    [01] Bagis says Cyprus should apply to the breakaway regime, if it wants to talk to Turkey

    Illegal Bayrak television (10.07.12, online) reports that Egemen Bagis, Turkish Minister responsible for EU Affairs, reiterated today that Turkey recognizing the Cypriot EU term presidency is out of the question. "Let no one expect us to recognize a state that we do not recognize, because others call it 'president'. Let the hungry hen not think that she is in a warehouse with corn'", said Bagis.

    Bagis alleged that if the "Greek Cypriot administration", as he described the Republic of Cyprus, wants to be Turkey's interlocutor, it should apply to the "TRNC", breakaway regime in the occupied area of Cyprus, and added that Turkey could take the messages of the Republic of Cyprus through Turkish Cypriot leader Dervis Eroglu. "If they want to be interlocutors of Turkey, they have neighbours right next to them. They will apply to the TRNC. If they have any message, we will take it through Mr Eroglu", he noted.

    [02] The regime licensed TPAO to carry out land drilling for oil in Morfou

    Under the title "The second license is for Morfou", Kibris newspaper (10.07.12) reports that Sunat Atun, self-styled minister of economy and energy of the breakaway regime, stated yesterday that the regime gave a license to the Turkish Petroleum Corporation (TPAO) to carry out land explorations for oil and natural gas in an area located in the north of occupied Morfou.

    In a written statement issued on Monday, Atun said that the drilling work in occupied Mesarya plain, which had started on 26 April 2012, has reached a depth of 2250 meters. He said that in the end of the year they plan to start large-scale seismic surveys "within the borders of our country" and noted that the aim of the license in the area of occupied Morfou is to obtain the desirable results in the explorations and fully portray the geological structure of the occupied area of Cyprus.

    [03] TDP and DP to boycott the "assembly" due to the developments in occupied Lefkosia municipality; Kucuk says they will pay the salaries

    Under the title "Boycott", Havadis newspaper (10.07.12) reports that the self-styled assembly of the breakaway regime could not convene extraordinarily yesterday, as the opposition parties demanded, in order to discuss the "decree in the power of law" issued by the "government" and provides for the "compulsory 90-day leave" of the "mayor" and the members of the "municipal council" of occupied Lefkosia municipality. The "MPs" of the National Unity Party (UBP) did not go to the meeting.

    The chairmen of the Social Democracy Party (TDP) and the Democratic Party (DP) Mehmet Cakici and Serdar Denktas respectively said that the citizens came to the point of clashing with each other and accused the "government" of the chaos experienced in the occupied area of Cyprus. Noting that they could not tolerate the "government" any more, TDP and DP brought onto the agenda the boycotting of the "assembly".

    Furthermore, the chairman of the Republican Turkish Party (CTP), Ozkan Yorgancioglu said that the "decree" regarding the developments in occupied Lefkosia municipality should immediately be annulled, "mayor" Cemal Bulutoglulari should submit his resignation and the "police" and "the attorney general's office" should quickly complete their investigation so that those who are responsible to be taken to "court".

    Meanwhile, according to Turkish Cypriot daily Star Kibris newspaper (10.07.12), the self-styled prime minister of the regime, Irsen Kucuk stated yesterday that tomorrow they would pay the salaries for May and June to the employees in occupied Lefkosia municipality. He noted that a 14-paragraph series of measures will be implemented and asked from the employees to return to their work today. He said that they will take the necessary action against those who will not go to their duties on Thursday.

    Furthermore, Savas Bozat, chairman of trade union of the employees in occupied Lefkosia municipality (BES), described as positive development the payment of two salaries tomorrow and noted that they want to meet with Kemal Deniz Dana, "district officer" and acting mayor of occupied Lefkosia, in order to find out his views. He said that they generally agree with the measures of the "government" and added that they will meet with the employees who most probably would start working today.

    Finally, under the title "We disgraced ourselves in the world", Turkish Cypriot daily Halkin Sesi newspaper (10.07.12) reports that tourists, who visit the occupied area of Cyprus, walk around in heaps of garbage in the occupied part of Lefkosia. According to the paper, the tourists are shocked in front of the view they see. "Everywhere we walk is full of garbage. Such situation exists nowhere else in the world. It is a full disgrace", some tourist told Halkin Sesi. Asked whether they were thinking of visiting the occupied area of Cyprus again, the tourists replied with a single word: "no".

    [04] Second part of KADEM research shows that the numbers of persons immigrate from the breakaway regime increased

    Under the title: "Young people are leaving", Turkish Cypriot daily Kibris (10.07.12) publishes the second part of a research conducted by KADEM Research Company, regarding the income of households in the breakaway regime and the persons who immigrate.

    According to the research, the income of households has been reduced during the last five years. The 45% of the persons participated in the research stated that their household income remained the same, 43.6% stated that it was reduced and 11.4% stated that it remained the same, during the last year.

    In addition, the number of the persons who immigrated was increased. According to the results of the survey, the biggest immigrate wave of the last ten years was observed in 2011 (749 persons). During the last ten years, 3.762 persons left the breakaway regime. The 65% of the persons immigrated, were men and the 35% were women. The 52% of the persons immigrated, were between 23-30 year old. The 66.4% of the persons immigrate to Britain, 20.8% to Turkey, 3.5% in Austria and 3.2% to the free area of the Republic of Cyprus.

