[01] Services : la Commission décide d'envoyer un avis motivé à l'Allemagne
pour des restrictions sur la vente directe de disques compacts
La Commission européenne a décidé d'envoyer un avis motivé à l'Allemagne
dont la législation, qui interdit les opérations promotionnelles (rabais et
primes), fait obstacle à la fourniture de services en provenance d'autres
Etats membres. A la suite d'une plainte de la part d'un opérateur ayant
lancé des Clubs CD (qui offrent aux adhérents des services tels que des
informations, des catalogues, des promotions, etc.) dans plusieurs Etats
membres, la Commission considère que la législation allemande crée une
restriction disproportionnée à l'offre de ces services, ainsi qu'à la vente
de disques compacts dans le cadre d'un "Club", de la part d'un nouvel
entrant sur le marché allemand. L'avis motivé constitue la deuxième étape
de la procédure d'infraction prévue à l'article 169 du Traité. Dans
l'absence d'une réponse satisfaisante dans un délai de deux mois après
réception par l'Allemagne, la Commission pourrait saisir la Cour de justice
européenne.
[02] Meeting of the EU-Russian Federation sub-committee on customs issues
on July 15
Cooperation on the fight against fraud and smuggling in the European Union
(EU) and Russia, with a view to protecting state revenue collection, was
discussed at the first meeting of the EU-Russian Federation sub-committee
on customs issues on 15 July 1998. The participants also examined ways to
facilitate international trade and thereby improve European investment in
Russia. Particular attention was devoted to transit issues. In particular,
the functioning of the TIR system on Russian territory has given rise to
considerable concern. A second issue discussed was the growing problem of
fraud arising from false declarations of the customs value of goods
imported into Russia. Both sides considered that this was a fruitful first
meeting in a formal forum and that future cooperation in the customs domain
between the EU and Russia should build on the mutual trust established in
this framework.
[03] Tacis action programme 1998 for Russia : invitations for letters of
interest
The European Commission invites companies and organisations from the
European Union (EU) and the New Independent States (NIS) to express their
interest in projects for the Russian Federation. Grant finance and know-
how is provided through the Tacis Action Programme which aims to support
the development of societies based on political freedom and economic
prosperity in the NIS and Mongolia. In the case of Russia, the EU offers
grants amounting to ECU 107.5 million for 33 selected projects in the field
of human resources and social protection, energy and environment,
enterprise restructuring, transport and telecommunications as well as food
production. Detailed information on each project and how to express
interest in an invitation to tender can be obtained from the Phare/Tacis
Information Centre (+32-2 5459010) or the Tacis Web site under "contract
information" (http://europa.eu.int/comm/dg1a/tacis/index/htm). Deadline
for the expression of interests is 27 August, 1998. In its first six years
of operation, 1991-1997, Tacis has committed ECU 3,300 million to launch
more than 2,500 projects.
