[A] Turkish Cypriot Press[01] Akinci reiterates that open-ended negotiations belong to the pastAccording to illegal Turkish Cypriot Bayrak (14.11.18, http://www.brtk.net/15-kasim-kutlamalari-cumhurbaskani-akincinin-acilis-konusmasiyla-basladi/), Turkish Cypriot leader Mustafa Akinci has reiterated the view that open ended negotiations for finding a solution to the Cyprus problem belong to the past. In his address by which the celebrations on the occasion of the 35th anniversary of the breakaway regime's unilateral declaration of independence (UDI) have started, Akinci claimed:"I want to say only the following: As I have often stated before, the open-ended negotiating processes which are not result oriented remained in the past now. The fact that this issue has started to be included in the UN reports is satisfying. ?n parallel to this modality, remaining committed to the past agreements, we will be ready to create a new federal partnership based on the existence of two politically equal founding states where sovereignty on the island will be originating from two equal sides. The creation of the conditions for both sides to live in equality, freedom and security depends on both sides' will". Akinci alleged that the Turkish Cypriot side will continue being constructive and protect its rights. Akinci alleged also the following on the Cyprus problem (https://www.kktcb.org/tr/cumhurbaskani-mustafa-akincinin-15-kasim-cumhuriyet-bayrami-acis-konusmasi-14-6641): "We want to see in the Greek Cypriot side as well an understanding by which the powers and the wealth will be fairly shared and turn our area into a center of possibilities of cooperation and not of new tensions. Even though the approaches until now are not giving hope, we want to see the results of the visits to be made by Mrs Lute, who was appointed by the UNSG Mr Guterres, before the end of the year to the guarantor countries and to our island. [02] Statement by Akinci to Anatolia news agencyAccording to illegal Turkish Cypriot Bayrak (14.11.18, http://www.brtk.net/akinciturkiyenin-yakin-ilgi-ve-destegini-hep-yanimizda-hissediyoruz/), Turkish Cypriot leader Mustafa Akinci has said that the Turkish Cypriots have always felt Turkey's support. In statements to Turkish Anatolia news agency on the occasion of the 35th anniversary of the breakaway regime's unilateral declaration of independence (UDI), Akinci pointed to the importance of December 1963 for understanding the UDI and alleged that on the aforementioned date the partnership state established in 1960 collapsed and the Turkish Cypriots were allegedly thrown out of this state's structure. He claimed that the Turkish Cypriots needed a "state organization" and they tried to organize themselves under various names until the UDI.Noting that after the 1974 Turkish invasion of Cyprus, the Turkish Cypriots were given the opportunity to live all together in an area, Akinci recalled that on 13 February 1975, they established the so-called Turkish Cypriot federal state and on 15 November 1983 they declared the self-styled TRNC, as they call the breakaway regime in the occupied area of the Republic of Cyprus. "In all this effort we are feeling the close interest and support of Turkey", argued Akinci and thanked all Turkish governments. Alleging that the breakaway regime will never stop trying for the establishment of lasting peace on the island, Akinci claimed that this effort cannot be unilateral and for this reason the Greek Cypriot side should "digest" the "political equality" in a possible federal solution. Akinci said that he evaluated the "distorted interpretations" and the "wrong messages", which are allegedly coming recently from the Greek Cypriot side on the issue of "political equality" and that he feels deeply sorry for these. Reiterating the view that in case the Eastern Mediterranean is turned into a field of cooperation, this will be for the benefit of not only the two communities, but Turkey and Greece will also gain, Akinci claimed: "The land of this island and the wealth in the seas are enough for everyone. All sides will gain from cooperation, agreement and peace. The relations between Turkey and Greece will also be improved in time. The stability in the area will also gain from this. The Eastern Mediterranean will stop being tensed and will become a sea of peace and stability. The good will efforts of the TRNC on this issue, our good will wishes are not enough. "We do not want for anyone to be involved in adventures", Cavusoglu added.