[01] Talat: Those who want to invest on occupied Greek Cypriot properties should not be afraid

Turkish Cypriot daily Diyalog newspaper (13.08.15) reports that former Turkish Cypriot leader and chairman of the Republican Turkish Party (CTP), Mehmet Ali Talat has said that those who want to invest on occupied Greek Cypriot property until the solution of the Cyprus problem should not be afraid. In statements to Diyalog TV's director Resat Akar, Talat argued also that Turkey's guarantees should continue after the solution and this position is included in his party's statute.

Referring to the property issue, Talat said that a property commission will be established with the participation of an equal number of Turkish Cypriot and Greek Cypriot members and one foreigner who will be approved by both the Turkish Cypriots and the Greek Cypriots. He noted that all issues will be directed to this commission. Arguing that the responsibility on the property issue will belong to the founding state, Talat said that "everyone should be at ease".

Referring to the global exchange of properties, Talat said that this was a proposal submitted by the late Turkish Cypriot leader Rauf Denktas, who had noted that Turkey would pay their compensation debt.

Talat claimed that the Turkish Cypriot and Greek Cypriot citizens will not come face to face with each other on the property issue, which will be settled by the "Turkish Cypriot state". As to how the problem will be solved, Talat argued: "Resources will be created. The property will be evaluated. Resources will be secured from Turkey. The EU has accepted to help on the issue of the money. International organizations and big states will contribute".

Talat alleged that the actual problem is not the property, but the governance and power sharing. He expressed the view that they need a sustainable economy and when they achieve this, they will be able to pay all compensations. "A solution is absolutely necessary for this", he said and alleged that the Cyprus problem has been created because of "a lack of understanding in governance and power sharing".

Talat said that the life of the Turkish Cypriots will not be in danger anymore and added: "The security for us is a sustainable economy and to be a part of the international law". He claimed that in order for their safety not to be in danger, equality in governance and power sharing is needed.

Talat also alleged that the Greek Cypriots want a solution because the economy of the Republic of Cyprus has collapsed. "They saw that the ambition to administrate the entire island did not benefit them much", he argued.

Referring to the issue of guarantees, Talat said that the EU has never asked to become a guarantor power in Cyprus and added that the issue will be discussed among Turkey, Greece, Britain, the Greek Cypriots and the Turkish Cypriots. "The treaty of guarantees will not change in case one of them says no", he argued.

Referring to the role of the press in the solution process, Talat said: "Some newspapers wrote that Greek Cypriots started asking their houses and the Turkish Cypriots prepared their hunting rifles. This is dangerous and should be forbidden. We have to make a special law for this. The reason of the existing concerns was the fact that the Greek Cypriot press brought onto the agenda issues which have not been discussed at all. The Greek Cypriot press brings onto the agenda made up stories. It is wrong to accept them".

[02] Turkish Cypriot real estate agents are "concerned" on the property issue

Under the title "Real estate agents are concerned", Turkish Cypriot daily Yeni Bakis newspaper (13.08.15) reports that Hasan Sungur, chairman of the Turkish Cypriot "real estate agents' union", has argued that the "politicians" are making "wrong and insensible statements" on the property issue and this situation has negatively influenced the real estate market. He noted that even those who are holders of "title deeds" granted by the breakaway regime have started to be afraid now.

Sungur described as wrong the statement made by "politicians" that both the Greek Cypriot owners of occupied properties and the "users" of the properties for 41 years have rights on these properties.

He alleged: "Who is the user for 41 years they referring to? What we possess in our country is not a right to use document, but a title deed. I refer to a title deed given under TRNC's constitution and law and I am saddened by the fact that a politician comes out and calls right to use document the title deed and user the holder of this title deed. We are having title deeds, not use documents [?]".

