[A] TURKISH CYPRIOT / TURKISH PRESS[01] Clocks set one hour back in the occupied area of CyprusTurkish Cypriot daily Yeni Duzen newspaper (18.10.17) reports that the reactions by the "opposition" and other civilian organizations yielded results and the "government" decided that clocks should be set one hour back on 29 October. Self-styled health minister Fikri Sucuoglu confirmed this information in statements to the paper, noting, however, that the clocks will be set one hour back only for a certain period of time. According to the paper, no "official" statement was made by the "government" on this issue, which was discussed at the "assembly" yesterday.Tufan Erhurman, chairman of the Republican Turkish Party (CTP) argued that continuing to implement daylight saving time is "illegal" and "contrary to the demands and the needs of the people". Meanwhile, Turkish Cypriot daily Kibris Postasi newspaper (18.10.17) reports that there will be a difference of one hour between the occupied area of Cyprus and Turkey, since the "government" was forced to decide that clocks will be set one hour back because of a law of 1940. Self-styled prime minister Ozgurgun told the paper that an old law necessitates the time change and that the timing and the climate for changing the "law" are not appropriate in the eve of the "elections". He alleged that logic says that the time in the occupied area of Cyprus should be the same as it is in Turkey and added that they might change the "law", if they consider it necessary. Turkish Cypriot daily Afrika newspaper (18.10.17) refers to the same issue under the title "Time bomb to United Cyprus" and reports that the reason for the implementation of the same time as Turkey is the fact that the occupied northern part of Cyprus is seen as a province of Turkey. "Ankara does here whatever it does there", notes the paper. (I/Ts.) [02] Akinci called on the "parliament" to take steps for improving the work of the "immovable property commission"Turkish Cypriot daily Kibris Postasi newspaper (18.10.17) reports that the Turkish Cypriot leader Mustafa Akinci stated that no developments took place at the so-called parliament regarding the "immovable property commission".He made these statements during a meeting he held with the "prime minister" Huseyin Ozgurgun and the "deputy minister" Serdar Denktas. "We will be facing huge difficulties if the immovable property commission, which is recognized as a domestic remedy by the European Court of Human Rights, fails to carry out its functions" he said and added that the term of the "commission" must be extended before it expires by the end of the year. "This is amongst the issues that need to be taken care of by the parliament before the elections" he said. [03] Akinci discussed "early elections" with Ozgurgun and Serdar; Ankara is reportedly reacting over "early elections"Turkish Cypriot daily Havadis newspaper (18.10.17) reports that Turkish Cypriot leader Mustafa Akinci met yesterday with the so-called prime minister Huseyin Ozgurgun and the "deputy prime minister" and "minister of finance" Serdar Denktas, with whom he discussed the possibility of "early elections" to take place on January 7 in the occupied area of Cyprus.Speaking during the meeting, Akinci claimed that there is a consensus concerning the issue of moving forward to "early elections" on January 7, adding that if the "assembly" approves it, then they will all "respect" the "decision". Akinci pointed out to the "importance" of the "new election law". "For me what is more important is not the date of the elections but the new law which should not include any complications", he added. On the same issue, Turkish Cypriot daily Halkin Sesi newspaper (18.10.17) reports that there are allegations saying that Turkey reacted over the "decision" taken by Ozgurgun on the issue of "early elections". Invoking reliable sources, the Justice and Development Party (AKP) government in Turkey described the "decision for early elections" as untimely. The paper adds that Ankara is reacting on the issue since it does not want for problems to be experienced regarding the "implementation of the electricity project to be transferred from Turkey to the TRNC via underwater cables". The paper adds that Turkey expressed reactions on "early elections" fearing the possibility that the "electricity project" might be suspended. (AK) [04] Ozgurgun distributed plots of rural land to young couplesTurkish Cypriot daily Gunes newspaper (18.10.17) reports that self-styled prime minister Huseyin Ozgurgun, in a ceremony organized yesterday in occupied villages of Tziaos and Kornokipos, distributed plots of rural land to young couples.Speaking during the ceremony, Ozgurgun said that their aim in distributing rural land to the youth is to make them more connected with the rural areas, to support their villages and for them to feel that the "state" has helped them. He explained that the last one year and a half, they distributed rural land to youth in 40 occupied villages and they are planning to distribute in 20 more occupied villages. (DPs) [05] New prisons are built in occupied Neo Chorio Kythreas on an area of 93 donumsTurkish Cypriot daily Kibris Postasi newspaper (18.10.17) reports that the breakaway regime is starting to build new prisons with a capacity of 765 persons in occupied Neo Chorio Kythreas village after a place was determined for the new prisons. According to the paper, the building will accommodate 500 adult males, 100 adult females and 65 children and it will have an open prison for 100 persons. The prisons will be completed within 500 days and will cost 75 million Turkish liras (TL). The project will be carried out according to a "protocol" signed in 2015 between the Turkish Cypriot Building Contractors' Union and the Building Contractors' Union of Turkey.Representatives of the companies and trade unions related to the project visited yesterday the self-styled interior minister, Kutlu Evren, who in statements after the meeting, said that they have finally reached the stage of building the new prisons, which have been on their agenda for the last decade. He