  • [01] Le rapport 1997 sur la protection sociale en Europe

    La Commission européenne a adopté son troisième rapport sur la protection sociale en Europe (1997). Ce rapport rend compte des progrès accomplis par rapport aux objectifs définis dans la recommandation du Conseil des ministres relative à la convergence des objectifs et des politiques en matière de protection sociale, de juillet 1992 et actualise les analyses faites dans les rapports 1993 et 1995. Il examine tout d'abord le cadre en mutation dans lequel opèrent les systèmes de protection sociale de l'Union européenne, en se concentrant sur les principaux développements démographiques, sociaux et économiques. Ensuite, il analyse l'ampleur des dépenses sociales des Etats membres, la ventilation de ces dépenses entre les différents chapitres et l'importance relative des diverses sources de financement. Puis, il examine le poids que représentent les transferts sociaux dans le revenu des ménages et la contribution qu'ils apportent à la réduction des disparités de revenu entre les ménages. Enfin, il passe en revue les principaux changements apportés ces dernières années aux systèmes de protection sociale de l'ensemble de l'Union européenne, surtout depuis 1995.

    [02] Ministers back proposal to remove "non-market economy" label for Russia and China

    European Union (EU) foreign ministers meeting in Luxembourg today agreed to remove the label of "non market economy" (NME) previously applied to Russia and China in EU anti dumping policy. This decision updates the anti dumping rules which protect the EU against the unfair pricing of imports. The removal of Russia and China from the NME list - which dates from the 1950s - reflects the substantial advances made by both countries towards market economy conditions. The move recognises China's and Russia's efforts to transform their economies, by allowing domestic price information to be used in anti dumping investigations if the existence of market economy conditions can be shown. Flexibility is a key aspect of the new rules, which allow decisions to be taken on a case-by-case basis. The onus is upon the exporter to demonstrate that it is operating in market economy conditions.
