[02] New EU-Yemen cooperation agreement
The European Commission and Yemen initialled yesterday a draft cooperation
agreement which will replace the existing 1984 agreement. The new
agreement, which will now be proposed to the Council of Ministers for
approval, has been developed in response to a variety of positive economic
and political developments since the end of civil unrest in Yemen in 1994.
It contains a human rights and democracy clause, and on top of the chapter
on development co-operation, there is a new emphasis on economic
cooperation. The new agreement also includes articles on trade cooperation
(aiming to develop two-way trade and improve market access in the two
parties), regional cooperation (aiming to encourage cooperation between
Yemen and its neighbours), and social cooperation (promoting the equality
of women and the improvement of the social protection system).
[03] Anita Gradin: "Preparations in the field of justice and home affairs
are essential for enlargement"
"The preparations for the next enlargement of the European Union are
currently a priority for the European Commission", said Justice and Home
Affairs Commissioner Anita Gradin, addressing the Committee of Civil
Liberties in the European Parliament Monday. "We must firstly prepare
ourselves. The clearer the guidelines we have for cooperation between the
15 Member States, the easier it will be for the associated countries to
adjust. The results of the negotiations on institutional questions in the
Intergovernmental Conference will be extremely important. The applicant
countries themselves must also get ready. There is certainly a great deal
still left to be done, particularly in the area of the Justice and Home
Affairs."
