[01] Commission clears UK cable television and telecoms merger
The European Commission has cleared a merger which will bring together the
current UK cable-tv interests of Videotron, Cable & Wireless, Nynex and BCE,
with those of Mercury Communications to form a new cable television/
telecommunications group. The new venture will be known as Cable and
Wireless Communications.
[02] La Commission clôt la procédure engagée à l'encontre du holding public
italien EFIM
La Commission européenne a décidé de clore la procédure qu'elle avait
ouverte en 1992 à l'encontre de l'EFIM - un holding public d'un groupe
manufacturier diversifié opérant en Italie et dont les activités
principales touchaient aux industries de l'aluminium, du verre et de
l'aérospatiale. Le holding a été mis en liquidation la même année et ses
dettes ont été prises en charge par le gouvernement italien pour un montant
total de 18.000 milliards de lires. Ses filiales incluaient SIV, un
producteur de verre et de matériaux connexes, Aviofer/Breda Costruzioni
Ferroviarie (BCF) actif dans l'ingénierie et la fabrication de produits de
transport ferroviaire et Alumix actif dans le secteur de l'aluminium.
[03] "LIFE-pays tiers" finance des actions dans des pays riverains de la
Méditerranée et de la mer Baltique
La Commission européenne a approuvé, par le biais de son instrument LIFE,
l'octroi d'un soutien financier communautaire à 13 projets dans des pays
tiers du bassin méditerranéen et riverains de la mer Baltique. Un montant
global de 6 millions d'Ecus sera attribué à des actions d'assistance
technique, de démonstration et de conservation ou réhabilitation des
habitats importants.
[04] Commission supports India's family welfare programme with ECU 200
million
Following the positive opinion of Member States, the European Commission
has committed ECU 200 million in support of a major initiative of the
Government of India to improve the country‘s Family Welfare sector with the
aim of delivering quality reproductive health services to the population.
The EU grant will be committed under the Community‘s programme of
development assistance to India.
[05] "Femmes d'Europe": 20 years of support for the disadvantaged all over
the world
"Femmes d'Europe", the organisation of European women in Brussels currently
chaired by honorary president Mrs Jacques Santer, celebrates its 20th
anniversary on 12 December 1996. This occasion will be celebrated in the
theatre "Residence Palace" in Brussels, where a cheque will be handed over
to the representatives of the projects that are supported this year.
[06] Actions innovatrices en faveur des agricultrices et des femmes en
milieu rural
Le Commissaire européen à l'Agriculture et au Développement rural, Mr Franz
Fischler, a annoncé la prolongation du délai d'introduction de propositions
pour des projets pilotes et de démonstration concernant les femmes en
milieu rural. L'appel à propositions dans ce domaine, qui a été lancé en
septembre, a suscité un intérêt considérable et plus de 1.000 demandes
d'information ont été recensées à ce jour. Afin de donner à tous les
intéressés plus de temps pour la préparation de leurs propositions, la
Commission a décidé de prolonger le délai pour l'introduction des
propositions jusqu'au 20 février 1997.
[07] Internet: entretien en direct de deux heures entre Marcelino Oreja et
le public sur les enjeux de l'Europe
Au lendemain du Conseil européen de Dublin, le mardi 17 décembre entre 18h
et 20h (GMT+1), le Commissaire Marcelino Oreja dialoguera avec le public
sur Internet. La discussion portera sur les thèmes-clés suivants:
l'élargissement et la réforme des institutions, la maîtrise des problèmes
de sécurité liés à la libre circulation des personnes, le rôle de l'Union
européenne dans la lutte contre le chômage et les perpectives de l'union
monétaire.
[08] Mario Monti: "We do not yet have a real internal market in insurance"
(!!! embargo 6 pm !!!) "The insurance internal market needs to enter a new
phase", says Financial Services Commissioner Mario Monti addressing
industry representatives and national regulators at the European Insurers
Committee (CEA). The situation today is not at all satisfactory. The main
reason is the failure to implement insurance Directives and abuse by Member
States of the clause in the insurance Directives which allows them to
impose restrictions to protect the public interest (the "general good"
concept). There must be no doubt: the European Commission will use all
means to ensure that EU Insurance Directives are fully respected;
complaints from industry are essential in identifying all remaining
barriers. Far too often the "general good" is invoked by Member States to
impose restrictions on cross-border activities when the restrictions are in
fact a means to keep out competition - "the general good is not a general
excuse not to compete". Next year the Commission will produce a
Communication to clarify that "general good" restrictions in the insurance
sector must be very limited and strictly applied. Finally, Mr Monti
stresses the importance of the supervision of insurance groups proposal to
prevent 'double-gearing‘ (counting the same capital reserves more than
once) and other potential loopholes. "I hope the European Parliament will
play a constructive role in the rapid adoption of this Directive, which is
important for financial stability and so for consumers‘ interests". (!!!
