[01] Santer launches confidence pactBRUSSELS - In a bold attempt to restore sagging confidence among consumers and businesses, European Commission President Jacques Santer launched a wide ranging programme to create jobs on Wednesday, urging Europe's leaders to put the battle against unemployment at the top of their agenda.[02] EU eases beef export banBRUSSELS - The European Commission decided to ease a ban on British beef exports but told Britain it would have to end its "beef war" with the EU if it wanted acceptance of its plan to end all curbs.
