[A] TURKISH CYPRIOT PRESSStatements by the Turkish Cypriot leader Eroglu after his meeting yesterday with President Christofias within the framework of the Cyprus talks, the continuing reaction to the economic measures and other internal issues are the main topics covered by the Turkish Cypriot press today.[01] Eroglu: ¤he two sides to submit comprehensive proposals on propertyIllegal Bayrak television (30.08.10) carries on its website a statement by the Turkish Cypriot leader, Dervis Eroglu, after his meeting with Demetris Christofias in the framework of the negotiations that the two sides agreed to submit comprehensive proposals on the property issue at a meeting to be held in the first week of September.Eroglu also said that at yesterdays meeting the two sides explained their views and positions regarding the property issue. Turkish Cypriot daily Gunes newspaper (05.08.10) covers yesterdays meeting between the two Cypriot leaders, under the headline: Greek Cypriot crisis at the negotiations. The paper writes that while Eroglu continues the negotiations with goodwill, Christofias is trying to cause a crisis when there is no issue. The paper adds that Christofias statement that there are serious disagreements between the two sides at the negotiations gave the first signal for the creation of a crisis. [02] Turkish trade union assesses the economic measuresTurkish Cypriot daily Havadis newspaper (05.08.10) reports that the Trade Union of Turkeys Education and Science Employees (Egitim-Sen) has condemned the attack against the participants in the rally, which was organized in the occupied areas of Cyprus last Monday, and the arrest of trade union leaders. In a written statement released yesterday, Egitim-Sen argues that efforts are exerted to silence the workers and push them to despair.Egitim-Sen expressed the view that the ruling circles in Turkey and the occupied areas of Cyprus as well as the AKP government in Turkey are behind the violence used by the police. It said that the above-mentioned circles agreed to impose the package of economic measures even by force, if necessary. The trade union accused the AKP of trying to implement in Cyprus its offensive policy against the employees in Turkey and its stance in favour of the capital. (I/Ts.) [03] The illegal Turkish Cypriot airlines reduces its fleetTurkish Cypriot daily Kibris newspaper (05.08.10) reports that an airplane used by the illegal Turkish Cypriot airlines (KTHY) under the name of Mesaoria has been returned to its owner, which is an American company. The airplane, a Boeing 737-800 with passenger capacity of 180, has already been registered in the US Aviation Department and it will continue flying in the American skies. Kibris recalls that the above-mentioned airplane came to the occupied areas of Cyprus on 13 May 2009 with a pompous ceremony as the seventh aircraft of the KTHY. The paper writes that two other airplanes of the company, named Famagusta and Morfou, will also be returned to the owner company.(I/Ts.) [04] Hotel occupancy rate of hotels in the occupied part of Cyprus exceeds 70%Turkish Cypriot daily Kibris newspaper (05.08.10) reports that the occupancy rate of the 4 and 5-star hotels in the occupied areas of Cyprus exceeds 70%, in spite of the negative developments in the Turkish Cypriot Airlines and the crisis in air transport. The paper writes that this is an indication that locals prefer to spend their vacation on the island this year. It seems that the occupancy rate will increase to 85% in September, adds Kibris.Moreover, the chairman of the Turkish Cypriot Hoteliers Union (KTOB), Mehmet Dolmaci told Kibris that the fall in tourism observed in July, will show a further decrease in August. He noted that reservations in July decreased by 30% in comparison to the same period in 2009 and added that the decrease, which is related to foreign tourism, will continue in August and September. [05] The Folkloric Dance Group of occupied Famagusta municipality to participate in a festival in PortugalUnder the title They will present our culture in Portugal, Turkish Cypriot daily Kibris newspaper (05.08.10) reports that the Folkloric Dance Group of the occupied Famagusta municipality will participate in the 26th International Folkloric Azores Terceira Festival in Azores islands, which belong to Portugal. The festival will be held between 6 and 17 August with the participation of representatives from 12 countries.(I/Ts.) [B] TURKISH PRESSTurkish press today focuses on the decisions of the Supreme Military Council (YAS) regarding promotions and appointments of high ranking officers. Newspapers also cover the bomb attack against Iranian President Ahmadinejad, the continued investigations for Sledgehammer which now includes former CHP president Deniz Baykal and placed another suspect behind bars, the internal developments in CHP with the election of Gursel Tekin in the executive board, and the disciplinary decisions against CHP members who are in favour of the referendum.