[01] Akinci will meet with the British Secretary of State for Foreign and Commonwealth Affairs Johnson tomorrow

According to the paper, the meeting will be held at 11:45 in the morning (Turkish time) and not at 13:00 as it was previously announced.

[02] "Eide seeks for a road map"

After meeting with Akinci yesterday, Eide said that a way out could not be found yet and that he will continue meeting with the leaders so that this way out is found. "I do not think that this will be easy, but we will do whatever we can though shuttle diplomacy", he noted adding that the decision for returning to the table will be taken by the leaders.

Replying to a question, Eide said that a date for a meeting has not been decided yet, but there are some dates on which they worked in Switzerland. What is more important than the date of the meeting is to focus on the "big picture", he argued adding that the two leaders and everybody involved in the process could see which the framework of the final agreement will be, but the problem is how we will reach there. "Understandable differences in tactics exist for moving to that direction", he said.

Arguing that the "last mile" is always the most difficult in the negotiating processes, Eide noted that in all successful negotiations a crisis comes out at a certain point. He recalled that there have been some minor disagreements but not a serious crisis during the past 19 months of the Cyprus negotiations.

Asked whether the stance of Greece on the guarantees has been overcome, Eide replied that he talks several times a week with the parties involved, including the sides that signed the treaty of guarantees, and in these discussions he feels that no one is happy with the current situation and that everybody worries.

Eide referred to a "regression" because of not achieving the expected agreement in the second round of the Mont Pelerin talks, but he said that he does not think that the differences are unbridgeable.

[03] Eide met with Denktas and Erhurman

In statements after the meeting, Denktas argued : "We do not want the negotiations on the Cyprus problem to be prolonged. A date for a five-party conference should be determined the soonest. We conveyed these views to Mr Eide".

Denktas also argued that the developments are not very positive, that some steps are being made for finding a way for the resumption of the talks and that we will reach that point. He said that the two leaders should meet and reach a result "in this or that manner".

Noting that some steps have been made and the result will be known next week, Denktas alleged that the Turkish Cypriots "remained very behind" on some points because of the so-called isolation and that he told Eide that they will face problems if they do not overcome this "isolation".

"We explained the reasons of out insistence on the primary law and we noted our views regarding the guarantees", he concluded.

Meanwhile, Erhurman described his meeting with Eide as "fruitful" and added that they are trying to find out where the problem came out at Mont Pelerin. He said that CTP has been holding meetings with Greek Cypriot AKEL and DISY parties and exerts efforts to help the leaders in the solution process.

"As far as we could understand, the problem comes out as matter of strategy. Actually it concerns the tactics of the two sides rather than the substance", he argued and added that he told Eide that the tactics of President Anastasiades of "let me take everything I can on the territory at Mont Pelerin and let only the guarantees remain for the five-party conference" was unacceptable for the Turkish side.

[04] Turkish FM talks to UN Adviser over Cyprus after failed talks

Cavusoglu and Eide discussed the latest developments to find a peaceful solution to the more than 40-year-old conflict on the eastern Mediterranean island, Dogan News Agency reported citing Turkish diplomatic sources.

[05] Kurtulmus: "It seems like the negotiations will be extended into the next year"

Speaking after the Council of Ministers meeting yesterday, Kurtulmus said that the Cyprus issue was amongst the issues taken up during the meeting.

Noting that the talks held at Mont Pelerin, Switzerland had collapsed after reaching a certain point; he said that there were issues which were of paramount importance for Turkey.

Stressing that Turkey approaches the issues of territory, security and guarantee sensitively, Kurtulmus said that Turkey also maintains its sensitivity on the free movement of Turkish citizens and services once a settlement is reached.

"We are supporting a settlement in Cyprus. However we want to underline that while we do support a solution in Cyprus there are some principles which are essential for Turkey. The first is the issue of rotating presidency. We are also in favour of the talks being conducted on the understanding of establishing a bi-zonal partnership based on political equality", he added

Kurtulmus also said that any settlement to be reached needed to have the essence of a partnership. "We believe that the principles of a just administration and sharing are important for achieving a peaceful solution. We also underline that the continuation of Turkey's effective guarantee is extremely important for achieving a lasting solution on the island. We hope that the negotiations will reach a certain point by taking these sensitivities which are essential for Turkey into account. We were hopeful that a result could have been obtained from the talks before the end of this year. However, from where things stand at the moment, it seems like the negotiations will be extended into the next year", Kurtulmus said.

