[01] Commission launches a comprehensive communication strategy on
enlargement
An enlargement process which will almost double the number of EU Member
States and bring about major changes affecting the citizens can only be
carried out successfully while thoroughly informing public opinion and
gaining its support. Therefore, the European Commission adopted an
ambitious communication strategy for enlargement aiming to meet the need
for information, generate dialogue with citizens and dispel misapprehensions
about the enlargement process - in the Member States as well as the
candidate countries. Building on experience with the euro-campaign, and in
close co-ordination with the Dialogue on Europe, the strategy will run from
2000 to 2006 with an indicative budget of nearly euro 150 million.
[02] Marchés publics : la Commission propose de simplifier et moderniser le
cadre juridique
La Commission européenne a adopté un paquet d'amendements pour simplifier
et moderniser les directives marchés publics. Ces directives imposent la
mise en concurrence des marchés publics, la transparence et l'égalité de
traitement de tous les soumissionnaires pour faire en sorte que le marché
soit attribué à l'offre assurant le meilleur rapport qualité/prix. Les
marchés qui ont pour objet la réalisation de travaux publics ainsi que les
achats de biens et de services par les administrations publiques et les
entreprises qui gèrent des services d'utilité publique constituent environ
14% du PIB de l'Union européenne. Le Conseil européen de Lisbonne a reconnu
l'importance de ce paquet législatif pour la compétitivité des entreprises
européennes, une allocation efficace des ressources publiques, la
croissance économique et la création d'emplois, et a préconisé son adoption
et mise en œuvre au plus tard pour 2002.
[03] Commission proposes euro 20 million exceptional financial assistance
to Montenegro
The European Commission has adopted a formal proposal for the provision of
exceptional financial assistance to Montenegro of up to euro 20 million.
Following the Lisbon European Council (23-24 March), Economic and Monetary
Affairs Commissioner, Pedro Solbes, raised this matter with EU Finance
Ministers who reached an agreement in principle on 8 May. On that basis Mr
Solbes made a proposal to the Commission. Assistance will be in the form of
a straight grant to be disbursed in at least two tranches subject to
appropriate macro-economic and structural adjustment conditionality which
would notably include the improvement of fiscal discipline and
transparency. This assistance is in addition to the Community assistance
already envisaged for 2000 under the OBNOVA Regulation (euro 20 million)
and the Food Security Programme (euro 10 - 12 million). It takes into
account the unfavourable circumstances affecting Montenegro and the need to
strengthen the economy. Moreover, it would help to ensure that basic
administrative functions continue to be provided while steps are taken to
improve the revenue situation. This should in turn support the recent
fragile progress to provide in Montenegro and more generally in the Balkan
region economic, social and political stability.

[04] Pascal Lamy announces agreement on proposal for additional textile
imports from India
European Commissioner for Trade, Pascal Lamy, today announced that the
Commission's proposal to grant India the possibility of importing an extra
3,500 tonnes of textiles products this year, can now go ahead following the
agreement of the 15 EU Member States. The proposal made under the terms of
the 1994 EC-India Textiles trade Memorandum of Understanding (MoU), should
bring to an end a deadlock on the implementation of the MoU. Welcoming the
news, Commissioner Lamy said : "This extra export facility is in
recognition of the fact that India is taking concrete action to reduce its
tariffs in the WTO as agreed with the EU. I am confident that this will now
pave the way for full implementation of our Memorandum of Undertsanding".
[05] Interreg III : la Commission adopte les orientations et la répartition
indicative par Etat membre pour la nouvelle initiative communautaire
concernant la coopération transfrontalière, transnationale et
interrégionale
La Commission européenne a adopté les orientations pour la nouvelle
initiative communautaire Interreg III ainsi que la répartition financière
indicative par Etat membre. Le concours du Fonds européen de développement
régional s'élèvera à 4.875 millions d'euros. Cette décision fait suite à
l'achèvement d'un processus de consultation impliquant les Etats membres,
le Parlement européen, le Comité des régions et le Comité économique et
social sur le projet d'orientations adopté par la Commission en octobre
dernier.
[06] URBAN II : Commission adopts guidelines and indicative allocations per
Member State for the new EU initiative for urban regeneration
The European Commission has adopted its guidelines for the URBAN II EU
initiative, devoted to the economic and social regeneration of declining
towns and cities and run-down urban districts. Assistance from the European
Regional Development Fund to support the new Initiative in 2000-06 will
total euro 700 million. Today's adoption follows the completion of a
consultation process involving the Member States, the European Parliament,
the Committee of the Regions and the Economic and Social Committee, on the
draft guidelines which were adopted by the Commission last October.
[07] Assurances : la Commission ouvre une nouvelle procédure pour
infraction à l'encontre de la France en ce qui concerne les mutuelles
La Commission européenne a ouvert une nouvelle procédure pour infraction à
l'encontre de la France, au titre de l'article 228 du traité CE, pour non
respect d'un arrêt de la Cour européenne de justice. En décembre 1999, la
Cour avait déclaré que la France n'avait pas transposé intégralement les
directives sur les assurances vie et non vie, notamment en ce qui concerne
les mutuelles régies par le code de la mutualité. Ces mutuelles avaient été
incluses dans le champ d'application de ces directives à la demande
expresse du gouvernement français. Ce sont les mutuelles elles-mêmes qui
étaient à l'origine de cette demande, dans la mesure où elles souhaitaient
bénéficier du "passeport unique" et pouvoir ainsi offrir des services
d'assurances dans d'autres États membres sans avoir à obtenir d'autres
autorisations. Or, l'inclusion dans le champ d'application des directives
impose aux mutuelles le respect de toutes les obligations minimums définies
dans les directives. Si les autorités françaises ne répondent rapidement à
la lettre de mise en demeure, ou si elles y répondent de façon non
satisfaisante, la Commission pourra décider de leur adresser un avis motivé
et, si elle n'obtient toujours pas satisfaction, elle pourra renvoyer
l'affaire devant la Cour, en demandant à celle-ci d'imposer des amendes.
