  • [01] European Union policies and health

    Many key policy areas in the European Union can have implications for human health and should take health considerations into account from the early stages of policy development, according to the second annual report on the integration of health requirements in the EU policies recently adopted by the European Commission. According to the report, almost all main policy areas in the EU increasingly have an impact, direct or indirect, on health; hence the need to integrate health requirements at an early stage into the drafting of policies and action programmes. There has been some progress in raising awareness of the importance of the health dimension in other policies, both in the Member States and at Union level. However, much more needs to be done: in many sectors the questions of how best to integrate health requirements in a given policy area, or on how and according to which criteria to judge success or failure are still being discussed. In publishing this report, the Commission seeks to stimulate debate on these questions and to contribute to the development of new thinking on the subject, promoting a transparent and open exchange on health issues within the EU.

    [02] La Commission autorise Temic et Leica à créer une entreprise commune de fabrication de systèmes de régulation de vitesse

    La Commission européenne a approuvé un projet aux termes duquel Temic Telefunken microelectronic GmbH, une entreprise appartenant au groupe Daimler Benz, et Leica AG (Suisse), qui appartient au groupe Schmidheiny, prendront le contrôle conjoint de l'entreprise commune nouvellement créée ADC Automotive Distance Control Systems GmbH.

    [03] Ritt Bjerregaard: "We need the French national list under the Natura 2000 now !"

    In a meeting with the French Minister for the Environment, Corinne Lepage, in Brussels yesterday, Environment Commissioner Ritt Bjerregaard, underlined the obligations for all Member States, including France, to ensure the implementation of the Habitats Directive, and in particular the obligations of the Member States to submit to the European Commission their proposals for national lists of sites, which constitutes the first stage of the implementation of the Natura 2000 network.

    [04] Commission calls for urgent action by Argentina to avert dispute in textiles trade

    In a last effort to resolve a trade dispute with Argentina, the European Commission has asked the Argentinians to take urgent action to remove trade barriers which are severely restricting access to Argentina's market for EU exports of textiles, clothing and footwear. Argentina has been identified by EU exporters as a market with great potential demand for high quality European exports. However, during the course of 1996, Argentina has introduced duty rates exceeding the rates bound in WTO as well as new restrictive legislation concerning labelling and certificates of origin which is also contrary to WTO rules. The Commission believes these measures are incompatible with Argentina's WTO commitments. The European Union will request formal WTO consultations if the matter is not solved within the next few days.

    [05] Franz Fischler says that the 1992 reforms should be completed and deepened

    ( !!! embargo 14h !!! ) Speaking today in Brussels, at the CEPS meeting on "The Common Agricultural Policy - Future Developments and Questions on Enlargement", Agriculture and Rural Development Commissioner Franz Fischler said that we have to continue to develop our agricultural policy. Specifically, that means that the reforms must be completed where they have not yet been introduced; they must be simplified where they have become too complex; and they must be reinforced where they did not go far enough in 1992. We will have to rely on the price support mechanism even less in the future than we do today, for it cannot give farms the guaranteed income they hope for in the long term. What is more, in markets where competitiveness will become even more important in the future, a route involving artificially high prices will quickly lead to a dead-end. However, it is not true at all that our farmers, as producers of high-quality foodstuffs and raw materials, have no chance on world markets. On the contrary, recent events especially have demonstrated that consumers throughout the world prefer foodstuffs whose quality and origin are guaranteed. We are already going along this road in Europe. And we need to redouble our efforts in this area. ( !!! embargo 14h !!! )

    [06] Edith Cresson: Pour un véritable statut européen de l'apprenti

    La Commission européenne va développer au profit des apprentis un grand programme de mobilité transnationale, du même type qu'Erasmus, dont l'objectif est d'aboutir à 60.000 échanges-placements environ dès 1998. C'est ce qu'a annoncé le Commissaire européen à la recherche, l'éducation et la formation Edith Cresson hier à Paris devant les "Entretiens Condorcet", grande conférence annuelle regroupant les professionnels de la formation, placée cette fois-ci sous l'égide de l'Année européenne de la formation et de l'éducation tout au long de la vie. Mme Cresson a également présenté quelques idées figurant dans le Livre vert sur la mobilité transnationales des étudiants, enseignants, chercheurs et personnes en formation - que la Commission devrait approuver demain -, parmi lesquelles figure l'élaboration d'un véritable statut européen de l'apprenti à négocier avec les partenaires sociaux et les Etats membres en 1997.