[06] Milliyet reports what occurred at Mont Pelerin summit

The paper reports that two diplomats were following the process in Switzerland and they were informing from moment to moment Ankara. During the first summit in Switzerland the fact that the Turkish Cypriot side decreased the percentage of the territory to 29% from the 36% that they already own, created shock in Ankara. Then the self-styled prime minister Huseyin Ozgurgun, who had met with Turkey's President Recep Tayyip Erdogan, made a statement saying that "there cannot be any concessions on the issues of guarantees and territory". The summit was interrupted with a demand of the Greek Cypriot side. Akinci, upon his return to the occupied area of Cyprus, gave the message to Anastasiades that "it is his turn".

According to the paper, Akinci and his team left from the occupied area of Cyprus (for the second summit) with the thought that the Greek Cypriots will take steps. He had a consultation meeting again with Foreign Minister Mevlut Cavusoglu in the small hours in Istanbul. In the meeting, it came to the forefront that the Greek Cypriots could abandon the summit without results on the pretext of Greece. Ankara and "Lefkosia" (translator's note: Akinci and his team) were determined to insist on the five-party meeting. When Akinci arrived in Switzerland, he was uncomfortable with the behavior of the Greek Cypriot leader. They even avoided taking pictures together as they did in the first summit. The leaders did not accept to make a "handshake" by saying "later". When the summit began, things happened as the Turkish Cypriot side expected. The Greek Cypriot leader put conditions for the five-party meeting by putting forward Athens. Akinci objected to the conditions of "removing the guarantees and the final withdrawal of the military". Therefore, the first meeting ended with crisis.

Karahasan further wrote: "Nicos Anastasiades in the view of the Turkish Cypriot's stance 'it is your turn, what opening will you do', he implied that he may accept the map that was in the Annan plan. Akinci gave a positive signal to his proposal and asked Anastasiades 'Don't you accept the rotating presidency and the guarantees, which are included in the Annan plan?' Greek Cypriot leader's replying was 'I don't accept'. Then Akinci said 'you will take what you want, but you say no to the rights of the Turkish Cypriots'. The Greek Cypriot side turned the issue on the number of the persons that will return. The process came to a deadlock with Anastasiades' stance. The Turkish Cypriot side, in the end of the consultation with Ankara, announced that 'the summit was at a dead end'."

[07] Denktas alleges that the Turkish Cypriots' "political equality" and "sovereignty" are not included in the Cyprus talks

Denktas argued that while talking about solution they do not accept the "dissolution" and added that "we do not wish to enter into war by saying that we want peace as if there is no peace today in this country".

Referring to the international community, he alleged that no one has the right to leave the Turkish Cypriots in the mercy of the Greek Cypriots and that they "do not have the right to condemn the Turkish Cypriot people to uncertainty".

Denktas accused the Greek Cypriot side of being insincere in the Cyprus talks and of not accepting the Turkish Cypriots as one of the "two owners of the island". He alleged: "Either the Greeks accept it or not, the Turkish Cypriot people are one of the two owners of this island. Either the Greeks recognize it or not, the TRNC exists. It has proved itself to the whole world".

Furthermore, Denktas called on the participants in the congress to "be on guard", because they are represented at the negotiations by a team which "cries because no result was taken" and "reflects this in the newspapers". He alleged: "Now the negotiations will resume and the Greek Cypriots will give some small things which will make this crying team to laugh a little. And the guarantees will be watered down in return of this. Thus the army will begin to withdraw from the island step by step. In the end of the day the island will be turned into a Greek island. Let us not permit this island to become a second island of Crete. [?]"

[08] New Cyprus Party suggest the participation of Greek and Turkish Cypriot political parties in the solution procedure

The party, who issued a statement commenting on the recent developments of the Cyprus problem, said that the issues left could be solved with the participation of the political representatives who live in the island which could form a temporary political organ.

According to the party, the issues solved could be implemented immediately adding that the temporary political organ could be formed, in case of a solution, to the executive organs of the federal assembly.

[09] Arikli indicates the model of Kosovo, Taiwan or Nakhchivan for the "continuation of the existence" of the breakaway regime

Referring to the period of the referendum of the Annan plan, Arikli alleged that the great majority of the Turkish Cypriots voted in favor of the plan after the demand by several officials of their motherland. "It's being 140 years now that the fate of these people is determined by others. Those who govern in Turkey should take into account the Turkish Cypriots and respect their will".