(AK) [04] Burcu's respond to ProdromouAccording to illegal Bayrak channel (14.11.18, http://www.brtk.net/?englishposts=burcu-responds-to-prodromou), Baris Burcu, spokesman of the Turkish Cypriot leader Mustafa Akinci, has argued that the system of any settlement to be reached in the framework of a federal solution in Cyprus will be based on the principle of equal political cooperation of the parties.In a written response to statements made earlier by the Cyprus government spokesman Prodromos Prodromou who said that political equality did not mean numerical equality in every federal body and that the Turkish Cypriot side should stop insisting on a non-functional state, Burcu claimed that, in some cases, there will be numerical equality, in some a ratio of 2:1. This, he said, is an element in which there is general agreement. "In the federal bodies where there will be no numerical equality, the Turkish Cypriots will be effectively involved in the decision-making process," he said, explaining that every decision in the federal administration will require participation by a positive vote of at least one Turkish Cypriot. What the Turkish Cypriot leader mentioned on Monday, "was precisely this, because in the case there is no effective participation in decision-making, the presence of the persons representing the Turkish Cypriot constituent state in the federal institutions will not be conspicuous," Burcu said. Burcu went on to explain that the federation is not a majority-minority system and decisions cannot be made as in a unitary state on the basis of a simple majority. He expressed the wish for the Greek Cypriot side to "explain this element in honesty to its own community". [05] Erhurman responds to President AnastasiadesAccording to illegal Bayrak television (14.11.18-http://www.brtk.net/?englishposts=pm-erhurman-responds-to-anastasiades) so-called prime minister Tufan Erhurman alleged that that the debate launched by the Greek Cypriot leader Nicos Anastasiades regarding a loose federation model has evolved into a debate on the content of the principle of equality which is one of the main parameters of a settlement.In a written statement, Erhurman argued that the argument put forward by the Greek Cypriot leader regarding the functionality of the state was nothing new and had been used by the Greek Cypriot side as an anti-thesis for the issue of political equality for years. Erhurman alleged further that the Greek Cypriot side's attempts to reopen this debate on the basis of providing as an excuse the succeeded decades of negotiations, did not create a constructive environment in terms of the solution process. "Yes, political equality does not mean numerical equality but it also does not mean, as Anastasiades meant, to limit Turkish Cypriots' effective participation in decision making on vital issues that only affect their own community. This is unacceptable" Erhurman said, adding that a federal partnership meant sharing governance, authorities and responsibilities. Erhurman said that Anastasiades should not forget that any structure which excludes Turkish Cypriots from the decision making mechanisms will not ensure the functionality of the federation to be established. He added that, on the contrary, functionality can only be attained through sharing authorities and responsibilities. [06] Fuat Oktay is visiting the occupied area of Cyprus for the celebrations of the "TRNC establishment"Illegal Bayrak (14.11.18) broadcast that Turkish Vice President Fuat Oktay will pay an illegal visit to the occupied area of Cyprus for the celebrations of the "TRNC establishment" and will also deliver a speech at the event which will end with a military parade.Tomorrow, a variety of ceremonies will be held in the occupied part of Nicosia and the celebrations will reach a climax with the main ceremony of the day at the "Dr. Faz?l Kucuk Boulevard". As part of the celebrations, the Turkish Air Forces Aerobatics Team Solo Turk will perform above the skies of occupied Keryneia in the afternoon. Bayrak also broadcast that "foreign minister" Ozersay held a meeting with the delegation of the Turkish Air Forces Aerobatics Team Solo Turk. Speaking during the meeting, Ozersay said that the presence of the team in the "TRNC" makes the Turkish Cypriots feel safe. In addition, Bayrak also broadcast that "foreign parliamentarians who are in the TRNC to attend the celebrations are paying visits to state and government officials". The group met with Turkish Cypriot leader Akinci, the "speaker of parliament" Teberruken Ulucay, "prime minister" Tufan Erhurman and Ozersay. Conveying the Turkish Defense Ministry's and the Turkish Chief of Staff's congratulatory messages on the occasion, Ozbal said that he always felt like he was in his own homeland whilst in the "TRNC". Meanwhile, Turkish daily Diyalog newspaper (14.11.18) reports that Ozbal has also met with Turkish Cypriot leader Mustafa Akinci. Speaking during the meeting, Akinci referring to the Cyprus problem, alleged that if the Greek Cypriot side follows a more reasonable approach and accepts them as equal partners, then "they will hold their door open in order to live in peace, security and equality under a federal umbrella composed by two equal founding states". (AK) [08] Ozyigit due to the UK to attend "celebration for the 'UDI'"According to illegal Bayrak television (14.11.18-http://www.brtk.net/ozyigit-temaslarda-bulunmak-uzere-ingiltereye-gidiyor/) so-called minister of national education and culture Cemal Ozyigit will be travelling to