignes directrices pour l'emploi adressées à tous
les gouvernements de l'UE ainsi que des recommandations spécifiques pour
chaque Etat membre.
[02] Euro-Mediterranean partnership : Commission proposes package of
measures to reinvigorate the Barcelona process
The European Commission has adopted a Communication aimed at reinvigorating
its relations with the European Union's neighbours to the South and East of
the Mediterranean. 'Reinvigorating the Barcelona Process' prepares for
decisions to be taken at the Euro-Mediterranean meeting of Foreign
Ministers in Marseilles in November. The measures are designed to give a
new impetus to achieving the objectives as set out in the 1995 Barcelona
Declaration.

[03] Swine fever in the UK : some restrictions lifted
Despite another case of classical swine fever confirmed on 4 September in
East Anglia, the Standing Veterinary Committee of the EU has given a
favourable opinion to two European Commission proposals on the control of
classical swine fever in the United Kingdom. Some of the restrictions on
trade so far adopted will therefore be lifted.

La Commission européenne a autorisé l'entreprise allemande BASF AG à
prendre une participation dans la société DyStar Textilfarben GmbH & Co.
Deutschland KG. BASF acquiert ainsi le contrôle de DyStar en commun avec
les entreprises allemandes Bayer AG et Hoechst AG. BASF et Dystar sont
présentes dans la production de colorants textiles. Bien que DyStar et BASF
comptent parmi les principaux fournisseurs de ce secteur, la concentration
ne leur confère pas une position dominante sur ce marché.
[05] Commission clears UK mobile telephony joint venture between Hutchison,
NTT DoCoMo and KPN Mobile
The European Commission has approved the planned creation of a joint
venture between the companies Hutchison Whampoa Limited (Hong Kong), NTT
DoCoMo, Inc (Japan) and KPN Mobile N.V. (Netherlands). The new joint
venture, Hutchison 3G UK Limited (3G OpCo) has been awarded one of the five
third generation (3G) mobile licences in the UK and it will build and
operate a UMTS network in the UK. The operation does not raise competitive
concerns since the position of 3G OpCo as a new entrant will not be
significant.
[06] La Commission sélectionne 15 projets contre le dopage dans le sport
A une semaine de l'ouverture des Jeux Olympiques de Sydney, qui doivent
marquer un tournant dans la lutte contre le dopage dans le sport, la
Commission européenne a retenu un total de 15 projets. Ceux-ci prendront la
forme de campagnes d'information sur le dopage dans le sport et de
conférences sur les possibilités d'une harmonisation de la lutte contre le
dopage dans le sport au niveau européen. Le montant budgétaire accordé à
ces projets sera d'environ 2,5 millions d'euros.
[07] Volume of retail trade up by 1.8% in euro-zone ; EU15 up by 2.2%
(! embargo 12h !) In June 2000, as compared to June 1999, the volume of
retail trade gained 1.8% in the euro-zone and 2.2% in the EU15, Eurostat
estimates today. Compared to June 1999, the index for "household goods" and
"food, drinks, tobacco" increased by 3.0% and 2.2% respectively in the euro-
zone (4.1% and 2.3% respectively in EU15). However, "textiles, clothing and
footwear" fell by 1.6% in the euro-zone (- 0.3% in EU15).
[08] New Members of Consumer Committee (CC) appointed
The European Commission has appointed 20 leading representatives of
European and national consumer organisations as members of its renewed
Consumer Committee. The Committee is an advisory body which is regularly
consulted by the Commission on issues concerning consumer interests at EU
level. The Committee consists of one representative per Member State plus
five representatives from the European wide consumer associations. Its
membership is renewed every three years.
[09] "Euro-Preparation Guide for Tourism Enterprises" now available in all
EU languages
With financial support from the European Commission, the Association for
the Monetary Union of Europe (AMUE) has elaborated a guide that is designed
to assist small and medium-sized tourism enterprises in their changeover to
the euro. AMUE was founded in 1987 by European business leaders who agreed
on the objectives of a common currency and monetary stability for the
success of the Single Market. The Commission co-financed 85,000 copies of
the guide that was first published in April 1999 and is available now in
all EU languages. This useful tool for tourism operators includes detailed
checklists helping to identify the key strategic elements of adapting
business systems, processes and human resources to the euro for each of the
major categories of tourism companies. The guide can be viewed and ordered
