    [01] Commission adopts White Paper on Food Safety and sets out a "Farm to Table" legislative action programme

    The European Commission has adopted a White Paper on Food Safety. The central goal of the Commission is the achievement of the highest possible level of health protection for the consumers of Europe's food. The White Paper sets out a radical reform plan : a major programme of legislative reform is proposed to complete the EU's "farm to table" approach as well as the establishment of a new European Food Authority. Achieving the highest standards of food safety in the EU is a key policy priority for the Commission and the White Paper bears testimony to this priority. The guiding principle throughout the White Paper is that food safety policy must be based on a comprehensive, integrated approach. The Commission also decided today on allocation of food safety and industrial policy responsibilities.

    [02] La Commission autorise BSCH à acquérir deux banques portugaises appartenant au groupe Champalimaud

    La Commission européenne a autorisé Banco de Santander Central Hispano (BSCH), une banque espagnole de premier plan, à acquérir Banco Totta & Açores (BTA) et Crédito Predial Português (CPP). Cette acquisition aura pour effet de renforcer la présence de BSCH au Portugal. Toutefois, l'enquête menée en application du règlement sur les concentrations montre que l'opération n'entraînera ni la création ni le renforcement d'une position dominante dans le secteur bancaire de détail, où la part de marché de la nouvelle entité n'atteindra dans ce pays que +11 %. L'opération remplace un précédent accord conclu entre BSCH et Champalimaud, que la Commission avait autorisé le 3 août 1999 et qui avait débouché sur un conflit entre l'exécutif européen et le Portugal, en raison de l'intervention des autorités de ce pays au mépris des règles communautaires.

    [03] Commission welcomes Court ruling on the right of women to bear weapons in the German army

    The European Commission has welcomed a key judgment by the European Court of Justice (ECJ) - Case Tanja Kreil v Bundesrepublik Deutschland (C-285/98 - http://www.curia.eu.int), which held that German legislation forbidding women to take up armed service amounted to unfair discrimination under Community law. The ruling, which sets German legislation at odds with a directive on equal treatment for men and women in various employment- related fields, is especially significant in that it echoes in clear terms the antidiscrimination message which the Commission underlined in its recent proposals to ban all forms of unfair treatment covered by the Amsterdam Treaty.
