    The discussion tomorrow at the European Parliament Foreign Affairs Committee of the draft resolution on Turkey's progress draft report 2010 calling, inter alia, on Ankara to start withdrawing its troops from Cyprus, Eroglu's meeting with and his advisory committee, the discussions on a possible establishment of a "coalition government", an agreement to establish a new airline to replace bankrupted illegal Turkish Cypriot airlines, the participation of the breakaway regime in Travel Turkey Fair in Izmir, announcement of an agreement on the new working hours in the occupied areas of Cyprus, and other internal issues are the main topics covered by the Turkish Cypriot press today.

    [01] Eroglu convenes his advisory council

    Turkish Cypriot daily Kibrisli (08.12.10) cites information from Eroglu's press office that Eroglu's advisory council convened two days ago to discuss issues regarding the current negotiations and the upcoming meeting in Geneva. The council's previous meeting was on 2 December, after the New York meeting, in order to evaluate the situation and prepare future strategies.

    [02] Discussions on "coalition government" might start after adoption of "budget"

    Turkish Cypriot daily Yeni Duzen (08.12.10) reports that Mutlu Atasayan, acting general secretary of the National Unity Party (UBP), said that consultations to establish a "coalition government' in the occupied areas of Cyprus might start after the "budget" is adopted by the "assembly". Responding to questions of illegal TAK news agency, Atasayan noted that the debate on the "budget" in the "assembly" will be on 13-24 December. "I do not think that we will start discussions for a coalition during this period. This will remain after the debate on the budget", he said.

    Furthermore, the Turkish Cypriot daily Kibris (07.12.10) reports that Serdar Denktas, chairman of the Democratic Party (DP) said that as long as the UBP does not amend the financial protocol it signed with Turkey, DP does not consider establishing a "coalition government" with it. Denktas noted that his party might discuss the issue of participating in a "coalition government" if the protocol is amended following new talks with Turkey and added that they could not become "pawns". Furthermore, he expressed the view that a "coalition" between the UBP and the Social Democracy Party (TDP) will be established in 2011 and noted that this "coalition" will further increase the "chaos" as it will not solve the problems of the breakaway regime.

    Moreover, in statements to Kibris, Mehmet Cakici, chairman of the TDP, said they have not discussed the issue of establishing a "coalition" with the UBP and added that the "budget" is their priority at the moment. Pointing out that the developments regarding the "budget" will be decisive, Cakici noted that after the debate on the "budget" anything could happen, including "early elections".

    [03] "Smuggling via a military vessel"

    Under the above headline, Turkish Cypriot daily Afrika (08.12.10) reports that the Turkish Navy ship Candarli is engaged in smuggling. The paper says that the ship loads great quantities of cigarettes and alcoholic drinks from (occupied) Cyprus, which are then sold by officers and junior officers.

    The issue was revealed when Taner Des, serving on the ship, allegedly committed suicide last February. A shipmate contacted his family 5 months after telling them that their son did not commit suicide, but was killed. The sailor, who wishes to remain anonymous, delivered a 5 page handwritten letter to the family, according to which Des knew about the smuggling and was killed because he said he would report it to his commanders.

    [04] New airline established in the occupied areas of Cyprus

    Under the title "It seems it will fly", Turkish Cypriot daily Haberdar (08.12.10) reports that businessmen from the occupied areas of Cyprus held a meeting yesterday at the self-styled ministry of public works and transport and established the "Committee of the New Turkish Cypriot Airlines Company". After the meeting they declared that they signed a "good will agreement" to establish the new company which will be the "flag carrier" of the breakaway regime.

    According to the agreement, 60% of the new company will belong to the private sector and 30% to the "TRNC". The holder of the other 10% of the shares will be determined at a meeting to be held in three days.

    According to information obtained by Haberdar, this 10% will be given to the Turkish Airlines (THY). However, THY needs a decision of its administrative council to buy these shares. That is why the three-day delay is necessary. The "minister' of transport, Hamza Ersan Saner said the aim of the regime is for the new company to start flying in March or April 2011.

    In statements to Haberdar, Ismail Abidin, representative of Akmina Travel and Cratos Premium, said that the new company will be established in ten days and it will immediately be given permit to fly. He noted that with the new company 2011 will be a much better year for tourism and transportation.

    The paper writes that the meeting at the "ministry" lasted seven and a half hours. Ali Ozmen Safa, Mustafa Ozun, Unal Caginar, Metin Sadi, Kaan Kaner, Andac Gunay, Dimag Caginer and Ismail Abidin were among the businessmen who participated.

    [05] "TRNC" to be represented in "Travel Turkey" exhibition

    Turkish Cypriot daily Halkin Sesi reports that the "TRNC" will participate in the "Travel Turkey" fair and conference, which will take place in Izmir, from 9-12 December. The breakaway regime will be represented in an area of 104m2. The so-called minister of tourism, environment and culture Kemal Durust will visit the fair and also deliver a speech.

    As the paper reports, during his stay at Izmir Durust will meet with Turkey's minister of Culture and Tourism, Ertugrul Gunay, to discuss the "TRNC's tourism plan." He will also have meetings with the governor of Izmir district, the Izmir metropolitan municipality mayor, the chairman of the Izmir Trade Chamber, and leading representatives of Turkey and Aegean area tourism sector. Durust will be accompanied by the so-called director of tourism promotion and marketing department, the so-called Ismir consul and the so-called Izmir tourism coordinator.

