[A] TURKISH CYPRIOT / TURKISH PRESS[01] Aktag: We will not allow the Greek Cypriots to unilaterally appropriate the sea area around CyprusTurkish Cypriot daily Star Kibris newspaper (03.11.17) reports that Recep Aktag, Turkish Deputy Prime Minister responsible for Cypriot Affairs, has argued that Turkey will allow no one to touch even one hair from Turkish Cypriots' head. In statements during a meeting with self-styled foreign minister Tahsin Ertugruloglu yesterday, Aktag described the Turkish Cypriots as their brothers and alleged:"We have guarantee rights and responsibility which derive from the international law. We will, of course, fulfil these. Let both the Greek Cypriot side and all those who act with it know this. Let them not aspire for something wrong. This should not even cross their minds. Both Cyprus as an island and the sea area around the island is a right of both communities. We will definitely not allow the Greek Cypriots to unilaterally appropriate this. This is our political stance". Moreover, referring again to the potential of the occupied area of Cyprus to develop, Aktag described as "important steps" the transfer of water from Turkey, the upcoming transfer of electricity, the building of roads and the construction of a hospital. [02] Albayrak: In 2018 Turkey will carry out its first drilling in the MediterraneanTurkish Cypriot daily Star Kibris newspaper (03.11.17) reports that Berat Albayrak, Turkish Energy and Natural Resources Minister, has said that in 2018 Turkey will carry out its first drilling in the Mediterranean Sea with its first drilling platform. Addressing the 7th International Natural Gas Congress and Fair (INGAS 2017), Albayrak said that annually Turkey pays around 55 billion US dollars for importing energy and metal and added that they should get rid of their dependence on the foreign countries in the field of energy. Noting that they continue their seismic explorations with two vessels, Albayrak alleged:"[ ] With our first drilling platform [ ] we will realize our first deep sea drilling in the Mediterranean in 2018. This annoys and will be annoying some circles. Even before Turkey to carry out a drilling, efforts have been exerted to make a fuss saying that 'the Turks found gas'. We know what is politically behind such manipulative news. If we take rational and scientific steps, this day will come, God willing. Let no one consider the Mediterranean as sea of their father, their own wealth. As Turkey we will continue these explorations both in our own exclusive economic zone which derives from the international law and in the area licensed by the TRNC. [03] The occupation regime granted more than 11,000 "citizenships" in 18 monthsTurkish Cypriot daily Kibris newspaper (03.11.17) reports that Tufan Erhurman, chairman of the Republican Turkish Party (CTP), has argued that the National Unity Party (UBP) Democratic Party (DP) self-styled coalition government has in fear been distributing "state" land, credits and "citizenships" in an unjust manner. Speaking during a meeting of the CTP committee in occupied Lefka area, Erhurman said, inter alia, the following:"They think that they have registered voters by distributing more than 11,000 citizenships in 18 months. Because they think that these persons will go and vote for them. Everyone who lives in this country, regardless of their place of birth and national origin, saw through you by living you. Those who have rightfully taken citizenship will not become your subjects". (I/Ts.) [04] Queues in the "immigration office" prior to the "early elections"Turkish Cypriot daily Yeni Duzen newspaper (03.11.17), in its front page, reports that the queues in the so-called immigration office are being increased every day. A growing population density is being observed in the "immigration office" from those who want to obtain the "citizenship" and due to the upcoming "early election".The paper argues that since the day that the decision of "early elections" was announced, the "coalition government" has intensified its distribution of "citizenships". The "council of ministers granted a total of 114 "TRNC citizenships" within a week. (DPs) [05] KTOEOS accused AKP of being behind the establishment of the new education trade unionTurkish Cypriot daily Vatan newspaper (03.11.17) reports that the Turkish Cypriot Secondary School Teachers Trade Union (KTOEOS) stated that the new education trade union which was established in the breakaway regime a few days ago, was created following instruction from the ruling in Turkey Justice and Development Party (AKP) and with the assistance of the "Turkish embassy" in the occupied area of Cyprus.In a written statement, the head of KTOEOS Selma Eylem said that "Turkish Cypriot educators' trade union" (KIBTES) is an effort of AKP to attack the teachers in the breakaway regime. In addition, Ortam (03.11.17) reports that the United Cyprus Party (BKP) stated that the establishment of KIBTES is a step taken to separate the education trade unions. (CS) [06] Columnist claims that Berova's resignation from DP paves the way for the "official collapse of the UBP-DP minority government"In a commentary under the title: "And the government has been officially collapsed" in Turkish Cypriot daily Yeni Duzen newspaper (03.11.7), columnist Mert Ozdag reports on the "resignation" of the so-called minister of national education and culture Ozdemir Berova from his "post" and from the Democratic Party (DP) and supports that after this development, the number of "deputies" of the Democratic Party in "parliament" has been reduced from 5 to 4."After Berova' resignation from both the DP and the education ministry, the DP's parliamentary group in the assembly has been collapsed as well. A party should have at least 5 deputies in order to be able to have a parliamentary group in the assembly", Ozdag explains in the commentary. The columnist continues and supports that this mathematical logic paves the way for the DP to walk out from the "committees" and adds that Mustafa Arabacioglu who was "attending" the "committee meetings" on behalf of the DP will no longer be "attending" the "committee works". Ozdag further writes that from now on and until after the "elections" only