[02] Socrates supports language teaching, open and distance learning and adult education

Open and distance learning, language teaching and adult education are the main issues which the 109 cooperation projects between 18 European countries will deal with under the Socrates education programme. Selected following a proposal of Commissioner Edith Cresson, these projects will involve around 700 partners.

[04] Commission to provide ECU 2.6 million for textile areas in Austria

Austria is to receive ECU 2.6 million (OS 32.5 million) from the Structural Funds for modernization in the textiles and clothing industry as well as for economic diversification in the regions dependent on the textiles industry. The money will go to projects in Lower Austria, Styria and Vorarlberg which depend heavily on textiles. This assistance is being granted under the Community Initiative RETEX and will concentrate on the introduction of new manufacturing technologies and new products, their proper marketing, the promotion of cooperation schemes between firms and vocational training measures.

[07] Padraig Flynn on free movement of workers and social security

Speaking at a Conference in Stockholm celebrating the 25th anniversary of the Regulation which coordinates social security schemes in the European Union, Social Affairs Commissioner Flynn said that if this Regulation did not exist "the freedom of movement of workers would not exist in practice .... workers would be very reluctant to move to another Member State if it would jeopardise their social security entitlements or their contributions record". Mr Flynn said that while the Regulation has generally worked well, it will need to be revised to keep up with, for example, the new types of benefits which many Member States have introduced. In this regard and in the context of the IGC, he said that "we will need to look hard at whether we should move to qualified majority voting to ensure that decision-making does not break down and that the Regulation keeps pace with the changing social climate in Europe."

[08] Padraig Flynn defends the social chapter and criticises the way in which it has been misrepresented in the United Kingdom

Speaking in Manchester at the Annual Dinner of the Manchester Financial and Professional Forum, Commissioner Flynn said that he is becoming "extremely angry at the way the Social Chapter is misrepresented." He cited a recent study by British economist Patrick Minford which talks about the Social Chapter as though it could lead to the introduction in Britain of a minimum wage and legislation to give new powers to trade unions. The Commissioner pointed out that this is entirely untrue. "In fact there is a specific prohibition in the Social Chapter on any European legislation in the area of pay or trade union rights. How can a statement to the contrary be anything other than a calculated attempt to mislead British public opinion and to falsify the debate in a most unhelpful way?"