Arikli claimed also that if the Cyprus negotiation process collapses, the Turkish Cypriots have other alternatives. He, however, pointed out that annexation with Turkey is not amongst these alternatives. "The TRNC is a Turkish state among the Turkic World, which was established as a result of an armed struggle. The Turkish Cypriot people, is a people capable to live in this state. This state is a commitment to our martyrs and heroes", Arikli also alleged.

"The negotiations came to a deadlock, the existence of the state would continue after implementing either the Kosovo model, or the Taiwan model or the model of Nakhchivan", Arikli also said.

[10] Cakici registered the TKP

As it was announced, the Social Democratic Party (TDP) "deputy" in occupied Lefkosia, Mehmet Cakici, who resigned from TDP, registered the newly established party yesterday at the so-called ministry of interior.

In a short written statement yesterday after the registration of the party, Cakici stated that, as of today, the Turkish Cypriots would have a new alternative, the TKP, which has deep roots from the past.

[11] Strong criticism to Cavusoglu by KTOS and KTOEOS

In a written statement, the general secretary of KTOS, Sener Elcil condemned strongly Cavusoglu for the statements he made at the Hala Sultan Theological School and described Cavusoglu's statements especially in a period where the Cyprus negotiation process continues, as devastating. "On the one hand, Cavusoglu states that he supports a federal solution in Cyprus and on the other hand, it wants the change of the education and the judicial system in the TRNC, aiming our integration with Turkey. This shows Turkey's insincerity towards the negotiation process and it proves also that the political parties which remained silent are Turkey's puppets. We exerted a lot of efforts for the existence of the Turkish Cypriot community and we do not afraid of the 'sergeant of the imam's army who wishes to turn our country into a country of sheikhs, dervishes and Sufism dervishes", Elcil said.

Meanwhile, in a separate statement, the chairman of KTOEOS, Tahir Gokcebel condemned Cavusoglu for stating that five more theological schools will open in the "TRNC" and claimed that Cavusoglu, with the above statements, mocked the "court's decision" which ruled out the contrary. Gokcebel warned the Turkish officials that the Turkish Cypriot community will continue its resistance struggle for its identity, culture, religion and language and accused them of turning their mediation to the internal affairs of the "TRNC" as a habit.

[12] The occupation regime to organize a roadshow in Baku

According to the paper, so-called minister of tourism and environment Fikri Ataoglu accompanied by a delegation, will depart today for Baku, Azerbaijan for the organization of a tourism roadshow fair there.

Speaking about the occupation regime's promotion activities abroad, Ataoglu alleged that even though they have obstacles in their new initiatives by the Greek Cypriot lobby, their aim is to intensify their promotion campaigns. He also added that their aim is to increase flights towards the "TRNC" and claimed that different aviation companies will start carrying out flights to "north Cyprus" in the next days.

[13] Turkey, EU officials to meet in Brussels to discuss migrant deal

Turkish EU Minister Omer Celik is scheduled to meet the EU Commission Vice President Frans Timmermans, EU Commissioner for Migration Dimitris Avramopoulos, EU Commissioner for Security Julian King and EU Commissioner for Energy Miguel Arias Canete, Turkey's EU ministry said in a statement on Nov. 28.

Celik is expected to discuss recent developments on Turkey-EU ties as well as the fight against terrorism, migration, visa liberalization, global climate and energy with his counterparts in Brussels.

He will also chair Turkey-EU civil society meetings in Brussels which are set to be held with the participation of the Turkish and European press, civil society, academics and business representatives.

Celik is also expected to deliver a speech at the Education in Emergencies Forum, which is being organized by the European Commission to raise awareness on education for migrants.

[14] Turkey court accepts indictment against HPD Deputies

The Izmir Public Prosecutor's Office had charged HDP co-chair Figen Yuksekdag, who is in jail on terror charges, and HDP Deputy Erdal Atas with "making propaganda for a terrorist organization."

Another HDP lawmaker, Mizgin Irgat, was charged with "promoting crimes and criminals," said the source, who spoke on condition of anonymity due to restrictions on talking to the media.

The prosecutor's office brought the charges to court after investigating speeches given by the HDP lawmakers during a panel discussion in Izmir in February.

The speeches referred to the outlawed Kurdistan Workers' Party's (PKK) actions as a "people's struggle" and were thus included in the indictment as charges for "terrorism and propaganda for a terrorist organization." TURKISH AFFAIRS SECTION