the National Unity Party (UBP) and the Republican Turkish Party (CTP) will "attend" "committees" in the "assembly". Examining the outcome of this development from the "legal and political point of view", the columnist says that the "government which is collapsing" will be unable to "approve laws", providing as an example the "budget" which as he stresses it will be impossible to be "approved", since before to be "sent to the assembly" for "approval" it is necessary to be "approved" first from the responsible "parliamentary committee". Ozdag concludes and writes: "[ ] In brief my friends, Berova's resignation means the official political collapse of the government, the coalition partner in the government has no more a parliamentary group and thus there is no chance for the budget to be approved. So, the UBP-DP minority government has officially came to an end and passed to history. Get well soon everyone!". (AK) [07] Turkey warns Greece over military exerciseAccording to Ankara Anatolia news agency (03.11.17), Turkey on Thursday warned Greece for allegedly conducting an "illegal" joint military exercise with Egypt at the Greek island of Rhodes.In a written statement, Turkey's Foreign Ministry said it learned that Greece and Egypt are conducting a joint amphibian attack exercise from Oct. 30 - Nov. 4 at Greece's Rhodes island according to information received from Turkish military sources. The statement said that the 1947 Treaty of Paris prohibits any kind of military education activities on Rhodes island, which was transferred to Greece from Italy after World War II on the condition of being disarmed. "Therefore, this military exercise conducted on Rhodes is an open breach of international law", the statement stressed. The statement said they have conveyed warnings to the Greek Embassy in Ankara and reminded them on the importance of avoiding one-sided acts that will increase tensions in the Aegean Sea. "In this framework, we stress our expectation from Greece to avoid hostile acts and acts against international law, and we invite third parties not to be partners to these kinds of violations of Greece," the statement added. [08] S-400 missile deal with Turkey exceeds $2 billion: RussiaAccording to Turkish daily Hurriyet Daily News (online, 03.11.17), the cost of delivering the S-400 missile defence system to Turkey will exceed $2 billion, an official with Russia's state-run defence company Rostec said on Nov. 2."The cost of the S-400 deal with Turkey is worth more than $2 billion," Sergey Chemezov, the CEO of Rostec, was quoted as saying by Russia's official TASS news agency. Turkey recently agreed to purchase the S-400 system from Moscow. Previously, Russian presidential aide Vladimir Kozhin said that Moscow received an "advance payment" from Turkey for the defence system. Meanwhile, the executive committee of Turkey's Defense Industry Undersecretariat convened on Nov. 2 to discuss the modernization of the Turkish Armed Forces (TSK) and improvements in the defence industry infrastructure. The committee was also scheduled to address in detail the deal for the purchase of the S-400 missile system. Chaired by Prime Minister Binali Yildirim, the meeting included National Defence Minister Nurettin Canikli and Interior Minister Suleyman Soylu for the first time. Chief of General Staff Hulusi Akar and Defence Industry Undersecretary Ismail Demir also attended. [09] Turkey launches joint venture for first indigenous carAccording to Ankara Anatolia news agency (03.11.17), Turkey launched a joint venture to produce its first domestically-produced car in capital Ankara on Thursday.President Recep Tayyip Erdogan, Prime Minister Binali Yildirim, and Science, Industry and Technology Minister Faruk Ozlu attended the launch of the automobile industry's joint domestic venture at the presidential palace. Erdogan announced that five automotive supplier firms -- Anadolu Group, BMC, Kiraca Holding, Turkcell, and Zorlu Holding -- will jointly manufacture Turkey's first home-made car. The President expressed his gratitude to the firms and promised his "full support" for the venture. Erdogan said he expected the prototype of the first domestically-produced car to be ready in 2019 and sales to start in 2021. "I want to own the first automobile, provided that I will pay for it," he said. According to export figures released in October, export was highest in the automotive sector with over $2.6 billion, he said. According to the Automotive Distributors' Association, 423,198 cars were sold in the first eight months of this year; 294,037 of these cars were imported while 129,161 were produced domestically. [10] Mufti law passed after Erdogan's approvalAccording to Turkish daily Hurriyet Daily News (03.11.17), a contentious legal article allowing state religious officials (Muftis) to perform and register marriages was published in the Official Gazette on Nov. 3, formally legalizing the regulation after it was approved by President Recep Tayyip Erdogan.The article, which was approved by the Parliament on Oct. 18 amid fierce objections from the main opposition Republican People's Party (CHP) and the Peoples' Democratic Party (HDP), has thus now officially gone into effect. The bill, titled "Draft Law on the Amendment of the Civil Registry Services Act and Some Other Laws," passed in Parliament with support from the ruling Justice and Development Party (AKP) and the Nationalist Movement Party (MHP). The bill includes an article allowing "muftis" - religious officials from the Directorate of Religious Affairs (Diyanet) - to perform and register marriages and was submitted to Parliament on July 25, drawing strong criticism from opposition parties and women's rights groups. The law previously assigned state registrars in local municipalities to record all marriages. Critics of the new regulation argue that it will pave the way for "unrecorded marriages" and "child marriages." They also say it violates the secular principles of Turkey's civil code and will compromise the civil rights of women, including the right to divorce and heredity. President Erdogan vowed in a speech on Oct. 13 during the parliamentary discussions that the law would pass "whether you like it or not".
