  • [01] Grève des transporteurs routiers français: la Commission demande que les transporteurs des autres Etats membres soient débloqués

    Sans porter un jugement sur le fond de la grève, la Commission européenne, par la voix de Mario Monti, Commissaire en charge du Marché intérieur, demande instamment, tant aux autorités nationales qu'aux organisations des transporteurs routiers de prendre immédiatement toutes les mesures nécessaires pour permettre aux transporteurs routiers des autres Etats membres de poursuivre leurs activités, en créant des couloirs permettrant le passage de leurs camions. Une demande spécifique pour que les routiers étrangers puissent rentrez chez eux avant le week-end a été formulée dans une lettre que Neil Kinnock, Commissaire en charge des Transports, a adressée hier soir au dirigeants des syndicats français de transporteurs. La Commission souligne l'extrême gravité, créée par les blocages, pour la libre circulation des personnes et des marchandises qui compte parmi les droits fondamentaux de l'UE. Les retombées socio-économiques négatives sont incalculables.

    [02] Commission adopts ecological criteria for refrigerators

    The European Commission has adopted ecological criteria for refrigerators, freezers and their combinations. Producers now have the possibility to apply for the eco-label for these products. Successful applicants who fulfil the ecological criteria as published in the Official Journal of the European Communities are permitted to use the official flower logo on their approved product. This will make it easier for consumers who want to choose goods with a reduced environmental impact to make an informed choice, by selecting the product with the flower logo from a range of brands and products.

    [03] Cooperation between the EU and candidate countries in the field of customs

    Heads of Customs Administrations of the EU Member States and of the candidate countries met yesterday in Brussels in the context of the pre- accession strategy. The meeting offered the applicant countries the opportunity to update EU colleagues on the state of their preparation to align national legislation in the field of customs to the legislation of the European Union. The Commission and Member States acknowledged the remarkable efforts undertaken by the applicant countries and the progress which is being made by them. They promised to continue with the support granted up to now, particularly in the context of the Phare programme. The capacity of the applicant countries to ensure the necessary controls at the EU‘s external borders by the time of accession was regarded to be a decisive aspect of their readiness for membership, in order not to put at risk the economic benefits of the Single Market and the security of european citizens.

    [04] Hans van den Broek appeals to arrest indicted war criminals in ex- Yugoslavia

    At the occasion of the EU-Conference on the role of the media in support of the peace process in ex-Yugoslavia, Commissioner Hans van den Broek referred in particular to the need for full cooperation with the International War Crimes Tribunal in The Hague and said i.a.: "Cooperation with the International War Crimes Tribunal is virtually non-existent and some of the authorities which have the responsibility to hand-over the indicted war criminals openly state their opposition to any form of cooperation with the Court. It is clear that only IFOR and later SFOR can bring these persons to The Hague. I do hope that Washington, London, and Paris will have the courage to recognise that reality, without which justice and reconciliation will remain an illusion".

    [05] Conference on Company-Consumer relations

    The European Commission is organising, in collaboration with the Union of Industrial and Employers' Confederations of Europe (UNICE), a conference to be held in Brussels on 2nd December entitled "Company and Consumer Dialogue in Europe". The conference's main purpose is to examine relations between consumers and the business world, development of which is a priority for European consumer policy. The Commission's aim is to furnish a setting allowing both sides to engage in a systematic exchange of views on their individual experiences shaping their relations up till now, set down their conclusions and establish new areas for action. Future dialogue between the two sides on an institutional footing, thus providing a direct line of communication between consumers and business.

    [06] Jacques Delors recevra le prix "Carlo-Schmid"

    Jacques Delors, ancien Président de la Commission européenne, recevra mardi 3 décembre le prix 1996 de la Fondation Carlo-Schmid à Bonn. Avec cette distinction, la Fondation Carlo-Schmid honore l'engagement de M. Delors en faveur du modèle social européen et pour l'amitié franco-allemande. Le discours d'hommage sera prononcé par Monika Wulf-Mathies, membre de la Commission européenne. Le prix sera attribué à 14h dans le cadre d'une cérémonie du Bundestag célébrant le 100ème anniversaire du Professor Dr. Carlo Schmid, ancien Vice-Président du Bundestag, dans l'ancienne salle plénière (Wasserwerk).

    [07] Le taux annuel d'inflation de l'UE est à 2,4 % en octobre

    L'inflation annuelle de l'UE a augmenté légèrement à 2,4% en octobre, selon Eurostat, l'Office statistique des Communautés européennes à Luxembourg. Aux mois d'août et de septembre 1996, le taux s'était établi à 2,3%, un niveau minimum record. Le taux d'inflation s'est élevé en octobre à 3,0% aux Etats-Unis et à 0,1% au Japon. En octobre de l'année dernière, le taux d'inflation de l'UE avait atteint 3,0%. Au cours des derniers mois, la Grèce a continué à détenir le taux le plus élevé, avec 8,3%. Le taux le plus bas a été enregistré en Suède, où les prix ont même baissé légèrement de 0,1%. La Finlande s'est retrouvée en seconde position, avec 0,7%. Tous les Etats membres du Sud ainsi que la Belgique (2,5%) et le Royaume-Uni (2, 7%) ont enregistré des taux supérieurs à la moyenne communautaire.

    [08] Yves-Thibault de Silguy: "L'Union a besoin de conviction, de dynamisme et d'ambition"

    (!!! embargo 16h30 !!!) Lors d'un discours devant le Mouvement Européen à Paris, Yves-Thibault de Silguy, Commissaire responsable des Affaires économiques, financières et monétaires, a notamment déclaré: "L‘euro n‘est pas seulement une monnaie, l‘euro n‘est pas seulement un instrument de la lutte contre le chômage, il est aussi un puissant symbole d‘unité. Pour la première fois, en effet, la construction européenne sera présente, palpable, dans la poche de chaque citoyen. L‘euro donnera également à l‘Europe un poids monétaire conforme à son rang de première puissance économique et commerciale au monde. Ce sera un atout important pour les futures négociations multilatérales, et pas seulement pour les négociations commerciales. C‘est dire à quel point la réalisation de l‘Union économique et monétaire est déterminante pour l‘avenir de l‘Europe. Le chômage est surtout un problème européen: il nous faut un marché du travail plus flexible et il nous faut limiter le coût global du travail. Si l'on veut résoudre le problème du chômage, il faut s'attaquer à ses racines, et donc mettre en place des politiques structurelles adaptées. Les réformes structurelles sont inéluctables pour combattre le chômage. Elles relèvent essentiellement de la compétence des Etats membres. Toutefois, l‘Europe a aussi un rôle à jouer dans la lutte contre le chômage. C‘est en effet à ce niveau que doit être établi le cadre d‘une croissance saine, durable et créatrice d‘emplois. C‘est la raison pour laquelle nous créons l‘euro."
