The report, which was accepted with 538 votes in favor 110 against and 24 abstentions, notes that before the commencement of the negotiations on the issue of the personal data transfer, Turkey must fully, in practice and without discriminations cooperate with the Republic of Cyprus in the fields of justice and internal affairs. The paper notes that now the reply of the EU Council and the Commission to the precondition regarding Cyprus laid down by the EP is expected with interest and adds that reaching an agreement with the Europol on the issue of personal data transfer was one of the preconditions for the Turkish citizens traveling in the EU member states without a visa. Addressing the workshop, Turkish Cypriot leader Mustafa Akinci referred to the need of having "very serious criteria" in higher education in the occupied area of the island adding: "Quality should be at the forefront. We must carry out a planning in a very sound manner and put an end to this wrong course".In his statements, self-styled prime minister Tufan Erhurman also referred to the planning issue and said that the neither "government" nor any other "institution" had carried out a study and planning providing that they would have 16 "universities" and 100,000 students in the 2017-18 academic year. He argued: "[…] If a planning for 100,000 students was conducted, we would not be caught unprepared on the issues of public transportation, multiculturalism, health and working life. 30,000 out of the 100,000 students come from third countries, that is, their mother language is not Turkish. Their culture is different. In the problems, which were experienced because of this, we have unfortunately started giving reactions approaching to racism. This is a very dangerous thing […]". Moreover, Prof. Dr. Akile Buke, chairperson of the "Higher Education Evaluation and Accreditation Council" ("YODAK"), said that the current situation is not sustainable and argued that "the higher education in the TRNC, which reached this stage with a lot of work, is under threat". She added that 55,000 of these students come from Turkey and 13,000 from the occupied area of Cyprus. Referring to the applications for opening new "universities", Buke said that the procedure of the application of 14 new "universities" continues and added that some of these "universities" want to start offering education during the 2018-19 academic year. Finally, Cemal Ozyigit, self-styled minister of education, said that applications for the opening of 16 new "universities" exist and that three of them will start functioning during the 2018-19 academic year. "The structure of the new system will be realized," he added. Kalin said the government will ensure a smooth transition to the new system in accordance with the authority issued by the Grand National Assembly, till the President takes oath. President Recep Tayyip Erdogan will also take oath on July 9. "Following the oath-taking ceremony, Mr. President will visit Anitkabir [mausoleum of Turkey's founder Ataturk]," he said, adding that on the same day at 6.00 p.m. local time (1500GMT) the Presidential inauguration ceremony would be held. The inauguration ceremony will be attended by several foreign heads of state and high-ranking officials as well as representatives from Turkey. In addition, Ankara Anatolia news agency (05.07.18 https://www.aa.com.tr/en/politics/turkey-elected-mps-to-be-sworn-in-on-saturday/1195016) also reported that elected parliament members will be sworn in at the Turkish Grand National Assembly on Saturday, two weeks after the June 24 elections. Parliament rules and regulations stipulate that elected Deputies are to be sworn in three days after the Supreme Board of Election chairman announces the official results. Since the day after the elections, elected Deputies have started to receive their mandates from the election committees of their districts. The oldest deputy -- Deniz Baykal, from the Republican People's Party's (CHP), who is to turn 80 years old soon -- is to chair the oath-taking ceremony. The June 24 vote marked Turkey's transition to an executive Presidential system of government, doing away with the Prime Minister's post, among other changes. [03] No need for Nation Alliance anymore, opposition IP, SP sayTurkish Daily Sabah (05.07.18 https://www.dailysabah.com/elections/2018/07/04/no-need-for-nation-alliance-anymore-opposition-ip-sp-say) reports that party leaders from the opposition's electoral alliance declared an end to their political cooperation only 10 days after the June 24 elections. The center-left secularist Republican People's Party (CHP), the right-wing Good Party (IYI Party - IP), the Islamist-conservative Felicity Party (SP) and the center-right Democrat Party (DP) had