    La Commission européenne prend note de la déclaration du 31 janvier de la Présidence portugaise au nom de 14 Etats membres de l'Union européenne et partage les préoccupations qui la fondent. La Commission continuera d'accomplir son devoir de gardienne des normes et valeurs énoncées dans les Traités, qui disposent que l'UE est fondée sur les principes de la liberté, de la démocratie, du respect des droits de l'homme et des libertés fondamentales, ainsi que de l'Etat de droit, notamment aux articles 6 et 7 du Traité sur l'UE. A ce stade, le fonctionnement des institutions européennes n'est pas affecté. Dans ce contexte, la Commission, en liaison étroite avec les gouvernements des Etats membres, va continuer de suivre de près l'évolution de la situation tout en maintenant ses relations de travail avec les autorités autrichiennes.

    [02] Commission concludes that BellSouth acquisition of VR Telecommunications' stake in E-Plus falls outside EU rules

    The European Commission has concluded that the acquisition by the US telecommunications operator BellSouth of VR Telecommunication's stake in the German mobile operator E-Plus does not fall under the Merger Regulation. Of the two undertakings concerned in the present transaction only E-Plus' EU-wide turnover reaches the relevant turnover thresholds as set out in Article 1 of the Merger Regulation. Therefore, the notified operation does not have an EU dimension within the meaning of Article 1 of the Merger Regulation.

    [03] Le chômage dans la zone euro en baisse à 9,6% en décembre 1999, L'UE15 en baisse à 8,8%

    (! embargo 12h !) Le taux de chômage de la zone euro, corrigé des variations saisonnières, est de 9,6% en décembre 1999, en baisse par rapport à novembre (9,8%) selon les données publiées aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. En décembre 1998, le taux était de 10,5%. Le taux de chômage de l'UE15 est de 8,8% en décembre 1999, en baisse par rapport à novembre (9,0%). Il s'élevait à 9,6% en décembre 1998. Les taux les plus bas sont observés au Luxembourg et aux Pays-Bas (2,6% en novembre), suivis du Danemark (4,1%), de l'Autriche (4,2%) et du Portugal (4,4%). Le taux de chômage de l'Espagne (15,0%) reste le plus élevé de l'UE. Au cours des 12 derniers mois, les baisses relatives les plus importantes ont été observées aux Pays-Bas (de 3, 6% à 2,6% en novembre) et en Irlande (de 7,1% à 5,8%). Eurostat estime qu'au mois de décembre 1999, 12,4 millions d'hommes et de femmes sont en chômage dans la zone euro et 15,0 millions dans l'UE15.

    [04] No ban on imports of red meat from Slovenia

    The European Commission today decided to repeal a decision from 18 November 1999 that suspended the imports of fresh meat, meat products and game meat from Slovenia from 1st February 2000 onwards because EU inspections had found shortcomings in Slovenian veterinary controls in meat establishments and in the production of meat and meat products. A new inspection, carried out in December, shows that the situation in the establishments has significantly improved. As a result of this, the Commission decided not to suspend the approval of Slovenian establishments producing fresh meat, meat products and game meat. The import of these products into the EU will therefore not be stopped.

    [05] Franz Fischler at the NFU Conference : "The agricultural sector is well prepared for the 21st century"

    Delivering a speech at the Annual Conference of the National Farmers Union (NFU) in London, the principal farming union in the United Kingdom, Franz Fischler, European Commissioner for Agriculture, Rural Development and Fisheries, examined the new challenges for the future development of the Common Agricultural Policy (CAP). "The EU is daily castigated for its over- protected and over-subsidised agricultural sector", Mr Fischler said. However the critics never recognise that two major policy reforms have been carried out in less than a decade and that the EU fully respects the WTO commitment. The WTO has to work transparently and the Civil Society must be involved into the decision-making process. Referring to the current negotiations on accession, Mr Fischler said, he would be the last to accept a two-speed CAP. To avoid this situation for the candidate countries, Mr Fischler advocated for using available resources for restructuring and rural development.