London today in order to attend a reception on the occasion of the "35th anniversary for the establishment of the TRNC".Within the framework of his visit in the UK, Ozyigit will meet with "representatives" of NGO's there, with representative of Turkish Cypriot "organizations" in London and he will be also visiting Turkish schools in London. Ozyigit is expected to return to the occupation regime on Sunday, after completing his "contacts". (AK) [09] Columnists express concerns over the latest debates regarding federationColumnists express their dissatisfaction and concern on the latest debates on the Cyprus talks, federation, and political equality and wonder if this model will work if the Turkish or the Greek identity is more important than the Cypriot identity.Columnist Cenk Mutluyakali, writing in Turkish Cypriot daily Yeni Duzen newspaper (14.11.18), under the title "We cannot say 'we' and 'they'", notes that he posed a very clear question to Akinci and got quite a closed response, "you are saying that when we talk about political equality, it means 'no decision shall be taken in the federal government in which at least one Turkish Cypriot will not say yes'". He further argues: "There is not much room for 'federal culture' in a solution that is so focused on ethnic identities. A new Cyprus state is being sought woven with Turkishness and Greekness. Because of this, it has collapsed in the past. What kind of partnership is imagined without tripping in the road through "we" and 'they'. Mutluyakali added that if a decision has been taken for a "Cyprus country", the language, the religion or the identity of the participants are not important. But if the process of taking a decision is painted with "Turkishness" and "Greekness", then it is going to be a problem. He further argued that the question if there will be a country without army and guarantees, and which sensitivities of the Greek Cypriots can be adopted was not answered. He concluded by saying, "we should be able to look into the future more as Cypriots? More like as truly patriot than as 'Turk' or 'Greek'. The Love of Cyprus is more important than ethnic identities?" Under the title "The last of the Mohicans", columnist Sami Ozuslu, writing in Turkish Cypriot daily Yeni Duzen newspaper (14.11.18), wonders why there is a fight on the "political equality" and for whom is this political equality is, since both communities are becoming minorities, especially the Turkish Cypriot community, adding: "The community is shrinking? Once it was called the 'Muslim Community'? After it became the 'Turkish Cypriot community'? According to some, it is the 'Turkish Cypriot people'? According to some others 'The Turks who live in Cyprus'? Everyone's definition is different? Of course, according to the ideological approach, they all have different meanings? But it is about to end? Like the 'Last of the Mohicans!" Ozuslu claims that Turkey and the Greek Cypriot leadership have decided that the Turkish Cypriots will not be in the game and argued that it may be too late. He argues that the Turkish Cypriots are left alone; they do not know who to trust any more. Ozuslu criticizes tomorrow's celebrations for the 35th anniversary of the unilateral declaration of independence (UDI), wondering if Turkey and Azerbaijan considere them as brothers, why there is not a single plane to depart from Baku to "Ercan" (the occupied airport of Tymbou), why Turkey's football teams cannot have a match in Cyprus? Under the title "A new way is needed", columnist Mert Ozdag, writing in Turkish Cypriot daily Yeni Duzen newspaper (14.11.18), notes that the biggest lie of the right wing in the occupied area of Cyprus is that "TRNC is an independent state". He argued that if this were the case, then in times of crisis, the discussion would have been on how this "independent state" will be recognized, but instead the debate is on the annexation by Turkey. Ozdag argues that at the current stage, Turkey is not ready for a new state in Cyprus, due to the fact that they will not compromise on the issue of guarantees and to Akinci's disproportionate reaction on the Enosis issue, which was used as an excuse, adding that all these indicate that the Turkish side is not close to establish a new sate at this stage. He further said that this does not mean that everything in the Greek Cypriot side is fine, adding that they are also not ready for a solution. Ozdag claims that Mustafa Akinci exerts a right-centred politics and follows a policy that can be supported by a much wider group of voters, adding: "Who knows, maybe he has started to dream of becoming a "TRNC president" in 2020 instead of a leader of the Federal Cyprus. It may be a different election strategy towards the right wing". Meanwhile, columnist Basaran Duzgun, writing in Turkish Cypriot daily Havadis newspaper (14.11.18), under the title "A short lesson on our hostility to federation", by making reference to the origin of establishing a federation in Cyprus by starting with the Makarios-Denktas