  • [01] La Commission approuve sous conditions les aides d'Etat au Banco di Napoli

    La Commission européenne a approuvé les aides italiennes pour l'assainissement, la restructuration et la privatisation du Banco di Napoli (Banco). Il s'agit en particulier de l'augmentation de capital du Banco par le Trésor pour un montant de 2.000 milliards de lires, d'une couverture des coûts de la défaisance ainsi que d'allégements fiscaux de 17 milliards de lires en valeur nette. Le coût net estimé pour l'Etat se situe dans une fourchette de 2.217 milliards à 11.895 milliards de lires. L'autorisation des mesures visées est subordonnée, entre autres, au respect par l'Italie de l'engagement que le Banco cède ou ferme, avant la fin de 1998, 18 agences dans le Nord et dans le Centre d'Italie, qui s'ajoutent à d'autres cessions de 59 agences et de 7 filiales et bureaux à l'étranger déjà opérées, ainsi que de la cession de la filiale de Madrid.

    [02] Feu vert aux opérations de concentration entre Cargill Inc et Vandemoortele International dans le secteur des huiles alimentaires

    La Commission européenne a autorisé une transaction dans le secteur de la transformation des oléagineux, qui a donné lieu à deux opérations juridiques distinctes soumises au contrôle de l'Union européenne (UE). Par la première, le groupe américain Cargill acquiert les activités de Vandemoortele en matière de trituration d'oléagineux et de raffinage d'huiles alimentaires en Belgique et Allemagne. La seconde opération consiste dans la création, par les deux sociétés, d'une entreprise commune qui reprendra leurs activités de production d'huiles conditionnées dans l'UE. A l'issue de la transaction, seule Cargill demeurera présente sur les marchés en amont d'oléagineux, alors que Vandemoortele conservera une activité sur le marché aval des matières grasses solides.

    [03] Commission authorizes the creation of a joint venture between TPM and TES in the industrial gas turbine sector

    The European Commission has approved the creation of a joint venture, to which Turbo Power and Marine System (TPM) will transfer some assets related to its gas generator and power turbine business, and Wood Group Turbine engine services (TES) all of its overhaul and repair activities. The joint venture aims at operating in the sector of industrial gas turbine repairing in the United States and the European Union. The Commission found no reason of concern in either market.

    [04] La Commission lance une initiative en vue d'améliorer la compétitivité de l'industrie du recyclage

    La Commission européenne a adopté une communication portant sur plusieurs problèmes majeurs auxquels se trouve confrontée l'industrie du recyclage dans l'Union européenne. Cette communication contient des propositions d'actions dans quatre domaines principaux : la normalisation, en vue d'améliorer la position sur le marché des matières premières recyclées ; l'amélioration de la transparence du marché, par l'organisation de bourses des déchets recyclables et de campagnes de sensibilisation (par exemple en instituant des systèmes de label écologique) ; l'innovation, en relation avec le 5ème programme cadre de recherche et développement, et les politiques concernant la qualité et la formation ; enfin, une réglementation simple et, dans la mesure du possible, harmonisée. La communication préconise par exemple, dans ce dernier domaine, de poursuivre l'harmonisation des définitions et de la classification des déchets, et de stimuler le recyclage par de nouvelles dispositions législatives (notamment dans le domaine des véhicules en fin de vie et des équipements électriques et électroniques).

    [05] Commission to support training workshops to help scientists launch biotechnology start-ups

    Growth in new sectors such as biotechnology is driven essentially through the creation and development of new companies. Scientists, who are rarely familiar with management and finance, are faced with difficult choices. To provide them with some of the tools and know-how needed to prepare their venture and talk to financiers, the European Commission's Biotechnology programme is supporting a series of seven workshops held across Europe to enable entrepreneurs to prepare viable business plans. This initiative is in line with the new orientations of European Union's research policy, in particular the scientific and technological objectives of the forthcoming Fifth Framework Programme. They also fall within the commitment of Mrs Edith Cresson, Commissioner responsible for science and innovation, to provide increased means at European level to stimulate venture capital and business start ups.

    [06] Joint European Venture - first projects between European SMEs approved

    The European Commission has approved the first two projects to benefit under the new Joint European Venture (JEV) programme : an Italian-British project (Ecotecna) that aims to improve road safety by developing a virtual reality driving simulator for scooters, and a Franco-German project (Spilker GmbH) to make dies and cylinders for the production of self- adhesive labels, cardboard and plastic. The JEV programme aims to support and encourage new transnational joint ventures between small and medium- sized enterprises (SMEs) in the European Union (EU). Part of the Growth and Employment Initiative adopted by the Commission in May 1998 under the initiative of Commissioners Christos Papoutsis, responsible for Enterprise Policy, and Yves-Thibault de Silguy, responsible for Economic and Financial Affairs, JEV has a budget of ECU 80-100 million for 1998-2000, which should allow around 1,500 projects to be financed. The programme funds part of the cost of setting up a joint venture in the EU between at least two European SMEs from different Member States, with an overall maximum contribution of ECU 100,000. It initially covers up to 50% of the eligible costs relating to the conception and setting-up of the joint venture (business plan, legal and tax advice, etc.), to a maximum of ECU 50,000 in the form of a reimbursable advance. Later, once the joint venture is operational, it may contribute up to 10% of the total investment made.

    [07] Hans van den Broek in Bosnia Herzegovina before the elections

    At the invitation of SFOR Commander US General Eric Shinseki, European Commissioner for Foreign Affairs Hans van den Broek will visit Bosnia Herzegovina (BH) on 27 and 28 July. This visit takes place in the run up to the elections in BH, scheduled for September. "The outcome of the elections will determine to a large extent BH's future relationship with the European Union (EU)", the Commissioner commented before departure. "We need clear signals that the progress towards a democratic and multi-ethnic BH is irreversible". The Commissioner will meet the BH Presidency, the Council of Ministers, the Prime-Ministers of both entities and the President of the Republika Srpska as well as opposition leaders in Sarajevo. He will visit EU-financed projects, including refugee return projects in both the Federation and Republika Srpska and SFOR-projects to which the EU has contributed. The visit will also be used to verify the effectiveness of recent measures to improve the EU's reconstruction aid. After Sarajevo, Mr van den Broek will go to Busovaca to visit the Dutch SFOR-contingent, to Bieljina, Doboj and Banja Luka. From 1996 to 1998 the EU has contributed through its budget some ECU 658 million for reconstruction purposes only.
