  • [01] Plan de communication sur l'euro

    Yves-Thibault de Silguy, Commissaire chargé des affaires économiques, monétaires et financières, présente le plan de communication de la Commission pour l'introduction de l'euro. Ce plan résulte des idées identifiées à la Table Ronde organisée par la Commission en janvier 1996. Il a été élaboré en concertation étroite avec le Parlement européen, sur le contenu du programme et sur son financement. En particulier, la Commission se félicite de la décision du Parlement européen de débloquer pour la communication sur l'euro l'ensemble des 19 millions d'écus qu'elle a estimés nécessaires pour l'année 96.

    [02] Union assistance worth ECU 26.239 million for the steel-making areas of Brandenburg

    The Commission is to provide ECU 26.239 million to support the economic conversion of traditional steel-making areas in Brandenburg. These funds are being made available under the Community Initiative RESIDER to Eisenhüttenstadt (including the local authority areas of Brieskow-Finkenheerd, Schlaubetal, Neuzelle), Oranienburg, Henningsdorf-Velten, Eberswalde-Finow and Brandenburg an der Havel. The emphasis in these programmes will be on the creation of new and lasting jobs through schemes in the infrastructure and environmental sectors, by promoting alternative economic activities and by job-creating schemes.

    [03] Commission clears the joint control of Sheffield Forgemasters Ltd by NatWest Ventures Ltd and Schroder Venture Managers (Guernsey) Ltd

    The Commission has approved the joint control of Sheffield Forgemasters Ltd by NatWest ventures Ltd, part of the NatWest banking and financial services group, and Schroder Venture Managers (Guernsey) Ltd, a subsidiary of the Schroders Group which is engaged in merchant and investment banking and fund management. The joint venture will acquire the majority of the shares in Sheffield Forgemasters Ltd, a manufacturer of special steels and super alloy products.

    [04] Padraig Flynn defends the role of the European Court of Justice and says that it cannot be used as a "political football"

    Speaking to the American Bar Association in London today, Employment and Social Affairs Commissioner Padraig Flynn said that the separation of powers and the rule of law are fundamental elements in a democratic society. Any dilution of the principle that it is for the legislature to make the law and for the court to interpret it would be dangerous and would take us down a road which, in the past, has led to the diminution and, in extreme cases, to the suppression, of democracy. The basic fact of the matter is that to seek to introduce any qualification of the principle that it is the Courts who interpret and apply the law in situations of legal dispute is to start down a very slippery slope indeed. This is as true of the European Court of Justice and its role of interpretation of the treaties and Community law as it is of national courts. Mr Flynn said: "Frankly, I find it incredible that politicians who come from a legal tradition in which judicial precedent has, for hundreds of years, played a crucial role should suddenly find it shocking that, in a European context, it is the Court of Justice which is the final arbiter of legal interpretation."
