    En présentant le Pacte de confiance pour l'emploi devant la tripartite organisée par la Présidence italienne à Rome, Jacques Santer a déclaré que la mobilisation la plus large était désormais engagée. Rappelant les quatre domaines auxquels s'applique le Pacte - cadre macro-économique, marché intérieur, systèmes d'emploi et Fonds structurels -, le Président a déclaré: "Des réformes sont en cours dans tous nos pays. Lors de mon tour des capitales, j'ai été frappé par la diversité des mesures préconisées, souvent très courageuses. Mais personne n'a pris encore le temps de regarder au-dessus de l'épaule du voisin. Or les problèmes que nous connaissons, par-delà les frontières et les spécificités propres, sont souvent similaires et les solutions trouvées ici peuvent inspirer des réformes appliquées là-bas. Il ne suffit pas de présenter des programmes pluriannuels. Encore faut-il en tirer des leçons." !!! embargo 16h30 !!!

    [02] Articles du "Monde" sur la BSE: mise au point concernant la farine de viande britannique et la levée partielle de l'embargo

    La Commission a soulevé la question de la farine de viande britannique avec les Etats membres dès 1988. Les Etats membres ont alors préféré maintenir des mesures nationales d'interdiction d'importation. La Commission estime qu'il leur revenait donc de faire respecter ces mesures et d'en contrôler l'application. S'agissant des avis du Comité scientifique de l'alimentation humaine, l'avis du 8 mars 1996 "observe qu'il n'existe toujours pas de données scientifiques adéquates pour évaluer un possible risque pour la santé publique lié à la présence d'ESB dans le bétail". Cet avis relevait néanmoins que le "risque d'une contamination humaine par un tissu infecté par l'ESB existe toujours". La position de la Commission a été, depuis 1988, qu'en l'absence d'évidence scientifique claire, il ne fallait pas exclure l'hypothèse d'un risque pour la santé humaine ou animale lié à l'ESB. C'est pour cette raison qu'elle a adopté ou fait adopter par le Conseil tout une série de mesures portant à la fois sur la production, le commerce et les contrôles des produits bovins. Quant à l'avis du 15 avril 1996 de ce même Comité, il a été rendu avant que les données scientifiques précises concernant les procédures de production de gélatine et de suif ne soient disponibles. Ces données ont pu être prises en compte par le Comité scientifique vétérinaire qui s'est réuni le 26 avril et qui a établi les conditions à respecter pour que la gélatine et le suif ne présentent pas de risque pour la santé humaine. La Commission a pris sa décision sur cette base, étant entendu que la levée de l'embargo ne deviendra effective qu'une fois que le Royaume-Uni aura rempli les conditions très strictes de production et de contrôle exigées par les scientifiques.

    [03] La Commission appuie la reconversion du bassin d'emploi de Caen (Basse-Normandie)

    La Commission européenne a accordé une aide de 5,133 millions d'Ecus du Fonds Européen de Développement Régional (FEDER) pour la reconversion industrielle du bassin sidérurgique de Caen. Ces crédits européens, auxquels s'ajoutent 15,832 millions d'Ecus de financements publics nationaux et 0,78 million d'Ecus de fonds privés, soit au total plus de 139 millions de francs, viennent renforcer, sur l'agglomération caennaise durement touchée par la crise de la sidérurgie, les efforts de ré-industrialisation et de diversification engagés par les programme européen de reconversion régionale et sociale (Objectif 2 de la Réforme des Fonds structurels). 450 emplois pourraient être créés dans le cadre du programme RESIDER.

    [04] ECU 12.67 million for conversion of the defence sector in Baden-Württemberg

    The Commission is to provide ECU 12.67 million to support the conversion of the defence sector and military sites in Baden-Württemberg. A "KONVER II" programme submitted by the 'Land' has just been approved in Brussels. The aim of KONVER II is to promote conversion to civilian production in firms traditionally strongly committed to defence contracts. At the same time, alternative possibilities of employment are to be developed and former military facilities are to be made available for civilian use. Job cuts among employees in the defence industry are to be cushioned by retraining schemes so that they can find work in future-oriented areas.

    [05] Commission authorises the creation of a joint venture between Exxon and DSM in the metallocene plastomer and polyethylene sectors

    The Commission has approved an operation by which EXXON Chemical Holland Ventures BV and DSM plastomers BV create a joint venture to produce plastomers, C8 linear low density polyethylene (LLDPE) and speciality high density polyethylene (HDPE) using EXXON's metallocene catalyst technology and DSM's compact solution technology.

    [06] North Sea herring: additional regulatory measures needed

    The Community and Norway met on Wednesday 12 June 1996 with a view to agreeing on urgent additional regulatory measures for the North Sea Herring stock. Recommendations received from the Advisory Committee on Fisheries Management (ACFM) last week advised that the stock was in very bad shape and showed signs similar to those having caused its collapse in the late 1970's. The consequence was a moratorium on this stock applicable for four years. The two sides agreed that the situation was serious and required immediate action both in regard to the fishery for human consumption and the outtake as by-catch of herring in the industrial fishery.

    [07] Boost for EU-Japanese industrial cooperation

    EU-Japanese industrial cooperation will receive a boost today following the opening of its European office in Brussels by the EU-Japan Industrial Cooperation Centre. At the same time, the Centre will launch an alumni network aimed at encouraging links between companies and individuals who have benefited from its courses and fellowships.

    [08] Tadjikistan: Commission clears humanitarian aid worth ECU 9 million

    The European Commission has cleared humanitarian aid worth ECU 9 million for Tadjikistan. The aid is being channelled via the European Community Humanitarian Office (ECHO). It will enable non-governmental organisations as well as members of the Red Cross family and the World Food Programme to carry out a coordinated six-month programme of action in the poorest country of the former Soviet Union.

    [09] Angola: Commission clears humanitarian aid plan worth ECU 14 million

    The European Commission has cleared a package of humanitarian aid worth ECU 14 million for Angola. The aid, channelled via the European Community Humanitarian Office (ECHO), will enable ECHO's partners to implement a coordinated programme over the next eight months. The specialist agencies of the United Nations, the Red Cross family and non-governmental organisations will carry out the work in the field.

    [10] Humanitarian aid in Africa: news in brief

    The European Commission has approved humanitarian aid projects worth a total of ECU 6.45 million to be carried out in Africa: aid for victims of civil war in Sierra Leone, food aid for victims of famine in Chad and ECHO flight operations in East and Central Africa. The projects are being channelled via the the European Community Humanitarian Office (ECHO). Members of the Red Cross family, specialist agencies of the United Nations and non-governmental organisations will carry out the practical work in the field with ECHO funding.

    [11] Sir Leon Brittan warns of slippery slope to Britain taking the wrong course

    There is a real risk that Britain will be "lured, step by insidious step, on to the dangerous path leading towards leaving the European Union" if the British debate about Europe goes on being dominated by prejudices and slogans rather than facts and analysis, says Sir Leon Brittan. Sir Leon tells the Confederation of British Industry that British businessmen must speak out rather than leaving the debate to politicians and the media. If Britain takes the wrong course, it would be "devastating for British business and disastrous for the British people". He highlights the divisions between the Euro-sceptics, saying some are "honest enough to say they want out", some "want out but haven't the guts to say so", and others "fool themselves and try to fool us" that Britain can have the single market and drop the rest. Sir Leon lists cases where the EU has fought for British economic interests abroad, and attacks the "defeatism" of those think of leaving the EU is wiser than striving to influence it from within.
