[A] TURKISH CYPRIOT / TURKISH PRESS[01] Akinci says that the system of guarantees in Cyprus will be adjusted according to the new structure to be created with the solutionTurkish Cypriot daily Kibris newspaper (03.09.16) reported that Turkish Cypriot leader, Mustafa Akinci and President Anastasiades had exchanged views on Friday on the issue of security and guarantees. In statements after the meeting, Akinci commented on the information published in the Greek Cypriot press that the leaders had discussed the change of the system of 1960 guarantees and noted that a new structure will be created with the solution and the system of security and guarantees will be adjusted according to the new situation.Akinci reiterated that the issue of the Treaty of Alliance and Guarantees will be concluded at a five-party conference and claimed: "It should not be forgotten that the Turkish Cypriot people see their security in Turkey's guarantees and not in the international forces. I think that it is useful to once more stress this. We are not in 1960. The conditions of 2016 are different of course than the conditions of 1960. It is obvious that a new structure will be created with a solution. The structure of the bi-zonal bi-communal federal Cyprus, which we will establish formed by two politically equal founding states, will constitute one of the most evident characteristics of these new conditions. Of course, the security and guarantees system will be adjusted according to this new situation. It is possible to build a new system in which both sides will feel secure in a manner which will take into consideration this new structure. [?] As Turkish Cypriot and Greek Cypriot leaders we have exchanged some not binding views on the issue of security and guarantees today. It should also not be forgotten that the Treaty of Alliance and Guarantees is an international agreement. Its final shape will be concluded at a five-party conference". Referring to the recent illegal visit of the Turkish Foreign Minister to the occupied area of Cyprus, Akinci said that Cavusoglu had also noted that the target is to find a system in which both sides will feel secure with the solution. He recalled that Cavusoglu had said during their joint press conference that Turkey and Greece started to unofficially discuss the issue of guarantees and that the time for the discussion of the issues has come. [02] Ozersay held a meeting with AkinciIllegal Bayrak (03.09.16) broadcast that the leader of the Peoples' Party (HP) Kudret Ozersay held a meeting with the Turkish Cypriot leader Mustafa Akinci.Speaking to reporters after the meeting, Ozersay said that he had found the opportunity to exchange views and discuss with Akinci the latest developments in the "country" as well as the Cyprus negotiations process. The HP leader also underlined the importance of maintaining a healthy channel of information with all circles regarding the negotiations process, the need to keep any criticisms at a civilized level and to refrain from political polarization. [03] Yildirm evaluated the first 100 days of Turkey's 65th government; Turkey will continue to contribute for the development of CyprusTurkish Cypriot daily Demokrat Bakis (03.09.16) reports that Turkey's Prime Minister Binali Yildirim evaluated on Friday the first 100 days of Turkey's 65th government. Referring to the performance of the government, Yildirim said that the new 3 yearly financial programme with the "TRNC" (translator's note: the breakaway regime in the occupied area of the Republic of Cyprus) has been approved, adding: "We will continue to make the necessary contributions for the development and progress of Cyprus (translator's note: Yildirim refers to the breakaway regime in the occupied area of Cyprus)".Meanwhile, Turkish daily Sabah newspaper (online, 02.09.16) reported that Yildirim convened with the Cabinet at Cankaya Palace in Ankara on Friday to mark the 100 days of Turkey's 65th government, vowing to sustain the country's security without making any compromises. Speaking at the meeting, Yildirim strongly dismissed any possible reconciliation with the PKK terrorist organization, underlining that the solution lies with the citizens themself. Touching upon many issues in his televised briefing with Ministers, the Premier said that Turkey was aiming to patch up strained relations with its allies while making no compromises in its fight against terror both inside and outside the country. The assessment meeting on the first 100 days of the government was attended by all Ministers as each of them also provided detailed information on the actions that they plan to take or have already taken. As Prime Minister Yildirim once more noted Turkey aims to increase friends and lessen its foes, and stressed that there will certainly not be any loosening on the counter-terrorism fight. He underlined that 52,000 DAESH suspects from 145 countries have been restricted from entering Turkey as well. He also informed that the government has spent TL 10 billion ($3.4 billion) on the fight against terrorism, adding that any mayors found backing militants would be removed. Though he did not give a timeline for restoring ties with either of the Arab nations, Prime Minister Yildirim said that Turkey would like to see normalization in Egypt and Syria so that Turkey can also better its relations with these countries. Commenting on economy, Yildirim stated that there have