[01] Dialogue with Citizens and Business : Commission launches new guide
"Enforcing your rights in the Single European Market"
The European Commission has published a new guide called "Enforcing your
rights in the Single European Market" that gives comprehensive information
on what action can be taken at local, national and European level if people
or businesses have problems when trying to exercise their rights to live,
work, travel and study anywhere in the European Union. The guide is backed
up by country-specific factsheets, which explain step-by-step how to use
national systems of redress, both administrative and legal, in each
individual Member State. The information is available for free, in 11
languages, on paper or on line via the Commission's Dialogue with Citizens
website (http://europa.eu.int/citizens). It can also be requested by
calling the Europe Direct call centre.
[02] La Commission autorise la prise de contrôle conjoint de Fendi par LVMH
et Prada
La Commission européenne a autorisé la prise de contrôle conjoint de la
société italienne Fendi par la société française Louis Vuitton Moët
Hennessy SA (LVMH) et la société italienne Prada Holding B.V. ; toutes ces
sociétés travaillent dans le secteur de la production et de la vente au
détail de produits de luxe.
[03] Les scientifiques de l'UE demandent un renforcement des mesures de
protection contre les zoonoses dans la chaîne alimentaire
Le comité scientifique des mesures vétérinaires en rapport avec la santé
publique a publié aujourd'hui un avis sur la lutte contre les zoonoses dans
la chaîne alimentaire, appelant à prendre des mesures de contrôle plus
strictes et à améliorer la surveillance pour inverser la tendance au
développement des maladies zoonotiques. Les zoonoses sont des infections
transmissibles à l'homme par les animaux. Le comité distingue sept zoonoses
d'origine alimentaire parmi les principales priorités de santé publique
dans ce domaine en Europe, y compris la salmonellose et la listeriose. Il
est difficile de lutter contre les zoonoses étant donné qu'un certain
nombre de micro-organismes en cause sont omniprésents et qu'il n'est pas
facile de les éliminer de la chaîne alimentaire. Dans le Livre blanc sur la
sécurité alimentaire, la Commission européenne a annoncé pour le second
semestre de cette année, une série de mesures destinées à améliorer le
système de surveillance et de déclaration et à mettre en place un cadre
visant à réduire la prévalence de certaines zoonoses. De nouvelles mesures
sont également en préparation pour combattre la listériose et la
salmonellose.
[04] Financial Services : Commission welcomes political agreement on the
winding up of insurance institutions
The European Commission has welcomed the political agreement reached by the
Council of Ministers on 25 May on a common position for the proposed
Directive on the reorganisation and compulsory winding up of insurance
institutions. The proposed Directive is an important element for the
completion of a single legal framework for insurance in the Internal Market
and the importance of its implementation was reiterated at the Lisbon
Summit. Currently, if an insurance undertaking with branches across Europe
has to be wound up and its assets divided among its creditors, the
authorities in each Member State where the undertaking is represented can
open separate insolvency proceedings which will be run according to local
legislation. This can lead to conflicts of jurisdiction and means that
creditors are not equally treated. The proposal also ensures protection of
insurance creditors (policyholders, insured persons, etc.) by granting them
a preferential treatment in case of winding up of an insurance undertaking.
While winding up proceedings are, hopefully, rare, the Commission proposal
is designed to guarantee consumer protection in such instances.
[05] Franz Fischler welcomes adoption of chocolate directive : "Now
consumers have the choice"
Franz Fischler, European Commissioner for Agriculture, Rural Development
and Fisheries, has welcomed Council decision to adopt the chocolate
Directive : "The Council agreement strikes a fair balance between consumers,
producers and traders, and between developed and developing countries. The
Directive had given rise to all sorts of criticism, notably that it would
lead to lower quality and have a negative impact on cocoa-producing
developing countries. It is appropriate to set the record straight." This
Directive will give the consumer a choice by offering clear, comprehensive
labelling in order to distinguish pure cocoa-based chocolate from other
types of chocolate. It will enhance the quality of chocolate by setting a
minimum cocoa content and a minimum standard to protect the name
"chocolate". By introducing a complete list of authorised ingredients, it
will allow manufacturers to produce their traditional chocolate, either
using only cocoa butter, or adding vegetable fats, and will enable "pure"
chocolate producers to take advantage of what many consumers regard as a
superior product. Furthermore it will promote the free movement of goods
within the EU, which is not the case under the current Directive.
