    BRUSSELS - With no apparent regard to the paradox, the European Union is continuing a major reworking of its treaties with one aim -- to set rigid rules for just how flexible the bloc can become.

    [02] Penalty calculation method set

    BRUSSELS - The European Commission on Wednesday agreed on a method for calculating financial penalties which can and no doubt will be imposed on member states who ignore Court of Justice rulings.

    BRUSSELS - A high-level industry advisory group will present a report to the European Commission on Thursday in Potsdam, Germany, on ways to promote the information society, Commission spokesman Jochen Kubosch said.

    PARIS - French Agriculture Minister Philippe Vasseur accused other European Union nations on Wednesday of mishandling the mad cow crisis and predicted that the hardest part of dealing with the disease was yet to come.

    [05] Overseas territories rice quota

    BRUSSELS - A quota limiting duty free rice imports into the European Union from overseas countries and territories to 42,650 tonnes from January 1 to April 30, 1997, was set by the European Commission on Wednesday.

    THE HAGUE - British Prime Minister John Major pledged on Tuesday to continue to play a constructive role within the European Union and dismissed speculation that he might run an anti-European general election campaign.

    [07] Coca-Cola/British bottler deal

    BRUSSELS - The European Commission looks set to clear Coca-Cola Enterprises Inc's full control of British bottler Coca-Cola & Schweppes Beverages Ltd later this month, despite strong initial competition concerns.

    [08] Global air liberalisation

    BRUSSELS - Liberalisation of global air transport would help the travel and tourism sector, already the world's largest industry, create millions of new jobs, an international industry group said on Wednesday.

    BRUSSELS - Meeting of donor countries and international agencies on reconstruction in Bosnia-Herzegovina begins at 0800 GMT (first of two days). Participants will review a survey of their efforts in 1996, decide on their priorities for 1997 and assess how much further money will be needed; news conference at 1145 GM.