been significant efforts made in the Ministry of Economy as he stated that Turkey's Sovereign Wealth Fund (SWF) has been established. [04] Turkish Cypriot daily on the issue of guarantees in Cyprus; Columnist is against the guarantees because he does not trust TurkeyTurkish Cypriot daily Afrika newspaper (04.09.16) argued that the idea of a new system of guarantees in Cyprus reportedly submitted by Turkish Cypriot leader, Mustafa Akinci during his meeting with President Anastasiades last Friday allegedly belongs to President Anastasiades. According to the paper's publisher, Sener Levent, the proposal provides for Turkey guarantying the Turkish Cypriots living in the northern part of the island and Greece the Greek Cypriots living in the south.Levent argues that the proposal had been submitted eight years ago by the "Democratic Rally Party front" and that former Turkish Cypriot leader Talat was briefed about it, but rejected it by saying that "it is tantamount to division". "It is still not known how the Greek Cypriot side sees this proposal which Akinci put on the table after taking the approval of the Turkish government in Ankara", writes the columnist. Levent continues his reference to the issue in his column in Afrika today (05.09.16) and reports that Kudret Akay, "director" of the so-called EU office of the regime, sent him a letter replying to the above information. According to Akay, he is the one who first submitted this idea for a new system of guarantees in Cyprus. "The idea was formed during studies that I had carried out on Cyprus in Britain between the years 1993-1994", he said adding that he discussed the issue in various platforms with members of the European Parliament with the Labor Party. Akay argued that in 1995 he shared this idea with Mustafa Akinci and that the issue was rejected by the former Chief of the Turkish General Staff General Hilmi Ozkok. Thanking Akay for the information he shared, Levent notes that he does not agree with him. He adds: "I believe that the new system of guarantees will bring us trouble, just like the old one. Especially, I do not trust Turkey which is heading with quick steps towards becoming an Islamic Republic and has become much more aggressive than in the past. In today's shameless world, occupying a country has become much easier. It is not even necessary to be a guarantor. Is Turkey a guarantor of Syria? But see how it suddenly entered in it [?]" (I/Ts.) [05] Ozersay argues that some areas should stop being "military zones"Turkish Cypriot daily Kibrisli newspaper (05.09.16) reports that Kudret Ozersay, chairman of the People's Party (HP), has argued that the status of some "military zones" in the occupied area of Cyprus must be reexamined. In statements while visiting the occupied villages of Kapouti and Louroudjina, Ozersay said that "we are not in the conditions of 1974", that the conditions have significantly changed and in case his party comes to "power" they will end the "military zone status" of some areas.Ozersay expressed the view that the "structure" which exist in the "country' for 40 years cannot continue anymore and added that his party was established to change the "system" and not to adapt with it. Meanwhile, Turkish Cypriot daily Havadis newspaper (05.09.16) publishes an interview with Ozersay in which he criticizes the fact that the "government" of the regime continuously puts the Cyprus problem onto the agenda and argued that this is because it has no actions to show. He said that even during the press conference the "government" organized to talk about its actions, the most significant part was devoted to the Cyprus problem. (I/Ts.) [06] Ozyigit warned that the circles which favor the non-solution in Cyprus have increased their actions and statementsTurkish Cypriot daily Ortam newspaper (05.09.16) reports that the chairman of the Social Democracy Party (TDP) Cemal Ozyigit , in a written statement, stated, inter alia, that some circles which favor the continuation of the non-solution and the distorted status in Cyprus, have increased their actions and statements against the solution. "These actions will bang into the communities' will for a solution", Ozyigit added.Referring to the recent meeting at the so-called presidential palace between the Turkish Cypriot leader Mustafa Akinci and the political parties, Ozyigit argued that during the meeting, although the "coalition government' parties", had not expressed any worries, still, they are trying to confuse the public opinion by making several statements. "This is an insincere stance and is not good-intentioned", Ozyigit stressed. Recalling that those circles had shown a similar stance in the past during the period of the referendum, Ozyigit supported that it is meaningful especially in this critical stage of the Cyprus negotiation process for such preventing and subversive activities to appear. Ozyigit reiterated that Turkish Cypriot leader Akinci and his "negotiating team" are exerting efforts with decisiveness and sincerity to reach to a fair a viable solution on the Cyprus problem that will protect the Turkish Cypriot "people's rights and interests". (AK) [07] "Alliance for Independence" supports reaction of the regime towards AkinciIllegal Bayrak (04.09.16) broadcast that the council for the "Alliance for Independence" has expressed support to the "government's" reaction on the Cyprus problem.Members of the council who visited "foreign