[01] La Commission propose d'améliorer l'accès public à l'information en
matière d'environnement
La Commission européenne a adopté aujourd'hui une proposition de directive
concernant l'accès public à l'information en matière d'environnement. La
proposition doit remplacer la directive de 1990 concernant la liberté
d'accès à l'information en matière d'environnement et est basée sur
l'expérience acquise avec cette dernière. Un rapport sur cette expérience
accompagne la proposition de la Commission. La proposition est destinée à
contribuer à une plus grande sensibilisation du public aux problèmes
environnementaux et à une participation plus efficace et substantielle des
citoyens et des ONG au processus décisionnel en matière d'environnement.
[02] La Commission autorise, sous certaines conditions, l'acquisition
d'American Cyanamid par BASF
La Commission européenne a décidé d'autoriser l'acquisition par BASF
d'American Cyanamid, filiale phytosanitaire d'American Home Products, sous
réserve d'engagements proposés par BASF. Cette prise de contrôle donnera
naissance à la troisième entreprise phytosanitaire mondiale. La transaction
a suscité des préoccupations sérieuses sur le plan de la concurrence sur
certains marchés d'herbicides et de fongicides, mais BASF a proposé de
prendre des engagements qui assureront une saine concurrence et garantiront
les intérêts des consommateurs.
[03] Commission opens in-depth investigation into the acquisition of
Perstorp by Industri Kapital
The European Commission has decided to open an in-depth investigation into
the acquisition by Industri Kapital Group of Swedish specialty chemicals
and flooring company Perstorp AB. The deal raises serious concerns in a
number of resins and related markets.
[04] Yugoslavia financial sanctions : Commission adopts 'White List' of
companies excluded
The European Commission decided to establish the first 'White List' of 190
companies in Serbia to be excluded from the financial sanctions regime.
This new sanctions regime entered into force on 1 July 2000 and the list
will be valid until 31 January 2001. It will better target the financial
sanctions against the Governments of the Federal Republic of Yugoslavia and
Serbia. At the same time, it will exempt entities without connections with
either of these Governments.
[05] Entry into force of EU-Mexico Free Trade Agreement signals start of
new era in Europe's relations with Mexico
The Free Trade Agreement (FTA) between Europe and Mexico officially entered
into force on 1 July 2000. Welcoming this event European Commissioner for
Trade Pascal Lamy said : "this is a historic moment. It marks the beginning
of a new era in Europe's relations with Mexico. We are confident that
economic operators in Europe and Mexico will be quick to breathe life into
this agreement and to improve our bilateral trading relationship
significantly."
[06] EU requests WTO panel on US trademark law
The European Union announced today that it was requesting a WTO Panel
against a US law restricting the rights of foreign right-holders of US
trademarks. Under Section 211 of the 1998 US Omnibus Appropriations Act,
foreign companies with Cuban assets are prevented from registering and
enforcing their trademarks in the US unless they comply with discriminatory
obligations which are in contradiction with international intellectual
property rules.
[07] Tadjikistan : la Commission approuve une aide humanitaire de 12
millions d'euros
La Commission européenne a approuvé le financement d'opérations d'aide
humanitaire au Tadjikistan pour un montant de 12 millions d'euros. Gérée
par l'Office humanitaire de la Communauté européenne (ECHO), cette aide
permettra aux agences internationales et aux organisations non
gouvernementales de mener des actions dans le pays. L'accent sera mis sur
l'aide alimentaire et les programmes de santé et d'hygiène; ce sont les
structures-clés et les secteurs les plus en difficulté qui sont
principalement visés. L'objectif principal est de continuer à répondre aux
besoins humanitaires, dans les secteurs de l'alimentation et de la santé,
sur la période mai 2000-avril 2001. Les décisions de la Commission en
faveur du Tadjikistan, pour l'année 1999, ont représenté dans leur ensemble
une aide totale de 16,8 millions d'euros.
