[01] Cavusoglu said that they will now determine the new roadmap and a "presidential system" may also be adopted in the "TRNC"

Turkey's Foreign Minister Mevlut Cavusoglu said that after the recent "elections" in the "TRNC" a debate on the "presidential elections" have started, adding: "A presidential system in the TRNC is being discussed. It could be. The important thing is the process of democracy. The important thing is the separation of powers. We have adopted the presidential system. We have already seen its benefits", according to illegal Bayrak television (10.01.18, http://www.brtk.net/cavusoglu-kktcde-baskanlik-sistemi-olabilir/).

In an interview at Anadolu Agency Editors' Desk in Ankara, Cavusoglu, commenting on the "early general elections results" in the occupied area of Cyprus, argued: "There was a democratic election, but the system was very complicated and this situation abolished the party solidarity".

Recalling that "after the election results no one came into power alone", Cavusoglu argued that "it could be a two, three or four party coalition government and in case of blockage they may go again to early elections".

Stressing that "a government should be established as soon as possible in the TRNC", Cavusoglu noted that "Turkey has always supported TRNC".

Cavusoglu further argued: "There is a benefit to establish a government as soon as possible for the Cyprus talks and for taking steps in Cyprus. Even though, the president carries out the negotiations".

Cavusoglu stated that the issues, which determined the frame of the negotiations, which took place in Geneva and in Crans Montana on July 2017 during the process of the Cyprus talks, were the joint declaration of February 2014 and the UN parameters.

He claimed that Turkey did not have any problem with these parameters, the "TRNC" started the negotiations by accepting also these parameters and Turkey supported them too. He further argued: "My observation is that the Greek Cypriot side will never approach a solution with these parameters, in other words, the Greek Cypriot side will never approach a solution based on the political equality or on any bi-zonality".

Cavusoglu further alleged that following is the reason that the Greek Cypriot side thinks that they are better as regards to the "TRNC": "We are better regarding the TRNC. For this reason they say 'we are a state' and why should we share this power with the Turks'. Besides, these thoughts for the Turks are clear. (…) there will be a rotating presidency, why should a Turk to be our president, even if it is a rotating system. Our economy is good, why should we share this economy with the Turks? We have these opportunities in our business, why should we give them to the Turks? This is the understanding. This is the mentality in the people, this is the understanding in the church and in the majority of the political parties. With such situation, the Greek Cypriot side will never approach solution with these parameters. Even and as matter of fact from the last Geneva, January 2017 until July 2017, the Greek Cypriot leader Anastasiades started to take steps back from the agreed issues and from the agreements between the two sides and the two leaders".

Claiming that Turkey is going to the negotiations with all its sincerity for a permanent solution, Cavusoglu added that the EU, the UN and Britain, as an observer country, saw it.

Cavusoglu further claimed: "When I went the next day to Hamburg, the British Prime Minister Theresa May, (the EU Commission President) Juncker and others came to us and thanked us because, honestly, the British and the EU representatives (High Representative of the EU Foreign Relations and Security Policy Federica ) Mogherini and (First Vice-President of the EU Commission, Frans) Timmermans understood that the side, who wants solution, is the Turks and the Turkish Cypriot side, but this does not bring results if we are the only side who wants solution. Because there is a side that we negotiate with".

Stressing the necessity of the determination of the parameters if there is no solution with the said parameters; Cavusoglu added that "Turkey came to mutual agreement with the TRNC that after the elections they will have an exchange of views to determine the new roadmap".

"In this process, some statements made by some people, who do not tolerate Turkey in the TRNC, disturbed Turkey", Cavusoglu said and added: "Turkey came to a mutual agreement with president Mustafa Akinci in a meeting that they would not made any announcement during the election period and they will decide together the things that will be done after the elections".

Cavusoglu further said: "Unfortunately, during this process, some things happened through the media and interviews. We do not find these correct, but let us leave these now at the side. There were elections, let a government being established, and we will see what the parameters will be".

[03] Three parties have closed the door of cooperation with the UBP

Turkish Cypriot daily Kibris newspaper (10.01.18) reports that after the statement by the People's Party (HP) that it will not establish a "government" with the National Unity Party (UBP), yesterday the Republican Turkish Party (CTP) and the Social Democracy Party (TDP) also said "no to the UBP".

Moreover, the Democratic Party (DP) does not seem positive to a 'coalition government" with the UBP, even though this position has not yet become "official". Cafer Gurcafer, general secretary of the DP, stated yesterday that her party does not see positively the establishment of a "coalition government" with the UBP. She argued that during their cooperation with the UBP they faced a lot of problems and that as general secretary of the party she does not consider a new "coalition" with the UBP to be correct.

According to the paper, in spite of the fact that there is no "official" announcement, it is alleged that CTP, HP, TDP and DP are looking for ways to establish a four party "coalition government" without the UBP. It is said that the four party "government" will be called "reform and accountability government". It is also argued that the four parties have agreed in principle and only some "minor obstacles" remain.

Under the title "Towards a government without the UBP", Turkish Cypriot daily Afrika newspaper (10.01.18) reports that only the settlers' Revival Party (YDP) stated that it is ready to cooperate with the UBP and argues that the "people" want a "government" without the UBP and exert pressure for a HP-CTP-TDP-DP "transitional government".

