  • [01] Scientific Committee gives green light on four genetically modified plants

    The European Commission's Scientific Committee on Plants has given a favourable opinion on the placing on the market of four genetically modified plants (Maize Monsanto, Maize Novartis, Maize AgrEvo, Rape AgrEvo). The Committee concluded that there is no evidence that the placing on the market of three modified maizes and the modified rape would cause adverse effects on human or animal health and on the environment. The scientific opinion will now be sent to the Member States which will have to vote on the Commission proposal for the authorisation of the placing on the market of these genetically modified plants. The Scientific Committee on Plants is one of eight scientific committees that advises the Commission on questions such as plants, food safety, animal nutrition, animal health and animal welfare, veterinary public health, cosmetic and other non-food consumer products, toxicity and ecotoxicity and the environment, medicinal products and medical devices. They are consulted whenever a legal act requires it and may be consulted on other questions relevant to consumer health and food safety.

    [02] Commission to negotiate maritime transport agreements with China and India

    European Transport Commissioner Neil Kinnock welcomed the decision taken today by the Council of Ministers to approve two negotiating mandates authorising the European Commission to open negotiations to reach agreements on maritime transport between the European Union and China and India respectively. It is the first time that Member States have given the Commission a mandate to negotiate on their behalf maritime agreements with third countries.

    [03] La Commission adopte un rapport sur la garde d'enfants

    La Commission européenne a adopté un rapport sur la mise en oeuvre de la recommandation du Conseil des Ministres du 31 mars 1992 concernant la garde d'enfants (92/241/CEE). Celui-ci réaffirme le rôle essentiel de la garde d'enfants visant à concilier vie professionnelle et vie familiale dans l'Union européenne. Inspiré des réponses des Etats membres à un questionnaire de la Commission, il dresse l'inventaire des dispositions existant dans les Etats membres en ce qui concerne la garde d'enfants en les classant dans quatre grandes catégories : la qualité des services, le congé parental, les mesures concernant le travail et le partage des responsabilités. "La recommandation du Conseil est parvenue à stimuler le débat sur la conciliation de la vie professionnelle et familiale", a déclaré le Commissaire aux Affaires sociales, Padraig Flynn. "Il faut maintenant passer à l'action. La mise en oeuvre par les Etats membres des lignes directrices pour la politique de l'emploi et notamment des mesures destinées à renforcer les politiques d'égalité des chances en donne l'occasion".

    [04] Padraig Flynn : "The public supports the directive on advertising and sponsorship of tobacco products"

    The Council of Research Ministers this morning adopted as an "A" point a common position on the proposed directive on advertising and sponsorship of tobacco products. A political agreement on this common position had already been agreed by the Council of Health Ministers on 4th December 1997. It will now go forward to the European Parliament for a second reading. Rumours that Germany, which voted against the common position in the Health Council, would seek to overturn it, proved to be unfounded. Commenting on these rumours, Padraig Flynn, European Commissioner for Employment and Social Affairs, stated that he never gave them any credence adding that he was always confident that Germany would abide by the decision supported by 11 of the 15 Member States. Mr Flynn also added that he is equally confident that the proposal will enjoy strong support in the European Parliament. "A large majority of Member States, Members of Parliament and most important of all, the public, support this directive", said Mr Flynn, adding that he was determined to see through its final adoption.

    [05] Education : davantage de diplômes pour les femmes que pour les hommes dans l'UE

    Un rapport publié aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg, révèle que, dans l'Union européenne (UE), les femmes réussissent mieux que les hommes à des niveaux clés de l'éducation. Mais elles sont toujours en retard dans la course à l'emploi . Par ailleurs, selon ce rapport, la plupart des Etats membres affichent leur volonté d'enseigner une autre langue de l'UE à des enfants très jeunes. Cet enseignement tend ainsi à devenir obligatoire vers la troisième année d'école primaire. En général, le niveau d'éducation en Europe ne cesse de s'améliorer. Alors qu'un nombre de plus en plus important de petits Européens commencent l'école plus tôt, à quatre ans, voire même trois ans, le nombre d'étudiants de l'enseignement supérieur a doublé au cours des 20 dernières années. Toutefois, bien qu'un diplôme constitue toujours une protection contre le chômage, de nombreux jeunes Européens occupent des emplois pour lesquels ils sont surqualifiés.
