  • [01] Closure of Renault Vilvoorde

    In a statement today to the European Parliament, Social Affairs Commissioner Padraig Flynn said he will bring forward in the coming weeks new proposals to strengthen the protection of workers regarding the question of information and consultation at national level. He went on to say that "the Vilvoorde case shows that we still have some way to go in order to strike the right balance between corporate or economic needs and the social requirements of workers and the society as a whole. Yet, getting that balance right is crucial to ensuring popular acceptance of the integration process. This is why I believe that the incorporation of the Social Protocol in the Treaty is vital in this respect, so as to ensure that social legislation applies and is implemented across the territory of the Union as a whole. Without this, the internal market will not function."

    [02] Edith Cresson: "Le clonage sur l'être humain doit rester banni"

    S'exprimant au nom de la Commission européenne devant le Parlement européen, Mme Edith Cresson, commissaire responsable de la science, de la recherche et du développement, a déclaré ce matin que la Commission reste opposée à la recherche sur le clonage sur l'être humain. En effet les programmes de recherche européens excluent expressément ce type de recherche. Quelques Etats membres l'ont également expressément interdit. Suite aux nouveaux développements en matière d'expérience sur le clonage qui se sont déroulés en Ecosse, la Commission a immédiatement réagi et aussitôt saisi le Groupe de Conseillers pour l'Ethique de la Biotechnologie, organe indépendant auprès de la Commission. Ce dernier devrait remettre un avis au mois de mai. Le Groupe de conseillers a décidé de tenir une table ronde à ce sujet. Y seront conviés des membres du PE, ainsi que les services de la Commission, des chercheurs de haut niveau et les parties intéressées.

    [03] Transfer of undertakings: Commission adopts a memorandum explaining the acquired rights of workers

    The European Commission has recently adopted a memorandum explaining the acquired rights of workers in cases of transfers of undertakings. The main purpose of the memorandum is to make it easier for representatives of employers and employees as well as for the public at large to understand directive 77/187/EEC on the protection of workers in the event of a change of management, in the light of the criteria established by the Court of Justice of the European Communities.

    [04] La Commission autorise la création d'une entreprise commune dans le secteur des services de voyages d'affaires

    La Commission européenne a décidé d'approuver l'opération par laquelle la Compagnie Internationale des Wagons-Lits et du Tourisme S.A. et Carlson Companies Inc. acquièrent le contrôle commun d'une nouvelle entreprise commune à laquelle elles transfèrent leur réseau international de services de voyages d'affaire, qui est actuellement régi par l'"Union Agreement" signé entre elles en 1994. CIWLT transfèrera également à l'entreprise commune ses activités relatives aux services de voyages de tourisme.

    [05] Première réunion du groupe de politique fiscale

    Aujourd'hui se réunit le groupe de politique fiscale composé des représentants personnels des Ministres des Finances, que présidera M. Mario Monti, commissaire à la fiscalité. Le premier thème que le groupe abordera, selon les indications du Conseil Ecofin du 11 novembre 1996, concernera la concurrence fiscale. A cette occasion, la plupart des délégations avaient souligné leur vive préoccupation pour les menaces que représente la concurrence fiscale déloyale à l'intérieur de l'Union européenne. L'objectif est d'assurer une certaine coordination afin de limiter les effets dommageables de la concurrence fiscale sur les structures fiscales, avec des conséquences négatives sur l'emploi, tout en maintenant les aspects bénéfiques qu'elle comporte. De manière générale, le groupe permettra de poursuivre la nouvelle approche entamée lors du Conseil informel de Vérone en avril 1996, visant à maintenir une vision globale de la politique fiscale dans le contexte plus vaste des politiques communautaires, prenant en considération les inconvénients économiques et sociaux de l'absence de décision dans ce domaine.

    [06] Ritt Bjerregaard welcomes consultative forum on the environment's recommendations on scenarios for a sustainable europe in the year 2020

    The General Consultative Forum on the Environment - set up in 1993 to advise the European Commission on environment issues and sustainable development - has written to Environment Commissioner Ritt Bjerregaard with a set of recommendations to the Commission on how it should approach its policy making on the environment and sustainable development in the run up to the twenty-first century. The Forum recommended ia: the creation of a "sustainability" task force, that steps should be taken to raise awareness and improve communications on sustainability and that a strategy should be prepared on European Union's (EU) global and international role in sustainable development. Mrs Bjerregaard welcomed the recommendations saying that they show that sustainable development lies at the very heart of the EU's evolution, and that sustainability needs more and more to take centre stage in policy-making.

    [07] Franz Fischler today concludes six day visit in Japan

    Addressing journalists in Tokyo on 11 March at the opening of the Foodex Japan '97 agricultural fair, Agriculture and Rural Development Commissioner Franz Fischler said that the European Union (EU) food industry must focus more on international markets, particularly Japan. Mr Fischler was leading a trade delegation of senior executives of EU agrofood companies from 6-11 March with a view to promoting increased exports to Japan. During his visit, the Commissioner also had extensive discussions with the Japanese government on agricultural and agrofood issues. The Japanese market, he said, which already accounted for approximately Yen 470 billion of the EU's food and drink exports in 1996, demands a quality and diversity of food products which the EU can provide. Furthermore, he added, given the constraints on exports benefiting from export refunds, EU exporters must focus more and more on the production and export of high value added quality products to markets where consumers have high purchasing power, such as Japan.
