[01] Commission confident that radio spectrum talks will secure growth of
3rd generation mobile phones and Galileo satellite navigation project
Last Friday, after four weeks of negotiations in Istanbul, approximately
190 administrations signed the Final Acts of the World Radiocommunications
Conference 2000 (WRC-2000). The agreement reached ensures sufficient
availability of radio spectrum to allow for further growth of 3rd
generation mobile multi-media communications and to enable Europe's planned
satellite radio navigation system, Galileo, to develop in a fast and cost-
effective way.
[02] Sierra Leone : la Commission débloque 12 millions d'euros en faveur de
programmes d'aide humanitaire d'urgence
En réponse à la détérioration de la situation humanitaire en Sierra Leone,
la Commission européenne, après consultation des Etats membres de l'Union
européenne, a engagé la procédure d'engagement de 12 millions d'euros
supplémentaires pour le financement d'opérations d'aide humanitaire
d'urgence. L'objectif premier de cette intervention est de venir au secours
des habitants de Sierra Leone touchés par ce conflit. Des programmes
spécifiques seront également destinés aux femmes et aux enfants. L'office
humanitaire de la Communauté européenne (ECHO) sera chargé de gérer cette
aide.
[03] World Environment Day celebrated by the Commission at Expo 2000-
Hanover
Today European Commissioner for Environment Margot Wallström is celebrating
the World Environment Day (5 June) together with schoolchildren and
teenagers from all over Europe at the EU Pavilion of Expo 2000-Hanover. The
World Environment Day is a UN initiative and this year's theme is '2000 -
The Environment Millennium - Time to Act'. "I wish to give a human face to
environmental issues and motivate people to become active in environmental
protection.", Mrs Wallström stated. She added : "This is a call to all of
us to make a few changes in our daily lives for the benefit of the
environment. European citizens' involvement is crucial in making real
progress in preserving and improving our environment. Young people have an
essential part to play!" Mrs Wallström has invited students from 11 to 18
to participate in a European Environmental Parade - along Expo's Europa
Boulevard - and an open discussion with her on environmental topics. At
Expo 2000 the European Commission is organising a great number of
environmental events under the general theme: 'Meeting European citizens,
meeting their environmental expectations'. A European Environmental Week
will take place at the EU Pavilion of Expo 2000, from 24 to 30 June 2000.

[04] La Commission organise une conférence sur le partage des
responsabilités dans la gestion décentralisée des Fonds structurels
Michel Barnier, Commissaire européen chargé de la politique régionale et
responsable, ad personam, de la Conférence intergouvernementale, a pris
l'initiative de réunir aujourd'hui à Bruxelles les responsables de la
gestion financière, du contrôle et de l'évaluation des interventions des
Fonds structurels dans les Etats membres. Environ 400 personnes assisteront
à une réunion de travail sur l'application efficace et décentralisée de la
nouvelle répartition des responsabilités entre la Commission et les Etats
membres, suite à la réforme des Fonds structurels pour la période 2000-
2006.
[05] Commission clears merger between Arvin and Meritor
The European Commission has granted regulatory clearance to a proposed
merger between Arvin Industries and Meritor Automotive, two American
companies active in the manufacture and supply of automotive components.
The operation does not give rise to competition concerns.
[06] Commission authorises takeover of tour operator GTT by TUI
The Commission has authorised the takeover of GTT Holding, the parent
company of the leading Austrian tour operator, Gulet Touropa Touristik
(GTT), by the German group TUI, which will becomethe market leader in
Austria. In its view, however, the takeover will not result in a dominant
position on the market.
[07] La Commission autorise le transfert des installations de production de
Nortel Networks à Solectron
La Commission européenne a autorisé la vente de certaines installations
d'assemblage de circuits imprimés par Nortel Networks Corp. à Solectron
Corp, fournisseur américain de services de production. Par cette opération,
Nortel sous-traite une partie de ses activités de production de circuits
imprimés en France, en Irlande et au Royaume-Uni, outre le Canada, le
Mexique, les Etats-Unis et la Turquie. L'opération en tant que telle ne
soulève pas de préoccupations sous l'angle de la concurrence.
[08] Eco-points : le Conseil transports des 26/27 juin devra trancher
Le Comité Eco-points s'est réuni à Bruxelles le 31 mai 2000 pour traiter de
la proposition de la Commission de répartir la baisse du trafic sur les
prochaines années et de maintenir l'objectif de lutte contre la pollution.
En l'absence d'avis, la proposition sera soumise au Conseil qui devra
impérativement adopter une position dans un délai de trois mois après sa
saisine.
[09] Commission proposes to amend the total allowable catch for bay of
biscay anchovy
The European Commission has adopted a proposal to amend the 2000 Total
Allowable Catch (TAC) for anchovy in the Bay of Biscay, on the basis of new
scientific data. Responding to scientific concern over the depleted state
of this stock, the Council of Fisheries Ministers, meeting last December,
fixed an intermediate TAC for 2000 of just under half of last year's TAC.
Provision was made for a revision of this TAC in the light of new
scientific data in the first half of 2000. "The revised TAC will be
calculated according to a pre-agreed rule that will ensure the conservation
of the anchovy stock and prevent the interruption of fisheries activities
unless the stock is in danger", said Franz Fischler, Commissioner
responsible for Agriculture, Rural Development and Fisheries.
[10] Loyola de Palacio plaide en faveur d'une politique ferroviaire
européenne dynamique et intégrée devant la Conférence européenne des
Ministres des transports de Prague
Loyola de Palacio, vice-présidente de la Commission européenne en charge
des Transports et de l'Energie, a appelé à une revitalisation du transport
ferroviaire en Europe qui doit se traduire par une plus grande
compétitivité et une meilleure intégration des réseaux nationaux. Devant la
Conférence des Ministres des Transports, qui réunissait à Prague plus d'une
trentaine de ministres européens, elle a tracé les lignes principales de la
stratégie européenne pour renforcer la part du chemin de fer dans les
différents modes de transport. "La tâche de revitalisation des chemins de
fer en Europe, que ce soit dans l'Union européenne ou en plus
particulièrement en Europe centrale, est immense. Elle est cependant une
impérieuse nécessité pour relever le défi de la mobilité durable et la
protection de l'environnement", a-t-elle déclaré, avant de remercier
l'ensemble des ministres pour leur soutien politique.
[11] Anna Diamantopoulou at the annual ILO conference : ILO 'decent work'
and EU Lisbon social/economic policy mix give scope for cooperation
Speaking on behalf of the European Union at the annual International Labour
Conference in Geneva today, Anna Diamantopoulou, European Commissioner for
Employment and Social Affairs, welcomes ILO efforts to put the social
dimension at the heart of international discussion on globalisation. Mrs
Diamantopoulou stated : "In a world marked by both increasing opportunity
and insecurity, the ILO concept of 'decent work' sums up our aspirations
for the world economy and has now on the EU side been backed up by the
decision of the Lisbon summit to optimise the social/economic policy mix".