minister" Tahsin Ertugruloglu demanded that Turkish Cypriot leader Mustafa Akinci conduct the Cyprus negotiations process "in harmony with the government and by respecting the political will of the Turkish Cypriot people". The president of the Council for the "Alliance for Independence" and the chairman of the "human rights society" Hasan Yilmazisik criticized Akinci and the negotiating team of remaining silent "despite the constant disinformation being spread by the Greek Cypriot side", as he alleged. He said that the "government's" reaction to this and its request to have a representative on the negotiating team was timely and justified. For his part, Ertugruloglu said that their intention was not to stoke a fight between the different offices of the state or to demoralize the public. "However the fact that there are differences in opinion and vision between the president and the government is an undeniable reality" he said. Ertugruloglu also highlighted the importance of Turkey's guarantees for the Turkish Cypriots, alleging that Turkey should have the unilateral right to intervene in Cyprus if the Turkish Cypriots' security was threatened. "We are aware that Akinci is issuing statements on the issue of guarantees but what we want is to know in detail what these guarantees will include or encompass. Will Turkey have a unilateral right to intervene? This is what is really important for us" he said. He also claimed that Turkey's unilateral right to intervene must be maintained in whatever new model of guarantees is agreed upon. "I'm not accusing Akinci of not sharing our sensitivities as there is no information to back up such a claim. However the fact that he has not voiced this sensitivity does raise question marks" he added. [08] 58 refugees under arrest after attempting to enter the free areas of the Republic of CyprusTurkish Cypriot daily Kibris Postasi newspaper (05.09.16) reports that 58 refugees, 3 of them from Syria and 55 from Pakistan, were arrested by the Coast Guard authorities in Turkey after they attempted to travel illegally to the free areas of the Republic of Cyprus with a fishery vessel.According to information acquired, the refugees had embarked in the fishery vessel from the Manavgat River in Antalya and were arrested by the Coast Guard team offshore of Side, writes the paper. (AK) [09] Erdogan urges Obama for unified stance against terrorAnkara Anatolia news agency (04.09.16) reports that Turkish President Recep Tayyip Erdogan told his United States counterpart Barack Obama that their countries continue to maintain a "model partnership", but called for a unified stance against the existence of the PKK/PYD in northern Syria.Erdogan and Obama held a 45-minute closed meeting on the sidelines of the G20 summit in China -- their first since a July 15 coup attempt in Turkey left 240 people martyred and 2,200 others injured. Erdogan underlined that the countries have a "special relation", but stressed that they "should adopt a shared attitude against all terrorist organizations as NATO member countries". "There is no good terrorist or bad terrorist; every kind of terrorism is bad," he said. Erdogan stressed that Turkey's fight against terror organizations such as Daesh in Syria and Iraq as well as the PKK, PYD and YPG -- the armed wing of the PKK/PYD terror group -- would continue determinedly. "We do not want the formation of a terror corridor on our southern [border]," he said, adding that Turkey's military was fighting alongside coalition forces with this objective. "I believe we will be successful in this fight," Erdogan underlined. Erdogan and Obama also addressed on Sunday the extradition of U.S.-based Fetullah Gulen, who Turkey says he is the leader of the Fetullah Terrorist Organization (FETO), which is accused of fomenting the July 15 coup attempt. Erdogan said that Turkey's Justice Minister and Interior Minister -- accompanied by other delegates -- are due to visit the U.S. to discuss the issue. The U.S. President also thanked the government and the people of Turkey for "your exceptional humanitarian support of refugees as well as hosting more refugees than any other country in the world". Regarding the July 15 coup attempt, Obama described the Turkish people as having shown their belief in democracy by taking to the streets to protest the failed putsch. Condemning the coup bid, Obama said he had reassured Erdogan that the U.S. judicial authorities would work together with Turkish officials to bring the perpetrators to justice. During Sunday's meeting, Erdogan was accompanied by Deputy Prime Minister Mehmet Simsek, Foreign Minister Mevlut Cavusoglu and National Intelligence Agency Chief Hakan Fidan. Earlier in the day, the Turkish President also met with German Chancellor Angela Merkel. On Saturday night, Erdogan held his first meeting with Russian President Vladimir Putin since ties between Moscow and Ankara entered a new phase following an Aug. 9 meeting in St. Petersburg. [10] Turkey opens second front in Syria's northTurkish Hurriyet Daily News (05.09.16) reports that the Turkish military, which has backed Syrian rebels' advance on Islamic State of Iraq and the Levant (ISIL) in Syria as part of its Euphrates Shield operation, has opened a new front in the neighboring country with tanks and other armored vehicles entering al-Rai.The front across from the Turkish province of Kilis is 25 kilometers west of the initial front opened 