    The press conference given by Ria-Oomen Ruijten, the European Parliament's rapporteur on Turkey, on the draft resolution penned by her which inter alia, criticizes Turkey for its refusal to open its ports and airports to traffic for Cypriot vessels, reports that Israel agreed to apologise to Turkey and pay compensation to relatives of the victims of Mavi Marmara attack, statements by Egemen Bagis in Denmark on Turkey's EU bid and the Cyprus problem, Pakistani Premier's contacts in Turkey, the arrest of Julian Assange, founder of Wikileaks and other internal issues are some of the main stories covered by today's Turkish press.

    [06] Statements by Egemen Bagis in Denmark on Turkey's EU bid and the Cyprus problem

    Ankara Anatolia news agency (07.12.10) reported from Copenhagen that Turkish State Minister and Chief Negotiator for EU talks Egemen Bagis said on Tuesday that Turkey will continue to be patient for EU membership despite double standards.

    "Turkey will conclude its own preparations and will be ready for full membership in 2014. This is not only a union project but a peace project," Bagis said addressing a conference organized by the Danish European Movement in Copenhagen.

    Bagis said some EU countries are still prejudiced against Turkey, noting that Turkey is not a burden, but contributes to the EU. He added that Turkey upgraded its standards despite all the efforts to block opening of some chapter headings, "Turkish people deserve better living conditions and EU is one of the most important driving force for the reforms," he said.

    Bagis thanked Denmark for supporting to Turkey's EU membership. He also asked for support to Turkey's fight against terrorism.

    On the Cyprus problem, Bagis said it is not fair that some chapter headings are blocked, the "Cyprus problem did not constitute a problem for the Greek Cypriot side to join the EU. However, this is presented as an obstacle for Turkey. This is not fair," he said, adding "Turkey does its best for the solution of Cyprus question and supports the ongoing talks. Turkey will support a solution agreed by both parties and accepted by the peoples of both sides."

    Bagis said Turkey is at a critical point in respect to access to energy resources, "however, the energy chapter could not be opened because of the opposition of Greek Cypriot party," he said.

    Bagis said Turkey is a good model for the other Islamic countries as it integrates Islam and democracy.

    Asked whether withdrawal of Turkish troops in Cyprus is on the agenda, Bagis said most of the troops would have withdrawn if the Annan Plan had been approved.

    Asked to comment on Turkey's rejection of a draft resolution at the UN regarding sanctions on Iran, Bagis said, "Turkey does not want Iran to have nuclear weapons, either, but at the same time we do not believe that sanctions will be beneficial." He said sanctions will further isolate Iran adding there is room for dialogue.

    [07] Turkish Minister calls on Canadian businessmen to invest in Turkey

    According to Ankara Anatolia news agency (07.12.10), addressing the Turkish-Canada Business Forum in Istanbul on Tuesday, Turkish State Minister for foreign trade Zafer Caglayan invited Canadian businessmen to invest in Turkey, adding that Turkey provided the most comprehensive incentive system for research and development.

    "Turkey will invest $110 billion in the energy sector over the next ten years. We were not able to reach an agreement with South Korea for Turkey's second nuclear power plant. Canadian nuclear energy firms are welcome to engage in talks for the construction of Turkey's second nuclear energy plant," said Caglayan. He listed energy, environment, innovative technologies and green energy as possible areas of cooperation between the two countries.

    Turkey and Canada will sign a double taxation agreement by the end of the year, Canada's International Trade Minister Peter van Loan said. He added that his country is very eager to boost trade with Turkey, which is the reason it opened a consulate-general and plans to open an office of the Export Development Canada in Istanbul. He said the Canadian government is seeking new investments in Turkey, adding that of the two countries could work together especially in energy as Canada. He said tourism, technology, transportation and mining industries offer further cooperation opportunities, and called on Turkish firms to invest in Canada.

    [08] Talks on Iran's nuclear programme to be held in Istanbul

    According to Ankara Anatolia news agency (07.12.10) a Turkish Foreign Ministry press release says that High Representative of the EU for Foreign Affairs and Security Policy Baroness Catherine Ashton called Minister of Foreign Affairs Ahmet Davutoglu and informed him of the talks in Geneva between Iran and P5+1 countries, that Turkey's contribution in this process is appreciated, and that it was agreed to hold the next meeting in Turkey at the end of January.

    Davutoglu welcomed the initiation of talks in a constructive framework. He stated that Turkey will continue to contribute to global and regional peace, adding that Turkey is pleased with the decision to hold the next meeting in Turkey and that Turkey will be glad to host participants.

    [09] "Turkish, Pakistani leaders co-chair cooperation council"

    According to Turkish daily Hurriyet Daily News (online, 07.12.10), under the above title, Turkish and Pakistani prime ministers co-chaired their first high-level cooperation council in Ankara aimed at establishing a unique platform to provide a long-term strategic direction to bilateral relations Addressing the Turkish Parliament, Pakistani PM Syed Yusuf Raza Gilani said the cooperation mechanism will strengthen relations especially in trade. President Abdullah Gul decorated the Pakistani prime minister with a state medal of honour for the latter's contribution to friendly relations between Turkey and Pakistan

    Pakistani Prime Minister said in his address to the Turkish Parliament that "the meeting will prepare the ground for both countries to reach our common goals," expressing the hope that the mechanism would strengthen the relationship especially in trade and help the countries attain a $2 billion trade volume in 2012.

    [10] Turkey will integrate an ombudsman system into its structure

    Under the title "Fierce competition expected for Turkey's first ombudsman", Turkish daily Today's Zaman (online, 08.12.10) reports that Turkey prepares to integrate an ombudsman system into its structure.

    Among the names mentioned for the candidacy are Professor Ergun ?zbudun, who has been very instrumental in drafting a new constitution for Turkey, former head of the Supreme Court of Appeals Osman Arslan, former Parliament Speaker K?ksal Toptan and former Education Minister Vehbi Din?erler.
