BRUSSELS - The failure of Germany and France to agree a budget pact that
ensures fiscal discipline when Europe has a single currency has turned up the
heat on EU finance ministers who meet in Dublin on Thursday.

PARIS - Irish Prime Minister John Bruton said on Tuesday that President
Jacques Chirac and German Chancellor Helmut Kohl had made some progress
towards resolving a dispute over a European Union budget discipline pact but
that the issue was not yet settled.

PARIS - Irish Prime Minister John Bruton on Tuesday defended his country's
attempts to draft a pact on European Union reform against French criticism
that the document was not ambitious enough.

BONN - A leading power-broker in Germany's coalition on Tuesday rejected
criticism by European Farm Commissioner Franz Fischler that Bonn's hardline
position on monetary union would isolate Germany from its partners.

BRUSSELS - Europe's planned monetary union will help boost the continent's
competitiveness and lower high unemployment, according to the European
employers' group UNICE.

DUBLIN - The European Union must supplement humanitarian aid with concerted
political action if it is to provide an adequate response to crises in the
world's trouble spots, European Commissioner Emma Bonino said on Tuesday.

BRUSSELS - The European Commission proposed rules on Tuesday to enable new
telecommunications companies to compete fairly with the current monopoly
operators from 1998 when the European telecoms market is to be fully
liberalised.

BRUSSELS - The European Commission adopted on Tuesday a proposal for a
regulation to amend the troubled eco-label rules in Regulation 880/92.

BRUSSELS - The European Commission adopted on Tuesday its report on the review
of Directive 90/220 on the deliberate release of genetically modified
organisms, pointing to various areas of possible change.

BONN - Britain's Home Secretary Michael Howard insisted on Tuesday that
Europol, Europe's fledgling police agency, would never acquire the powers of
an FBI-style force despite Franco-German efforts to expand its role.

BRUSSELS - NATO on Tuesday called a special summit in Madrid on July 8-9 to
name its first new members from former communist Europe, but sought to deflect
Russian anger by pledging not to station nuclear weapons on their territory.

BRUSSELS - The European Union and the Palestinian Authority initialled an
agreement on Tuesday on full Palestinian partnership in the Euromed accord
governing the 15-nation bloc's relations with the Mediterranean region.

BRUSSELS - The green rates of the mark, Belgian franc, guilder and the
Austrian schilling will be devalued in the European Union's agrimonetary grid
on Wednesday, the European Commission confirmed.
[14] Pigmeat export refunds restored
BRUSSELS - The European Union on Tuesday reintroduced refunds of 10 Ecus per
100 kg on exports of fresh and frozen pigmeat to all destinations, a
Commission spokesman said.

BRUSSELS - A proposal to ban the drug avoparcin in animal feed will be put
next week to the EU regulatory committee by Farm Commissioner Franz Fischler,
an EU diplomat said on Tuesday.

BRUSSELS - The European Commission is expected to finalise on Tuesday a
proposal to ban suspect tissue from sheep and goats, as well as cattle, at
risk to scrapie or mad cow disease, Commission officials said.

BRUSSELS - Fisheries Commissioner Emma Bonino said on Tuesday she was amazed
at press reports about a row with Britain over salmon minimum import prices.

BRUSSELS - The European Commission said on Tuesday it had started a probe into
some 300 million marks in loans granted to Bremer Vulkan's former shipyards in
east Germany, MTW-Schiffswerft and Volkswerft Stralsund.