[06] Leonardo da Vinci 2000 : euro 59 million for mobility for people in
training
The European Commission has just given the green light for over 30,000
Europeans to benefit from a period of training abroad in 2000. While this
figure concerns the 15 member States of the EU plus Norway, Iceland and
Liechtenstein, the pre-accession countries will join the programme in the
coming weeks and thus raise the number of participating countries to 30 and
the budget to euro 69,5 million. Over the whole programme period, 2000-2006,
around 250,000 people are expected to take the opportunity to acquire new
skills or gain work experience in another country through the Leonardo da
Vinci programme.
[07] Lutte contre le dopage dans le sport
La Commission européenne lance un avis de pré-information sur la
réalisation de trois études qui études porteront sur les causes du
développement des pratiques de dopage, la protection des jeunes athlètes et
l'épidémiologie du dopage. Pour la réalisation de ces études est prévu un
budget de 300.000 à 500.000 euros. Les conditions à remplir par les
organisations candidates à la réalisation de ces études seront publiées le
17 juillet prochain, c'est-à-dire 52 jours après la publication de cet avis
de pré-information. Le texte de l'avis est disponible sur le site web
"sport" de la Direction générale Education et Culture.
[08] Commission proposes that Bulgaria participates in the Media programme
The European Commission has proposed allowing Bulgaria to participate in
the EU's Media II programme. This programme aims to strengthen the European
audiovisual industry through actions including support for the training of
audiovisual professionals, the development of audiovisual projects and
encouraging the transnational distribution of European audiovisual product.
[09] Poul Nielson signs co-financing agreement between European Commission
and World Bank for the African Virtual University (AVU)
Following discussions in Washington and Brussels, the European Commissioner
for Development Cooperation and Humanitarian Aid, Mr Poul Nielson, has
announced that the Commission had given its green light to part-fund the
World Bank's Higher Education IT initiative known as the African Virtual
University (AVU). The AVU uses modern information technologies to provide a
"university without walls", giving some of the neediest countries of sub-
Saharan Africa direct access to some of the highest quality faculty and
learning resources around the world. With its contribution of euro 1
million to the funding (about 15% of the total project), the EU share is on
a par with the World Bank and Japan. Mr Nielson declared that "improved
access to education is essential for the development of African society. I
am satisfied to be involved in a meaningful initiative which makes a
concrete contribution to this".
[10] Publication des "Chiffres clés sur la formation professionnelle dans
l'UE"
Combien de jeunes ont bénéficié d'une formation professionnelle dans l'UE
et celle-ci facilite-t-elle leur insertion sur le marché du travail ?
Comment est organisée la formation professionnelle et quel est le rôle des
entreprises dans les différents Etats membres ? Quelle est la place de
l'apprentissage ? L'origine sociale des parents a-t-elle une influence sur
la probabilité que les jeunes suivent une formation professionnelle ? Qu'en
est-il de l'égalité des chances entre les hommes et les femmes ? La seconde
édition des "Chiffres clés sur la formation professionnelle dans l'Union
européenne", publiée aujourd'hui par Eurostat, l'Office statistique des
Communautés européennes à Luxembourg, la Direction générale "Education et
culture" et le Centre européen pour le développement de la formation
professionnelle (CEDEFOP), tente de répondre, parmi bien d'autres sujets
abordés, à ces questions. Cette publication rassemble et analyse
l'information statistique disponible et comparable au sein de l'UE ainsi
qu'en Islande, en Norvège et en Suisse.

Le 5 juin 2000 de 18 heures à 20 heures, Michel Barnier, Commissaire
européen chargé de la politique régionale et responsable, ad personam, pour
la Conférence intergouvernementale, répondra en ligne à vos questions sur
les enjeux de la réforme des institutions européennes. Le débat portera sur
le rôle que l'Union européenne pourra jouer à l'avenir, la réforme des
institutions actuellement en cours de discussion dans le cadre de la
Conférence intergouvernementale, l'élargissement de l'Union et la
démocratisation de la construction européenne. Les questions peuvent d'ores
et déjà être envoyées à Michel Barnier.
