  • [01] Commission decides that no aid is involved in the sale of British Coal Enterprise

    The European Commission considers that the sale by British Coal of its subsidiary British Coal Enterprise (BCE) does not involve State aid to the benefit of British Coal or to the buyers. To reach this conclusion, the Commission took account of the fact that the sale is being carried out through open tender, under non-discriminatory, transparent terms and conditions and to the highest bidder. Through the separate sale of the three component activities of BCE (BCE's business funding, workplace and outplacement services) as going concerns after cancellation of part of the debt, British Coal will secure the highest proceeds and is therefore acting as a private investor.

    [02] 186 millions d'Ecus pour les pays en développement d'Asie et d'Amérique latine

    La Commission européenne vient de décider, dans le cadre du programme d'aide financière et technique et de coopération économique avec les pays en développement d'Amérique Latine et d'Asie, le financement de 16 projets pour un montant de 186 millions d'Ecus. De ces 16 projets, 10 se situent en Asie et en particulier en Chine, Laos, Népal et Bangladesh, et 6 en Amérique Latine : en Honduras, Nicaragua, Pérou, Equateur et Bolivie.

    [03] Romanian post-privatisation fund to be financed by EBRD and European Community

    A new fund targeted at Romania has been established with the help of the European Bank for Reconstruction and Development (EBRD) and the European Community (EC) to invest in privatised and new private sector enterprises in Romania. The EBRD is investing ECU 25 million in the Romanian Post-Privatisation Fund (RPPF), which will have a total capital of ECU 44 million. Through its Phare programme, the European Community is providing ECU 15 million in equity and ECU 10 million in technical co-operation. The Phare funds will be channelled through the National Agency for Privatisation of Romania. G.E.D. Capital Development S.A., the fund manager, is co-investing ECU 4 million.

    [04] Communications par satellite: vers une stratégie européenne

    Les autorités nationales et européennes doivent coopérer étroitement pour définir une stratégie européenne en matière de communications par satellite et appliquer le cadre réglemenaitre européen de la manière la plus efficace. C'est là l'une des principales conclusions de la rencontre organisée hier à Paris entre les membres de la Commission européenne Martin Bangemann et Edith Cresson, les ministres des Etats membres responsables des communications par satellite ainsi que les industriels de ce secteur. Les participants sont également tombés d'accord pour atteindre une meilleure synergie entre la politique commerciale au sein de l'OMC et les approches individuelles des Etats membres au sein d'autres organismes internationaux. Consensus aussi sur la nécessité d'accorder une place plus importante aux technologies de communication par satellite dans le futur 5ème programme-cadre de recherche, en particulier pour la recherche appliquée. La Commission soumettra au Conseil un programme de travail pour répondre aux défis auxquels ce secteur est confronté.

    [05] Christos Papoutsis: "We need competitive energy technologies"

    Addressing today's conference on "Improving the market penetration for new Energy Technologies", Energy Commissioner Christos Papoutsis stressed the important role of the strategy for clean and efficient energy technologies in Europe, to be presented in the near future. The Green Paper on Innovation, the report "Inventing Tomorrow" as well as the White Paper on Energy bring together the opportunity to begin to think to the future. Energy technologies must help in providing answers to number of new challenges facing today's society, such as quality of life, employment, economic growth and competitiveness, international cooperation, innovation in firms, etc. The increase in market penetration of new energy technologies in SMEs will not only improve their efficiency, but will help increase the entire competitiveness of European industry.