agreements of 1977, came to the conclusion that the Turkish Cypriot side is against their own proposal of federation and it is time to renounce it. He added that the Greek Cypriot side is also trying to get rid of federation. (DPs) [10] Tore claims: "The crossings points are the clearest proof of the existence of two states"According to illegal Bayrak television (13.11.18, http://www.brtk.net/?englishposts=zorlu-tore-issues-statement), self-styled deputy parliamentary speaker Zorlu Tore, in a statement regarding the newly opened Apliki and Deryneia crossing points, noted that they are at a location that will benefit the lives of the two "peoples" on the island as well as those from third countries. He also argued that while it was impossible to come to an agreement on the issue of reunifying the island or a federal settlement the opening of new "border crossings" is going to contribute to reducing the lack of confidence and trust between the two communities.Claiming that "border crossings were a good and clear example of people crossing from one state to another", Tore alleged: "The border crossings are the clearest proof of the existence of two states. In the absence of a common vision with the Greek Cypriot side, the opening of new border crossings between the two sides serves to further strengthen the notion of a South Cyprus and a North Cyprus". "Due to the Greek Cypriot side's mentality it is clear that we cannot share power or the island's offshore wealth", Tore claimed. He further claimed that the statements issued and attitude displayed by the Greek-Greek Cypriot duo should wake the Turkish Cypriot "people" from their deep slumber and that they should wholeheartedly uphold their statehood. "Ataturk's love for independence must guide the Turkish Cypriot people", Tore concluded. [11] "Rector" of the illegal Cyprus American University: "The strategic security in Eastern Mediterranean is one of the most important issues of Turkey's foreign policy"Turkish Cypriot daily Kibris newspaper (14.11.18) reports that the rector of the illegal Cyprus American University (KAU) Ugur Ozgoker stated that strategic security in Eastern Mediterranean is one of the most important issues of Turkey's foreign policy.Ozgoker, who was speaking at Ankara Anatolia, stated that the reason that makes Eastern Mediterranean so important is the struggle for sharing the sources of oil, natural gas and energy. "Therefore, strategically, Cyprus is very important and Turkey has to keep Cyprus", he stated. He went on to add that Turkey is getting ready to be activate against those who want to keep both Turkey and the "TRNC" away from their share in energy. (CS) [12] KTOS and KTOEOS said that the workers and not Turkey pay for military expences in the breakaway regimeTurkish Cypriot daily Afrika newspaper (14.11.18) reports that the trade unions of primary and secondary teachers (KTOS and KTOEOS) stated that the "government" is extorting the rights of the workers in the breakaway regime.The two trade unions, which issued a common statement, said that the burden of the budget that Turkey should pay as a "guarantor country" for defense reasons, are put secretly to the workers. According to the statement, the "government" is cutting down the overtime payments for "civil servants" and other allowances promised to educators; however it pays all the military expenses. The two trade unions stressed in their statement that they will take measures against the "government". (CS) [13] Discussion on the occupation regime's 2019 "budget" launchedAccording to illegal Bayrak television (13.11.18-http://www.brtk.net/?englishposts=budget-marathon-starts) debate on the "2019 draft budget" began today in the "parliament's economy, finance, budget and planning committee".Discussions are expected to be wrapped up by the 27th of November. The occupation regime's next year's "budget" is envisaged at 7.7 billion Turkish Lira. The "budget deficit" is expected to be 825 million Turkish Lira. The first "budget" to be discussed will be the "presidency budget" followed by the "assembly's, the prime ministry's and the foreign ministry's". The "debate" will resume on Wednesday the 21st of November with the "economy and energy ministry, the justice department, courts and the ministry for public works and communication". Meanwhile, Turkish Cypriot daily Haberal Kibrisli (14.11.18) reports that so-called minister of finance, Serdar Denktas, in statements before the "launching of works by the budget committee", stated, inter alia, that the Turkish government has allocated the occupation regime as a fund the amount of 335 million TL the for 2018 for infrastructure investments and for the real sector, while for 2019 this fund will be 245 million TL. He added that for defense, Turkey has granted them 300 million in 2018, while for 2019 this is envisaged to be 450 million TL. Denktas explained that the total Turkish aid to the occupation regime in 2018 was 635 million TL while in 2019 this is envisaged to be 695 million