12 days ago. The Turkish General Staff said the air force also joined the operation by hitting two ISIL targets in al-Rai on Sept. 3, adding that the army did not fire on any non-ISIL targets. In addition, Turkish daily Sabah (03.09.16) reported that the Turkish army and police are securing the construction of a concrete wall along the borderline with Syria with a view to maintaining security across the Turkish border, governor of the south-eastern Sanliurfa province, Azim Tuna stated. The wall construction is taking place amid strict security measures along the border of Suruc city, where one of the most important routes is located, which was used to connect the PKK terrorist organization with PYD, the group's wing in Syria. [11] Kilicdaroglu: AKP interpretation of the political unity after failed coup was only about getting the support of the opposition partiesTurkish Hurriyet Daily News (05.09.16) reports that Kemal Kilicdaroglu, the head of Turkey's main opposition party, has complained that the ruling Justice and Development Party's (AKP) interpretation of the political unity which emerged following the July 15 failed coup attempt was only about getting the support of the opposition parties for governmental actions without considering the necessities of democracy and rule of law."What was the 'Yenikapi Spirit' about? A strong democracy. We said 'yes' for democracy. We said 'yes' for measures to avoid future coup attempts," Kilicdaroglu, leader of the Republican People's Party (CHP), told daily Hurriyet. "What they [the AKP government] understand from the Yenikapi Spirit is: 'We'll do everything and the opposition should lend us support?' What we understand from this, however, is to cooperate on measures to strengthen our democracy in order to prevent future coup attempts," Kilicdaroglu stressed. Some measures implemented through the authorities granted to the government by the declaration of a state of emergency were in violation of the Constitution and democratic norms, Kilicdaroglu recalled, arguing that in some cases this power has been used on people who had nothing to do with the coup attempt. "The authority you have taken from the Parliament is about the fight against FETO [Fethullahist Terror Organization]. You cannot use it to clear out the universities and against dissidents that have no connection with FETO," he said. [12] Turkish Minister announces 'very strong consensuses with EUTurkish Hurriyet Daily News (04.09.16) reports that Turkey's European Union Minister and chief negotiator Omer Celik, said that his meeting with the bloc's 28 Foreign Ministers had resulted in a "very strong consensus" that they should work more closely after ties soured.Celik expressed Turkey's strong disappointment with the EU's initial reaction to the failed coup attempt on July 15. "As a result of the meeting, there is very strong consensus about focusing on a positive agenda and further enhancing cooperation between Turkey and the EU," Celik told reporters after his talks with EU Ministers in Bratislava. Celik told journalists that Turkey would "continue to implement" the migrant deal reached in March with the EU even if its demands on visa liberalization were not met. At the same time, he warned that without a visa deal, Ankara would not be part of any new arrangement to manage what he said were expectations of a greater migrant influx in the future. Celik said that the current security situation meant it was not realistic to expect the Turkish government to relax its anti-terror laws now, as required by the EU. He did not rule out, however, it could be done in the future and said Ankara was ready for talks on that with the Council of Europe, a European human rights body of which Turkey is a member. [13] New 'Ottoman Party' founded in TurkeyTurkish Hurriyet Daily News (04.09.16) reports that a new political party called the "Ottoman Party" has been founded in Turkey with the slogan "Turkey is the Leader."The party features Arabic words on its emblem and aims to "participate in the next elections by forming organizations in a short period of time." "Nothing will be the same. We will place everything in an institutional structure," the head of the party, Ibrahim Unye, said, adding that they would "change politics in Turkey." "In the near future, we will have a camp, complete our training and announce our projects. We will reach the furthest point of our country. We will knock on every door", he also said. Noting that members of the Ottoman Party are "from the heart of Muslim Turkish society," Unye said they were creating projects for "the Muslims in Turkey and the world." "We will cultivate all of the soil that our ancestors graced under the name of Turkish-Islamic unity. No one will be able to fool around on Muslim soil," he added. A total of 30 people can gather and found a party in Turkey, according to the law on political parties. [14] The occupation regime was represented in a tourism fair in GermanyUnder the title: "The TRNC in a tourism fair in Germany", Turkish Cypriot daily Bakis newspaper (05.09.16) reports that the occupation regime was represented in the tourism fair "Tour Natur 2016" which took place in Dusseldorf, Germany.According to a statement issued by the so-called ministry of tourism and environment, the occupation regime was represented in the fair with its own stand. The fair attracted more than 40 thousand participants, writes the paper.
