    BRUSSELS - European Union agriculture ministers started marathon farm price talks on Monday but argument over aid for farmers ravaged by the mad cow crisis may delay a deal.

    [02] Major sees start of beef ban end

    LONDON - British Prime Minister John Major on Monday robustly defended his tough tactics in the "beef war" with the European Union and said he expected the export ban on British beef to start easing by November.

    [03] No victory in UK beef deal yet

    ROME - Italy on Monday contradicted Britain's assertion that the deal which ended London's "beef war" with the European Union was hastened along by a policy of non-cooperation with its EU partners.

    [04] Beef import quotas announced

    BRUSSELS - Countries which have preferential arrangements with the European Union will be allowed to export 35,000 head of cattle to the bloc in the second half of this year.

    [05] New fruit, veg reform compromise

    LUXEMBOURG - Farm ministers were discussing on Monday a revised compromise text from the Italian EU Presidency on the reform of the fresh and processed fruit and vegetables market.

    [06] Veterinary fees harmonization

    LUXEMBOURG - The Farm Council agreed on Monday by a qualified majority to harmonise fees for veterinary inspections on live animals and animal products with operators helping to finance the cost.

    [07] EU to ease extradition procedures

    BRUSSELS - The European Union, in a second success in three days in steps to fight organised crime within its borders, agreed a draft convention on Monday aimed at easing extradition procedures between its member countries.

    BRUSSELS - Although the European Commission failed to secure 1.2 billion Ecus for trans-European networks at the EU summit in Florence, the plan proposed by President Jacques Santer contains an element of hope.

    BRUSSELS - The European Union's deal on liberalising electricity markets is seen as a limited but still important first step which could help lower costs for major industrial users of energy.

    BRUSSELS - The notion that Europe has much to learn from the United States in creating jobs is being considered politely by European Union officials as they prepare for the Group of Seven summit this week.

    BRUSSELS - The European Union is likely to set itself a final deadline on Tuesday for formulating a policy on leghold traps and fur imports -- six months after such laws were due to come into effect.

    ROME - The European Union and Canada will hold a summit in Rome on Wednesday attended by Canadian Prime Minister Jean Chretien and European Commission President Jacques Santer, the Italian foreign ministry said on Monday.

    BRUSSELS - The European Commission is preparing legislation to limit levels of pollution from tractors, spokesman Jesper Jorgensen said on Monday.

    BRUSSELS - Competition Commissioner Karel Van Miert said on Monday there would be no bending of Commission rules on state aid to help a plan to save troubled Belgian steel maker Forges de Clabecq SA go ahead.

    LUXEMBOURG - Environment Council meeting begins at 0800 GMT (first of two days); ministers hold structured dialogue with Cyprus and Malta; main discussions focus on Community strategy on climate change and adoption of a common position on measures to be taken against emissions from internal combustion engines for non-road mobile machinery.