The demand from this "government" is reportedly to take a number of "serious decisions", such as revising the "law" regarding the "citizenship", carrying out investigations for the irregularities and re-examining the relations with Turkey and thus to persuade those who boycotted the "elections" to go to the ballot boxes and "vote" in case of new "elections".

According to the paper, the "transitional government" is also expected to carry out an investigation regarding Huseyin Ozgurgun's bank accounts and launch "legal proceedings" in case there are ill-acquired gains.

[04] Ozersay is the most popular Turkish Cypriot politician according to the results of the "mixed voting"

Turkish Cypriot daily Kibris newspaper (10.01.18) reports that the chairman of the People's Party (HP) Kudret Ozersay received the most of the "mixed votes" in the "elections" held last Sunday.

The paper writes that according to the results of the "mixed voting", the opposition parties gained the first ten places of the "voting" and the "votes" were distributed as follows: 5 for the Republican Turkish Party (CTP), 3 for the Social Democracy Party (TDP) and 2 for the People's Party (HP).

Ozersay took 7,799 "votes", the chairman of CTP Tufan Erhurman took 6,160 and the "deputy" with the TDP Zekki Celer 5,389. The paper also notes that the chairman of the National Unity Party UBP and former "prime minister" Huseyin Ozgurgun received only 1,766 "votes" and ranked 43rd among the 50 "deputies" that were "elected".

[05] 109 FETO terrorist group suspects were arrested in Turkey and in the occupied area of Cyprus

According to Ankara Anatolia news agency (10.01.18), at least 109 suspects were arrested in counter-terrorism operations across Turkey for their alleged links to FETO, the terrorist group behind the 2016 defeated coup in the country, police sources said Tuesday.

Turkish forces arrested 9 in simultaneous raids early Tuesday in the Aksaray, Denizli, and Kocaeli provinces following a warrant for 13 suspects, said a police source, who asked not to be named due to restrictions on speaking to the media.

Later in the day, 56 Turkish soldiers accused of being members of the terror group were arrested in 22 provinces and in the "TRNC" (occupied part of the Republic of Cyprus), as part of the investigation carried out by the Diyarbakir Public Prosecutor's office. 50 of them were on-duty military personnel including non-commissioned officers, one of the sources, who asked not to be named due to restrictions on speaking to the media, said.

The source said that the arrest warrant was issued following the review of the ByLock records, -- an encrypted mobile phone application used by FETO members to communicate during and after the defeated coup attempt.

Another 16 on-duty soldiers -- including officers, non-commissioned officers and specialized sergeants – were arrested in nine provinces, as part of an investigation carried out by Erzincan Public Prosecutor's Office.

Moreover, Turkish daily Hurriyet Daily News (10.01.17), a total of 48,305 people were arrested across Turkey in 2017 for suspected links to the Fethullahist Terrorist Organization (FETO), the group behind the July 15, 2016 defeated coup, Interior Minister Suleyman Soylu said on Jan. 9. "The number of those detained is nearly three times higher", Soylu told a security meeting in Istanbul.

"Even these figures are not enough to reveal the severity of the issue," Soylu said and added that the necessity and burden of establishing the country's security had increased following the coup attempt.

[06] Turkey and Croatia agreed to strengthen cooperation

According to Ankara Anatolia news agency (10.01.18), Turkey and Croatia have agreed to further strengthen their bilateral cooperation, Turkish President Recep Tayyip Erdogan said Tuesday. "We agreed to further reinforce the cooperation between Turkey and Croatia in the international arena," Erdogan said at a joint news conference with Croatian President Kolinda Grabar-Kitarovic in Ankara.

Erdogan said they discussed both bilateral relations in economy, trade, culture and politics, and also regional and international issues -- including Syria and Iraq. "We also discussed in detail the fight against terrorism with the [Croatian] President," he said.

Turkey will continue to "root out" the Fetullah Terrorist Organization (FETO) -- the group behind the 2016 defeated coup -- in the Balkans, the President said and added: "I thank them for [showing] their sensitivity in this regard".

Erdogan believed "fruitful and successful" meeting with Kitarovic will accelerate the relations.

Kitarovic, for her part, said her one-day visit to Ankara was "vital". "We do not have any problem, but of course we can further enhance our relations," she said. Kitarovic believed it is possible to increase the bilateral trade volume to $1 billion.

[07] Erdogan burns bridges with Gul

Under the title "Erdogan welcomes MHP's pre-election alliance call, inter-party meeting scheduled", Turkish daily Hurriyet Daily News (09.01.18) reports that Turkey's President Recep Tayyip Erdogan, in his address to the AKP group, lashed out at former President and prominent AKP member Abdullah Gul because of Gul's criticism of a recent decree law that provides impunity for civilians involved in thwarting the 2016 coup attempt.

"Those who were once under our party's roof but have now taken to drifting around outside in a different sort of mood have no right to say anything about our party", Erdogan said, without naming Gul.

Gul had attracted criticism from the ruling party after he criticized the latest state of emergency decree, which exempts civilians who fought against the 2016 coup attempt from criminal liability.

"Those who have fallen from the train will stay where they have fallen," Erdogan said.

Meanwhile, Erdogan has also welcomed Nationalist Movement Party (MHP) leader Devlet Bahceli's open support for his nomination in the 2019 polls and called for a pre-election alliance between the two parties, inviting the latter to a meeting on Jan. 10 to discuss a potential alliance between the AKP and the MHP.