established the Nation Alliance, with the latter represented in IP's lists. The alliance received 33.9 % of the votes, suffering a defeat against the ruling Justice and Development Party (AK Party) and the Nationalist Movement Party's (MHP) People's Alliance, which received 53.7 % of the votes. Aytun C?ray, the spokesman for the IP, said Wednesday that the Nation Alliance was meant for the elections and there is no need for it now that they have been concluded. Speaking after the IP's executive board meeting, which was also attended by the party's Chairwoman Meral Aksener, C?ray said the possibility of early local elections is low amid Turkey's social and economic problems but the party is ready in any case. Regarding the main opposition CHP's reluctantly open stance for early local elections, C?ray said, "The CHP might have brought up the early election concept to postpone its own problems. Our cooperation was not a coalition, it was an election cooperation. We had established an electoral cooperation, an alliance against election irregularities, for votes not to be swept aside." He added that the IP will pursue its own political agenda. C?ray, a former CHP Deputy who switched to the IP after its foundation, was referring to the intraparty leadership debate in the CHP between Chairman Kemal K?l?cdaroglu and Presidential candidate Muharrem Ince. His remarks confirmed expectations that the alliance will be short lived and would not last for much longer after the elections. He also touched upon increases in a number of goods and services, saying that the government would not likely raise prices if it was considering early local elections. Regarding claims of possible cooperation with the AK Party and the MHP in Parliament, which fall short of the majority required for constitutional changes, C?ray said that IP will show a constructive opposition stance. Meanwhile, SP Chairman Temel Karamollaoglu also said Wednesday that the Nation Alliance has been terminated. In a press conference in party headquarters in Ankara, Karamollaoglu said, "The alliance was about the general elections, it expired at that point." He added that there will be no electoral cooperation in local elections. In an interview on Wednesday, K?l?cdaroglu claimed overall success in the elections and underlined the Nation Alliance as one of the successful points. To avoid a possible veto by the Supreme Election Board on the newly-established IP's participation to the snap elections, the CHP had transferred 15 Deputies to the IP to help them to form a parliamentary group and earn the right to participate in the elections. The move had caused controversy and drew mixed reactions from the public, with some saying the move was successful, while others slammed the CHP for breaching political ethics. [04] Turkish actress investigated over tweet on 'rapes' in Saudi ArabiaTurkish Hurriyet Daily News (05.07.18 http://www.hurriyetdailynews.com/turkish-actress-investigated-over-tweet-on-rapes-in-saudi-arabia-134157) reports that the Anadolu Chief Prosecutor's Office in Istanbul launched an investigation on July 4 into a Turkish actress who opposed the death penalty by tweeting about the "record number of rape incidents" in the Saudi Arabian city of Medina, Turkey's state-run Anadolu Agency reported."If the death penalty was a solution, then the lands of Medina would not break records in the number of rape incidents," Berna Lacin said in a tweet on July 3. Lacin's comments about Medina, which is the second-holiest city in Islam after Mecca, came after the Turkish public started to debate about reinstating the death penalty amid a wave of violent crimes in which a number of children and women were victimized. In a statement on July 4, the prosecutor's office said Lacin would be probed over claims she "insulted people's religious values," a charge that had previously led to jail sentences. In 2016, two Turkish journalists were sentenced to two years in prison in a case the prosecutor argued that they "insulted people's religious values," when they had republished a cover of the French satirical magazine Charlie Hebdo featuring an image of the Prophet Muhammad. After a social media storm, Lacin defended herself, saying her comment was not about Islam, but modern Saudi Arabia, where capital punishment is a legal penalty. "I was talking about the current social order of Medina. When I say Medina, why do you not think of the [Saudi] Arabian city instead of thinking of holiness? Calm down," she said on her social media accounts. "Would I be insulting Christians if I said something negative about Sweden?" the 48-year-old actress asked, adding that she was intentionally targeted by social media trolls to promote their pro-death penalty campaign.
