[01] Sir Leon Brittan's statement on Maritime
Under the terms of the Uruguay Round, negotiations to achieve a global deal on
maritime services were due to be completed by the end of June 1996. Last
Friday, these negotiations were suspended. They will be picked up again once
comprehensive negotiations on services are resumed by the end of the century.
Commenting on this outcome, Sir Leon Brittan, EU Commissioner for trade policy,
said: "The outcome is a rescue operation rather than a step forward. We would
have liked something more comprehensive and fought hard to achieve it. We are
disappointed not to have achieved more, but even securing the outcome we
adopted on friday was not easy, we do have a commitment to return to
negotiations no later than 2000 and not, meanwhile, to take trade restrictive
measures except in self-defence. This effective standstill should help all WTO
members to preserve the status quo, in the interest of all our operators, in the
years ahead".
