  • [01] Pactes territoriaux pour l'emploi: premier aperçu des actions concrètes à mettre en oeuvre

    Monika Wulf-Mathies, Commissaire responsable de la Politique régionale, a présenté un premier bilan de la mise en oeuvre des 89 Pactes territoriaux pour l'emploi reconnus par la Commission européenne à la veille du Conseil d'Amsterdam. Les Pactes territoriaux sont des projets intégrés en faveur de l'emploi. Leur objectif est de mobiliser tous les acteurs concernés sur un projet concret et innovateur au niveau régional ou local, rural ou urbain. Mme Wulf-Mathies a rappelé dans ce contexte que "les Pactes territoriaux pour l'emploi font partie d'un paquet de mesures que la Commission a définies pour aider les chômeurs à trouver un nouvel emploi. Les Pactes territoriaux ont un double objectif: d'une part, prendre le mal à la racine, c'est-à-dire ouvrir des perspectives concrètes d'emploi au niveau local, et d'autre part, générer de nouvelles idées par l'échange d'expériences". Une fois approuvés, les Pactes territoriaux pour l'emploi bénéficieront jusqu'à la fin de 1999 d'un soutien des fonds structurels communautaires. Les 89 Pactes couvrent une population de 35 millions de personnes. Ils sont, pour la plupart, localisés dans des zones particulièrement touchées par le chômage.

    [02] Le taux de chômage de l'UE est resté stable à 10,6% en septembre

    Le taux de chômage de l'Union européenne (UE), corrigé des variations saisonnières, était de 10,6% à la fin du mois de septembre, taux identique à ceux des mois de juillet et août, selon les données publiées aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. Au mois de septembre de l'année dernière, le taux s'était élevé à 10,9%. Le chômage a atteint 10% en Allemagne, après une augmentation continue depuis le début 1995. Un taux identique a été constaté en Irlande, alors que dans ce pays le chômage est en diminution depuis le milieu de l'année 1993. Dans quatre Etats membres, le taux était supérieur à la moyenne communautaire. En Espagne (19,9%), il s'est maintenu en dessous de 20% pour le troisième mois consécutif, tout en restant de loin le taux le plus élevé dans l'UE. Les trois autres pays sont la Finlande (13%), la France (12,6%) et l'Italie (12,1% en juillet). Les taux les plus bas ont été constatés au Luxembourg (3,7%) et en Autriche (4,5%). Eurostat estime que 17,9 millions de personnes étaient au chômage dans l'UE au mois de septembre. En baisse de 424.000 personnes par rapport à septembre 1996, ces données corrigées des variations saisonnières, ont été établies en accord avec les critères du Bureau international du travail (BIT).

    [03] Integration of refugees: Commission supports 59 Projects

    The European Commission today announced that it will support 59 projects aimed at assisting the integration of refugees in the Member States. The projects will provide education and training (including language courses), labour market integration, housing, guidance and counselling, access to services, social protection, culture and leisure activities. Globally, the Commission's contribution amounts to ECU 10 million. The selected projects were submitted by private or public bodies and organisations at local, regional, national and European levels. A total of 237 applications for funding under this budget line were received with requests far exceeding the sum available. In order to enhance the exchange and dissemination of information, experience and good practice concerning the integration of refugees, the Commission hosts a European Conference on the issue on 20 and 21 November 1997 in Brussels.

    [04] Commission proposes additional macro-financial assistance for Ukraine

    The European Commission has adopted a proposal for a Council decision for a balance of payments loan of up to ECU 150 million for Ukraine with a maximum duration of up to ten years. The assistance will be made available subject to a satisfactory track record of Ukraine's 1997/98 economic programme also supported by the International Monetary Fund (IMF) and the World Bank. The aid will complement resources made available by the International Financial Institutions and bilateral donors. The purpose of the assistance is to sustain further the reform efforts of the authorities and alleviate the social costs of the transition process. Total assistance to Ukraine by the European Union and its Member States (including grants, tied and untied loans) has reached approximately ECU 4,020 million (approx. US dollars 4,600 million) over the period 1991-97 and exceeds that of any other donor.

    [05] Hungary and Romania start participating in "Leonardo da Vinci"

    Following Association Council Decisions on 1st September 1997 Hungary and Romania have now started their actual participation in the European Union (EU) programmes in the field of education, training and youth. The European Commission has recently selected the first projects proposed by Hungarian and Romanian entities in the framework of the Leonardo da Vinci programme for vocational training. Participation of Central European countries in EU programmes is a key feature of the re-inforced pre- accession strategy in the Commission's communication on Agenda 2000. It will allow students, teachers and workers from Hungary and Romania to enter into transnational projects and exchanges with their counterparts in the EU Member States, and to get acquainted with the EU's policies, instruments and proceedings in the fields of vocational training, education and youth.

    [06] Neil Kinnock: "Integrated transport strategies are the only realistic way of containing and reducing CO² emissions"

    In a speech to the United Nations' Economic Commission for Europe on Transport and the Environment in Vienna today, Transport Commissioner Neil Kinnock outlined a strategy for containing and reducing emissions without paralysing movement. The need to achieve the reduction of carbon dioxide emissions obviously presents the biggest global challenge to transport, he said. Growth in such emissions from transport - which takes about 95 per cent of its energy from fossil fuels - will on present trends be around 39 per cent by the year 2010.