    The survey was conducted with a sample of 3148 persons, with face-to-face interviews. The persons participated in the survey were over 18.

    [05] Deputy Dean of illegal Near East University to participate in the International Conference on Sustainable Built Environment in Indonesia

    Turkish Cypriot daily Gunes newspaper (10.07.12) reports that Huseyin Gokcekus, the deputy dean and chairman of the department of civil engineering of the illegal Near East University, was invited to the International Conference on Sustainable Built Environment (ICSBE) which is taking place in Yogyakarta, Indonesia.

    Gokcekus will deliver a speech at the conference, under the subject "The effect of global climate change in north Cyprus".

    According to the paper, Gokcekus, like the other participants, will participate in a dinner hosted by Sultan Hamengku Buwono X of Yogyakarta, and will also meet with various academicians.

    [06] Hollande is set to put bill for Armenian genocide back on table

    Turkish daily Hurriyet Daily News newspaper 910.07.12) reports that new French President Francois Hollande is set to put a new bill on the table to criminalize denials of the 1915 Armenian genocide despite improving Ankara-Paris ties following previous Turkish anger at a similar motion by Hollande's predecessor.

    ?he head of a group representing Armenians in France said a day after Ankara issued cautious messages on the latest developments: ?France will present a new law punishing denial of the Armenian genocide in the fall?

    Franck Papazian, co-president of the Coordinating Council of Armenian Organizations of France (CCAF), told Agence France-Presse he would meet with Hollande later in the month to discuss the bill, "which will be prepared by the government and proposed in the autumn."

    Hollande on July 7 confirmed plans for a new law criminalizing denial of the alleged Armenian genocide.

    Elaborating on Hollande's remarks yesterday in Ankara, Turkish President Abdullah Gul said that in his bilateral meeting with the new French ?resident, they agreed to move Turkish-French relations forward and strengthen ties while taking mutual interests into account. Turkey will follow the outcome, Gul said, adding that they would not act on speculation.

    There may be political motives behind the French ?resident's latest remarks supporting a new draft bill criminalizing the denial of Armenian allegations regarding the incidents of 1915, Turkish European Union Minister Egemen Bagis said yesterday. "As the rate of the votes Mr. Hollande received in elections is close to the number of votes he could not collect, he may be seeking to expand his political ground," Bagis said. Turkey will now monitor the steps to be taken by France, he added.

    The Turkish Foreign Ministry is also paying more attention to a statement from French Foreign Minister Laurent Fabius made in a meeting between the two countries' foreign ministers on July 5 in Paris, a ministry official told the Hurriyet Daily News. During the joint press conference, Fabius recalled that an earlier attempt to penalize the denial of the genocide allegations was annulled by the French Constitutional Council and severely hurt bilateral relations. He added that a fresh attempt in Parliament would mean experiencing such bitter times again.

    Turkey has ended its sanctions against France thanks to Hollande's positive approach toward Turkey in a restoration of ties that had deteriorated under the rule of former French leader Nicholas Sarkozy.

    [07] "Tension rising over banned BDP protest"

    Under the above title, Turkish daily Hurriyet Daily News newspaper (10.07.12) reports that tension is rising between the pro-Kurdish Peace and Democracy Party (BDP) and the Governor's office in the eastern province of Diyarbakir, over a BDP rally that is planned to be held in the province on July 14. While the Governor's office has announced that it will not permit the rally, the BDP has said it will hold the event anyhow.

    In a written statement made by the Governor's office, it is stated that the date of the planned meeting coincides with the first anniversary of the incident in which 13 soldiers were killed and 7 soldiers were injured, as a result of an attack made by members of the Kurdistan Workers' Party (PKK) and the Kurdistan Communities Union (KCK) in Diyarbakir's Silvan district.

    The date also coincides with the announcement of democratic autonomy last year, the governor's statement added. Kurdish umbrella organization the Democratic Society Congress (DTK), had declared "democratic autonomy" during an extraordinary congress with 850 delegates in Diyarbakir last year, at which it invited Kurds to introduce themselves as democratically autonomous citizens of Kurdistan.

    "Obtained information includes details about illegal groups and entities attempting to provide participation in illegitimate organizations and activities, attempting to provoke the security officers against our citizens, and to attract the public to the streets by means of misinforming them. Also, the statements and news of various media organs about this meeting may cause hatred and hostility among our citizens by inculcating them with ideas such as 'resistance' and 'war,'" the statement read.

    Meanwhile, BDP leader Selahattin Demirtas said the governor's office had not given permission to any BDP activities for the past year, and that they would not step back until the jailed PKK leader Abdullah Ocalan was released.

    "We want to hold the meeting to underline that a political solution is not possible independent of Ocalan. However, the state's approach to this rally demonstrates their approach towards a solution, and shows that the state does not want a solution," he said.

    The BDP also sent a press release and said they would still organize the meeting on the 14th, despite the governor's warning. TURKISH AFFAIRS SECTION
