"MIDDAY EXPRESS"
[01] Rapport consolidé sur l'ESB: la Commission répond à 75 questions-clés
sur la protection du consommateur posées par le Parlement européen
Huit mois après que la Commission européenne et le Parlement européen ont
placé la protection du consommateur et la sécurité des denrées alimentaires
au centre d'un effort politique conjoint pour combattre l'ESB, la
Commission a présenté les progrès accomplis en adoptant le rapport
consolidé final à la commission temporaire du Parlement européen chargée du
suivi des recommandations concernant l'ESB. Ce document met en exergue les
mesures qui ont été prises pour éradiquer l'ESB, protéger la santé de la
population et retrouver la confiance du consommateur dans la sécurité des
denrées alimentaires. Selon Emma Bonino, Commissaire responsable de la
Politique des consommateurs, "les enquêtes en cours ont montré qu'il existe
des dysfonctionnements dans le contrôle officiel de la production de viande
dans les Etats membres, raison pour laquelle la Commission prendra des
mesures pour renforcer le système des contrôles vétérinaires dans l'Union
européenne afin d'améliorer la sécurité des denrées alimentaires et de
prévenir les fraudes". Dans son rapport, la Commission présente un
programme de travail ambitieux basé sur les résultats déjà obtenus. Dans
la mise en oeuvre et la surveillance de ce programme, la Commission
continuera à oeuvrer en étroite coopération avec les autres institutions
(Parlement européen, Conseil des Ministres) et les Etats membres. Pour la
Commission, il est évident que les Etats membres devront eux aussi faire
face à leurs responsabilités, en particulier en ce qui concerne les
contrôles, si nous voulons gagner le combat contre la ESB. La Commission
adressera des rapports semestriels au Parlement européen ainsi qu'au
Conseil des Ministres sur les progrès réalisés.
[02] Stronger role for the Directorate General responsible for SMEs
In view of the political importance of small and medium sized enterprises
(SMEs) and in a broader sense of enterprise policy and entrepreneurship,
the European Commission has decided to give DG XXIII, responsible i.a. for
SMEs, a wider and deeper coordination role within the Commission. This
should ensure that policies in these areas are focused, coordinated and
consistent. Commissioner Christos Papoutsis, responsible for DG XXIII, will
chair a group of Commissioners on SMEs and entrepreneurship to assist in
coordinating the Commission's overall approach. Commissioners Martin
Bangemann, Monika Wulf-Mathies, Edith Cresson, Mario Monti, Yves-Thibault
de Silguy, Karel Van Miert, Padraig Flynn and Ritt Bjerregaard will be
invited to participate. The Commission will assess whether any
reinforcement of DG XXIII is necessary in this context.

[03] Padraig Flynn explains Commission's employment guidelines
Speaking today at a conference in Stockholm, Employment and Social Affairs
Commissioner Padraig Flynn, said that the Employment Guidelines "refer to
Member States' employment policies, not to new initiatives at European
level. They are based on the understanding that jobs are created through
local initiatives, not European or national schemes. What we can do at
European and national level is support local initiatives and the process of
creating jobs and promoting employability". He went on to say that "the
guidelines are ambitious. They represent a challenge to the traditional
thinking which takes as read Europe's ranking as second best in employment
performance. They declare that our long term objective is to move
progressively towards an employment rate in line with our main trading
partners, Japan and the US, whose rate is above 70 %, compared with 60% in
Europe. Half of that gap could be filled, in the medium term, if Member
States use the positive macroeconomic conditions we now enjoy to that end.
And if they make a clear shift to activate labour market and other
structural policies".
[04] Emma Bonino: "Face aux crises humanitaires les drapeaux de l'ONU et de
l'Europe de plus en plus mis en berne"
A l'occasion du cinquième anniversaire de ECHO (European Community
Humanitarian Office), Emma Bonino, Commissaire en charge e.a. de l'Aide
Humanitaire, a déclaré: "La communauté internationale, les donateurs, y
inclus les Etats membres, continuent depuis des années à consacrer à l'aide
humanitaire une quantité imposante de ressources. Mais trop souvent leurs
stratégies politiques montrent un degré certain d'inconséquence entre choix
humanitaires et choix diplomatiques. (...) Je suis de plus en plus
convaincue qu'une politique étrangère uniquement fondée sur des intérêts -
ou sur une perception nationale ou régionale de ceux-ci - n'est pas
soutenable et qu'il n'y a plus d'alternative, pour l'Europe aussi bien que
pour le reste du monde, à une politique étrangère qui soit aussi ancrée à
la morale et inspirée par des principes, à commencer par le respect de la
dignité de la personne humaine. (...) La crédibilité des Nations Unies se
joue à Kabul, à Baghdad, au Soudan, en Algérie, dans les forêts du Congo;
elle dépend de la détermination de ses représentants à plaider le respect
des valeurs et des principes qui sont ceux de la Charte, et à en dénoncer -
sans merci - les violations."
[05] Franz Fischler: EU reform proposals contribute to improve efficiency
of global food and agricultural system
(!! embargo 1 pm !!) Franz Fischler, European Commissioner responsible for
agriculture and rural development, has justified the necessary adjustments
for European Union (EU) agricultural policy in a more market-oriented
environment. At the 1st annual meeting of the International Policy Council
on Agriculture, Food and Trade, which gathered leading thinkers and
policymakers in agriculture and agribusiness from around the world in The
Hague, Mr Fischler explained the Commission's proposals for the reform of
the Common Agriculture Policy as well as the rural development policy as
set out in its communication 'Agenda 2000'. "The EU is fully aware of its
obligation to continue to contribute to world food supply on the basis of
high quality products and increased competitiveness", the Commissioner
stressed. (!! embargo 1 pm !!)
[06] Hans van den Broek about enlargement: differentiation is not
discrimination
(!! embargo 1.15 pm !!) Hans van den Broek, European Commissioner
responsible i.a. for enlargement, today addressed the Helsingin Sanomat
Europe Seminar in Helsinki on the subject of the European Union enlargement
to eastern Europe. "Some in Europe advocate a common start to the
negotiations with all applicants whatever their degree of preparedness for
membership. But little, beyond a short-lived feeling of political
satisfaction, would be gained by opening negotiations with countries which
are insufficiently prepared. Such negotiations would soon falter, leading
to disillusionment. The immediate appeal of such an approach would quickly
fade if the whole enlargement process and the progress of the more advanced
applicants were held back. The Commission carefully considered these
questions as well as the interests of our own citizens in a properly
planned enlargement before unanimously recommending that negotiations begin
next year with the five most advanced countries in the region, as well as
Cyprus, following a Council decision taken two years ago", Mr van den Broek

[07] Christos Papoutsis optimistic for a breakthrough on the gas Directive
(!! embargo 2.30 pm !!) In his opening speech at a Conference on Energy
and Gas Liberalisation in Brussels, Commissioner Christos Papoutsis,
responsible i.a. for Energy, today said "that one of the targets of the
Action Plan for the Single Market recently endorsed by the European Council
in Amsterdam is to remove the remaining sectoral obstacles to market
integration and to realise the internal market for electricity and natural
gas. Referring to the gas directive he stressed that important progress
has been made since negotiations resumed about a year ago and that he is
optimistic that a breakthrough will be reached at the extraordinary Energy
Council on 27 October, because there is the political will to find a
compromise. The proposed Directive will satisfy security of supply, and
protect against possible serious economic problems of gas companies, when
opening the market." (!! embargo 2.30 pm !!)
