[01] Single market action plan - Commission organises conference and
Internet forum
A conference on priority actions for the completion of the Single Market is
being organised by the European Commission on 7 March in Brussels. The
conference, open to business and consumer representatives, trade unions,
Member States and other interested parties, coincides with the end of
consultations on the Communication on the Impact and the Effectiveness of
the Single Market (adopted 30/10/96), on the basis of which the Commission
is preparing a Single Market Action Plan for the Amsterdam European Council
in June. To further facilitate and encourage contributions to the debate
on improving the functioning of the Single Market, the Commission has also
opened an Internet discussion forum devoted to the issue on the EU's Europa
World Wide Web site (http:europa.eu.int/en/record/dg15/index.htm).
[02] La Commission autorise l'acquisition de Unione Italiana di
Riassicurazione S.P.A. par Schweizer Rückversicherungs-Gesellschaft
La Commission européenne a approuvé une opération par laquelle
Schweizerische Rückversicherungs Gesellschaft (Schweizer Re) acquerra le
contrôle unique de l'entreprise italienne Unione Italiana di
Riassicuriazione S.p.A. (Uniorias). Uniorias était précédemment détenue
par l'Istituto Nazionale delle Assicuriazioni S.p.A. (INA). L'opération a
lieu à la suite de l'acquisition par Schweizer Re de la Mercantile &
General Reinsurance Company (M&G) auprès du britannique Prudential Group,
l'année dernière. Cette opération avait fait de l'entreprise un leader sur
le marché mondial de la réassurance vie et maladie. Schweizerische
Rückversicherungs Gesellschaft est cependant en compétition mondiale avec
plusieurs concurrents importants, dont Münchener Rückversicherung,
Employers Re et General Re. La part de marché mondiale détenue par
Schweizer Re sera inférieure à 15%. L'acquisition de Uniorias ne mènera
donc pas à la création d'une position dominante. Pour ces raisons, la
Commission a décidé de ne pas s'opposer à la concentration et de la
déclarer compatible avec le marché commun et avec le fonctionnement de
l'accord de l'EEE.