TL. Referring to the loans which Turkey has given to the "TRNC" in 2018, Denktas explained that the total amount has reached to 595 million TL, explaining that in 2019 this will reach 575 million TL. (AK) [B] Turkish Press[01] Turkey's Vice President Oktay storms out of Libya conference in ItalyTurkish daily Hurriyet Daily News (13.11.18-http://www.hurriyetdailynews.com/turkeys-vice-president-oktay-storms-out-of-libya-conference-in-italy-138837) reported that Turkish Vice President Fuat Oktay has stormed out of an international conference on Libya organized in Italy over what he described as "attempts to keep Turkey out of the process" in the northern African country.Oktay walked out after eastern Libyan strongman Khalifa Haftar joined a meeting on the conference's side-lines with his United Nations-backed rival Libyan Prime Minister Fayez al-Sarraj and other leaders, but not Turkey, according to the Associated Press. "Unfortunately, the international community could not manage to unify this morning. Some intervened unilaterally by abusing Italy's host status as a last minute fait accompli," Oktay said in a written statement. The Turkish Vice President also accused "some countries" without naming them for "trying to cripple the process [of transformation in Libya] for their own interests." "Turkey is leaving the conference with deep disappointment," he added, stressing that what Libya needs for stability is "less foreign intervention, not more." Before leaving, Oktay and EU foreign policy chief Federica Mogherini met in Palermo on the side-lines of the conference. During the closed-door meeting, the two dignitaries also spoke about the efforts to further expand Turkish-EU relations. Oktay and Mogherini also discussed EU funds, which have not been transferred to Syrian target groups in Turkey due to excessive rules arising from EU legislation. Italian Prime Minister Giuseppe Conte hosted a meeting on Nov. 13 with Libya's rival leaders on the side-lines of a conference aiming to help its former colony crack down on Islamist militants and human trafficking. Other leaders attending the Palermo conference, including French Foreign Minister Jean-Yves Le Drian and Russian Prime Minister Dmitry Medvedev, also participated. The office of Egyptian President Abdel-Fattah el-Sissi, who backs Haftar, confirmed he joined the "mini-summit" on Nov. 13 with Conte and other leaders. Italy's populist government organized the two-day conference in hopes of making progress on ending Libya's lawlessness and promoting a U.N. framework for eventual elections. (?) [02] K?l?cdaroglu fined for 'illicit money' transaction claimsTurkish daily Hurriyet Daily News (13.11.18-http://www.hurriyetdailynews.com/kilicdaroglu-fined-for-illicit-money-transaction-claims-138833) reported that the main opposition Republican People's Party (CHP) leader Kemal K?l?cdaroglu has been fined by a court for claiming President Recep Tayyip Erdogan's family hid money offshore in the Isle of Man.An Istanbul court on Nov. 13 sentenced K?l?cdaroglu to pay 130,000 Turkish Liras for "damages" to the President over claims of money transfers. There are now four separate suits seeking damages from K?l?cdaroglu on the same claims targeting Erdogan and his relatives, with the amount of compensation demanded currently totalling 828,000 liras. The total compensation K?l?cdaroglu has to pay Erdogan and his relatives has totalled 1,140,000 liras with other sentences. The CHP leader expressed the claims and showed some receipts of transactions in a speech at his party's group meeting in November 2017. The ruling party first claimed that the receipts were fake, then the CHP leader handed over the documents to the Ankara prosecutor. The prosecution had ruled that the receipts were valid, but the file was closed because there was no "illicit money." [03] Optimar's survey on the forthcoming local elections in TurkeyTurkish daily Hurriyet (14.11.18-http://www.hurriyet.com.tr/yazarlar/abdulkadir-selvi/anketten-ne-cikti-41018484) reports on the results of a survey conducted by Optimar Research Company in Turkey between November 3-4, regarding the forthcoming local elections to take place in Turkey.According to statements by the general director of the company, Hilmi Dasdemir, the survey was conducted in 27 provinces in Turkey with a sample of 1539 people and with the face to face method. The survey results present the percentages of the parties before the distribution of the undecided votes to be as follows: -Justice and Development Party (AKP): 39.6% -Republican People's Party (CHP): 21.4% -National Movement Party (MHP): 13.2% -Iyi (Good) Party (IP): 3.2% -People's Democracy Party (HDP): 2.1% -Felicity Party (SP): 1.7% -Great Unity Party (BBP): 1.6% -Vatan Party (0.2%). The paper adds that the undecided votes' percentage is 12.7%. Commenting on the percentage of the undecided voters, Dasdemir said that he does not consider it right to proceed to the distribution of the undecided voters before the determination of the candidates.
