    BRUSSELS - Transport ministers agreed on Tuesday to harmonise the twice-yearly switch to summer time, a defeat for France, but failed to progress much on relations with Switzerland, on lorry taxation or rules on new tachographs.

    [02] Flight noise rules

    BRUSSELS - The Transport Council reached a political agreement on Tuesday on a draft directive to extend an existing list of older, noisier aircraft from poorer countries allowed to use EU airports until April 1, 2002, diplomats and officials said.

    [03] Wagons-Lits merger with Carlson

    BRUSSELS - The European Commission has cleared a plan by French travel company Wagons-Lits et du Tourisme SA, which belongs to Accor SA, and Carlson Travel Group Inc to merge their worldwide business travel services, a company source told Reuters on Tuesday.

    [04] Boeing CEO and MCDonnell deal

    BRUSSELS - Boeing Co remains confident it will get clearance in both the European Union and the United States for its merger with McDonnell Douglas Corp.

    STRASBOURG - European Union governments were partly to blame for Renault's shock decision to close its car assembly plant in Belgium, European Social Affairs Commissioner Padraig Flynn said on Tuesday.

    STRASBOURG - The Council of Europe, which safeguards democracy and human rights, urged Albanians on Tuesday to hand over arms and weapons without delay.

    THE HAGUE - The European Union called on Tuesday for "maximum self-restraint" in Albania and said it believed fresh parliamentary elections and a new constitution were needed in the troubled Balkan nation.

    STRASBOURG, Marc - Neither the European Commission nor the European Parliament know whether to call for a ban on the cloning of animals, it emerged from a debate at the European Parliament on Tuesday.

    LUXEMBOURG - The European Court of Justice confirmed on Tuesday that the European Commission breached procedure when it tried to fine the International Union of Railways for competition violation.

    GENEVA - The European Union and the United States on Tuesday attacked South Korea over its "frugality campaign", suggesting the government was breaking global trading rules in a bid to cut imports.

    DAR ES SALAAM - The European Union said on Tuesday it had signed an agreement to give Tanzania 240.5 million Ecus in aid over the next five years.

    BRUSSELS - Three months before the inter-governmental conference is due to end, negotiators appear finally to be making progress in the area of foreign policy.

    BRUSSELS - European Union foreign ministers will examine the question of enlarging the bloc this weekend and touch on the controversial issue of the link with NATO's expansion plans.