[03] Ozgur: We are having a convenience marriage, not a love marriage with the Greek Cypriots

Turkish Cypriot daily Star Kibris newspaper (13.08.15) reports that Birikim Ozgur has said that the current situation is appropriate for reaching a solution in Cyprus. Responding to a question on a program of Ada TV yesterday, Ozgur said: "At this stage we are having a convenience marriage not a love marriage. Therefore, it is very important for the community to discuss the issues, evaluate them, cautious approaches to prevail and be satisfied within this framework".

Referring to the project of brining electricity from Turkey to the occupied area of Cyprus, Ozgur argued that this will strengthen the Turkish Cypriots in the negotiations and should be used well. He added: "[?] This is an issue which will directly influence the Cyprus problem. In case together with the water, an electricity connection is established with Turkey, the Turkish Cypriots will be much stronger in this convenience marriage. [?]"

[04] Turkish Cypriot daily reveals why the breakaway regime insists on an alternative road for Deryneia area crossing point

Turkish Cypriot daily Kibris newspaper (13.08.15) reports that so-called security circles of the breakaway regime in the occupied area of the Republic of Cyprus insist on building an alternative road for the opening of a crossing point in Deryneia area, because of the protest held in 1996 in that area and the murder of Greek Cypriot Solomos Solomou. The paper recalls that the community leaders have agreed on the opening of two crossing points: in Deryneia and Apliki areas. It is estimated that the opening of both crossing points will take long.

The Famagusta Initiative activist, Serdar Atai told Kibris that the problem derives from the concerns of the "security authorities" which are worried that the Greek Cypriots will use this point as a means of "counter-propaganda" because of Solomou's murder. "We do not want to hear military pretexts any more", noted Atai adding that they conveyed this view to UN Secretary-General's Special Adviser Espen Barth Eide during their last meeting. He said that they expect an agreement to be reached on the route of the crossing point by the end of August.

UN spokesman Aleem Siddique told Kibris that a lot of work needs to be done for the opening of both crossing points and added that technical problems exist. Siddique said that the UN will asphalt the road in both crossing points and in both sides of the Green Line.

Finally, the co-chairman of the committee of Lefka Apliki area and chairman of Lefka foundation trustee committee, Vehip Nekipzade said that the works are proceeding very slowly. He noted that they were expecting the road to be open in October but it seems that this will happen by the end of the year.

[05] Sucuoglu says that they will increase the "budget" for tourism and the incentives for charter flights

Turkish Cypriot daily Kibris newspaper (13.08.15) reports that Faiz Sucuoglu, self-styled minister of tourism of the breakaway regime in the occupied area of the Republic of Cyprus, has said that they will increase the budget in the field of tourism and the incentives for charter flights in order for entering into 2016 in the best way.

In statements to Kibris, he said that they will spent for tourism an amount of 2-3% of their budget.

Sucuoglu noted that he had met with many businessmen and industrialists in Istanbul and everyone wants to invest in the occupied area of Cyprus, but some problems exist and they should overcome them.

Sucuoglu said that in October a group of 300 businessmen and industrialists will visit the occupied area of Cyprus from Istanbul. He noted that these businessmen are "huge" businessmen in the world, not only Turkey.

Referring to his contacts in Istanbul, he said that he met with officials of Odeon company, which carries six million tourists to Turkey and with Corendon Airlines which annually brings 20 thousand tourists in the occupied area of Cyprus. He added that they will do whatever they can to solve the problems which Corendon is facing.

[06] Erdogan's aide appointed as regiment commander of the Turkish occupation army

Turkish Cypriot daily Afrika newspaper (13.08.15) reports that tank staff colonel Bekir Furkan who is the first aide-de-camp of the Turkish President Tayyip Erdogan was appointed as regiment commander of the Turkish occupation army in Cyprus.

[07] Bradford "drugs baron" Akarcay arrested in occupied Famagusta

Turkish Cypriot daily Kibris Postasi newspaper (13.08.15) reports that Bradford "drugs baron" Hasan Akarcay who was on the UKs most wanted list has been arrested in occupied Engomi, Famagusta.