noted that the facilities will be built on an area of 93 donums [Translator's note: A land measure of 1000 square meters] by a consortium of Turkish Cypriot (52%) and Turkish companies (48%) and added that a part of the project costing 39 million TL will be built by Turkish Cypriot companies and a part of 36 million TL by Turkish companies. Evren said that the building will include ateliers and facilities for sport and social events. (I/Ts.) [06] The occupied area of Morphou is being developedUnder the title "Morphou is changing and developing", Turkish Cypriot daily Kibris newspaper (18.10.17) reports that the self-styled mayor of occupied village of Morphou Mahmut Ozcinar said that the "region has become ready for the new century with the completed infrastructure projects and the new investments for the future". He added: "We have completed all the projects that we have promised to the citizens and we have been engaged in new investments".Ali Cansu, the paper's journalist, writes that "the people in Morphou avoided making any new investments, to invest in the residential areas, the existing working places to the fields. While in other towns the population was increasing and there were huge investments in the education and tourism sectors, Morphou was declining." Cansu further reports that the development in occupied Morphou was accelerated by the investments of the "Middle East Technical university", the "Lefka European university" and the "Cyprus university of health and social sciences". Only then people started to make investments. Speaking to the paper, Ozcinar argued that all the projects that they promised to their "citizens" during the "election period" will be completed by 2018. He stressed that the most important development in the occupied area of Morphou is the sewage system. He explained that the sewage system and its network in the occupied villages of Morphou and Zodia were completed with the support of the European Union, adding that the wastewater will be used for agricultural reasons. "We are also recycling rubbish and green trash with the EU", he noted. He further said that they aim for the new central building of the "municipality" of occupied Morphou, which is 3,000m2, to be completed by November 2018. Referring to the population of the occupied area of Morphou, Ozcinar said that the 10% of the population are "university students". He also said that the old train station will be restored with the cooperation of the "ministry of tourism". He concluded by saying that the "municipality" in the terms of international relations, is represented in the Council of Europe and its membership of the Union of municipalities in Turkey is continuing. (DPs) [07] Turkey's DSI has opened a tender in Turkey to assign "private companies" with duties related with the "water transferred project"Turkish Cypriot daily Havadis newspaper (18.10.17) reports that Turkey's Water Affairs Department (DSI) has opened tenders in Ankara the day before yesterday in order to assign some "private companies" with the "duties" of rendering the "water transferred from Turkey to the TRNC", to be potable.According to the paper, the tender procedures will be launched in Ankara and Turkey aims to assign "private companies" with the "duty of the operation and control of the facilities to be built, the renovation, cleaning and provide periodic control services". The paper adds that the tender is open for both local and foreign companies. The name of the winner of the tender will be announced on November 13, adds the paper. (AK) [08] Turkey and Poland seek to boost trade to $10 billionTurkish Hurriyet Daily News (18.10.17) reports that Turkey and Poland have signed five deals, aiming to increase the bilateral trade volume to $10 billion annually, as Turkish President Recep Tayyip Erdogan said during a visit to Warsaw on October 17."Bilateral trade, currently worth $6 billion, should rise to $10 billion. We should prioritize banking, automotives, energy, textiles and health tourism," Erdogan told a business forum following a joint press meeting with his Polish counterpart Andrzej Duda. "We have signed five deals with Poland. Turkish Airlines currently provides five flights to Poland per week but this fails to meet the demand. A Turkish Airlines team will be here soon to request permission for more flights," he said, adding that this will help increase the number of tourists in both countries. Erdogan was accompanied by a large delegation including Foreign Minister Mevlut Cavusoglu, Energy Minister Berat Albayrak, EU Minister Omer Celik, Defense Minister Nurettin Canikli and Economy Minister Nihat Zeybekci. Meanwhile, the Turkish President also complained that the EU has so far sent Turkey only 885 million euros, less than a third of the 3 billion euros pledged in the refugee deal signed in 2015. Under the EU-Turkey deal, which came into effect in March last year and has largely halted the tens of thousands of migrants crossing from Turkey to Europe, Brussels promised to speed up the allocation of 3 billion euros of aid money. "I always say this: Let us know if you are not going to accept us. You should not waste our time and we should not waste your time. Let's finalize this," Erdogan said in Warsaw. "They cannot make their decision on this but we are saying: 'We will not be the one to leave the table.' We are waiting for their decision," he added. [09] Turkey, Georgia, Azerbaijan sign defense accordTurkish Daily Sabah (18.10.17) reports that Turkish Chief of Staff Gen. Hulusi Akar signed a defense agreement with the Georgian and Azerbaijani defense chiefs on Oct. 17.Akar met Azerbaijan's Defense Minister Gen. Zakir Hasanov and Georgian Chief of Staff Gen. Vladimir Cachibaia in Tbilisi, the Turkish Armed Forces said in a statement on its website. "In this meeting between the three countries, we will discuss military and defense industry cooperation," Akar told reporters before the three-hour meeting. Regional developments and the fight against terrorism were also discussed. In June, the armies of the three nations held joint exercises, dubbed Caucasian Eagle, in Georgia.