Akarcay, 59, was wanted by the West Yorkshire Police over allegations of dealing class A drugs. He was identified as part of an investigation into drugs and organized crime. Akarcay was believed to have fled to the occupied area of Cyprus in December 2006.

It is believed that there was a European Arrest Warrant out for his arrest and he has been on the Crimestoppers UK website as part of the Zygos Operation.

KIBRIS POSTASI newspaper discovered yesterday that Akarcay was arrested in Engomi after movements in his bank accounts caused awareness. He was taken into custody on the suspicion of money laundering after he was followed for some time. The paper reports that this is the first in the case where bank accounts have been followed on suspicion of money laundering.

[08] Increase in internet users in the breakaway regime

Turkish Cypriot daily Halkin Sesi newspaper (13.08.15) reports about the number of internet users in the breakaway regime and writes that in a two years period there was a 45% increase in the number of persons using internet.

According to the paper, during the first six months of 2015, the internet users in the breakaway regime were 327,803. As regards the users of tablets and smart phones the number was increased up to 81%.

[09] Another monument abandoned in the breakaway regime

Turkish Cypriot daily (13.08.15) reports that the tomb of Nikokreon who was the last king of Salamina, is abandoned and not accessible to tourists. According to the paper, the mausoleum which is located near occupied Engomi village is left in a very bad condition.

[10] Erdogan rules out expanding deadline for coalition talks

Turkish Hurriyet Daily News (13.08.15) reports that in a move widely interpreted as a strong sign of his desire for an early election, Turkish President Recep Tayyip Erdogan said he doesn't have any authority to extend the approaching deadline for the forming of a new coalition.

"I don't have any authority to stretch out the 45 day [deadline]," Erdogan said, responding to questions from reporters when asked whether he planned to use an initiative to extend the deadline for ongoing coalition efforts. He noted he would take only the required steps according to his presidential authority within the 45 days period.

As a matter of fact, less than a week after the June 7 parliamentary election, Erdogan said a snap election would be "inevitable" if both the incumbent ruling Justice and Development Party (AKP) and the Republican People's Party (CHP), who both received the highest number of votes in the election, failed in efforts to form a new government within the constitutional limit of 45 days.

Erdogan gave the mandate to form a new government to incumbent Prime Minister, AKP leader Ahmet Davutoglu, on July 9 and the deadline for an agreement on a working coalition is Aug. 23 or Erdogan could call a new election. "Erdogan refused to elaborate when asked if he is willing for a snap election.

[11] Pro-government Turkish media giving 'negative appraisal' of AKP-CHP coalition talks

Turkish daily Cumhuriyet (12.08.15) reported that Star, Akit, and Yeni Safak, newspapers known for their pro-government alignment, have given a negative appraisal of the ongoing talks and efforts of the AKP [Justice and Development Party] and the CHP [Republican People's Party] to form a coalition. Noting that the two parties have failed to reach agreement on seven issues, Abdulkadir Selvi, the Ankara representative of Yeni Safak, wrote that "this coalition will probably be impossible."

The pro-AKP Star reported the four-hour 20-minute meeting between CHP General Chairman Kemal Kilicdaroglu and AKP General Chairman and Prime Minister Ahmet Davutoglu on Tuesday with the headline "Negative Outlook for Coalition." The Star article says that "reports on 35 hours of exploratory talks state that many of the policies of the two parties are diametrically opposed." Akit reported the meeting with the headline "Work Continuing on the Impossible." The associated story says that nothing is likely to come out of the AKP-CHP meeting and that the conservative and religious voters who make up the constituency of the AKP are not in favor of an AKP-CHP coalition because of their negative and skeptical views of the CHP values about religion and faith.

In the meantime, Yeni Safak writer Abdulkadir Selvi reported the backstage of the coalition talks between Kilicdaroglu and Davutoglu. Noting that the two parties have failed to reach agreement on seven issues, Selvi wrote that "this coalition will probably be impossible." He added that the dispute over the Ministry of National Education and the system of mandatory religion classes will be cited as the reason for the failure to form a coalition in the next election campaign.