[06] New Commanders in the Turkish Army - replacement for Chief of the General StaffAnkara Anatolia reports from Ankara (04.08.10) that Turkeys Supreme Military Council (YAS) announced the list of new commanders, at the end of its four-day annual gathering.No replacements have been announced for General Staff Chief Gen. Ilker Basbug who retires on August 30, 2010, or for Land Forces Commander Isik Kosaner. A General Staff statement said that Gendarmerie Forces Commander Gen. Atila Isik has been replaced by Second Army Commander Gen. Necdet Ozel. While Land Forces Training and Doctrine Command (EDOK) Commander Gen. Erdal Ceylanoglu has been appointed as the new commander of the First Army, Third Army Commander Gen. Saldiray Berk is now the commander of the Land Forces EDOK. Gen. Yalcin Ataman has been appointed as commander of the Third Army and Gen. Servet Yoruk commander of the Second Army. The council ruled that Naval Forces Commander Admiral Esref Ugur Yigit and Air Forces Commander Gen. Hasan Aksay would remain in office for another year. Appointments of the chief of the General Staff, commanders of land, naval and air forces and the other generals and admirals are carried out under principles determined by special laws. [07] Selcuk Unal appointed spokesperson of the Turkish Foreign MinistryAccording to Ankara Anatolia from Ankara (04.08.10) Selcuk Unal has been appointed as the new spokesperson of the Turkish Ministry of Foreign affairs. He replaces Ambassador Burak Ozugergin, who has been appointed Turkey's new ambassador in Zagreb.Unal who holds a B.A. degree in International Relations and joined the Turkish MFA in 1992. [08] Turkish prosecutor in Ergenekon case launches enquiry of BaykalTurkish daily Hurriyet Daily News (04.08.10) reports that an enquiry has been launched of former opposition leader Deniz Baykal in the framework of the Ergenekon probe for an alleged anti-government coup plot.According to statements by Istanbul Public Prosecutor Zekeriya Oz, the enquiry was launched on claims of attempting to influence the course of the trial, based on alleged phone conversations between the former leader of the Republican Peoples Party (CHP) and former Justice Minister Seyfi Oktay. The alleged conversations are believed to have dictated the Constitutional Courts stance on the government-led constitutional reform package. The CHP had petitioned the top court to scrap the amendments, which are set for a referendum. Oktay was detained and gave testimony on the matter in June. Because Baykal is still a parliamentary deputy, Oz said, his situation will be assessed after the legal procedures are examined. He added that there is currently no summary of proceedings to be sent to Parliament about the former CHP chief, as claimed by the press. [09] Columnist comments on TRNC economyContinuing today his articles Metin Munir, a columnist in Turkish daily Milliyet newspaper (05.08.10, online) describes how TRNC turned itself into a colony.He notes that: After the 1974 intervention an economy based on the spoils of war and the aid from Turkey was established in Cyprus, which could not be sustained. The estates left by Greek Cypriots were distributed to Turkish Cypriots and settlers from Turkey, although it was known that it was against international law. The writer argues that money from Turkey, meant to subsidize the TRNC budget, was spent extravagantly instead of being invested in infrastructure. The governments sole objective was to grab as much money as they could from Turkey, and voters did not select the party with the best policy, but the one which was in a better position to milk Turkey. Munir also notes that this system was an easy prey for everyone and in the end a state which cannot stand on its own feet was created. (IS) [10] Highlights - 4 August 2010a) UN Probe Into Flotilla Incident; Turkish-Israeli RelationsAn editorial in Hurriyet Daily News entitled "Flotilla probe could mend ties with Israel" interprets Israel's decision to participate in a UN committee which will investigate an Israel assault on a flotilla carrying humanitarian aid to the Gaza Strip as a step that could reverse "the downward spiral" in Turkish-Israeli relations. In an article Hurriyet Daily News Yusuf Kanli criticizes Israeli Defense Minister Ehud Baraq for accusing the head of the Turkish Intelligence Organization of being a supporter of Iran and says that Israeli officials should be more careful in their statements about Turkey if they want to ameliorate relations. Drawing attention to a statement made by the US Permanent Representative to the UN Susan Rice that the UN probe could only be complementary to the individual Israeli and Turkish inquiries, Kanli wonders whether the UN mandated probe is to rubberstamp what the Israeli investigations already concluded, or whether Israel succumbed to the U.N., or whether with American help and through twisting Turkey's arm, the United Nations is preparing a face saving formula which might help both Israel and Turkey leave the deadly raid without much humiliation. An analysis in Hurriyet describes the decision for a UN probe as a formula devised with strong US support, in order to find a middle way that will satisfy both Turkey and Israel. Explaining this argument, the analysis draws attention to the timing of Israel's diplomatic U-turn, notes that the US will begin withdrawing from Iraq at the end of this month and effectively end the war, and adds that a new period will begin on the Middle East. Turkey and Israel are the United States' most critical allies in the region and any tension between them would seriously affect the US, it is concluded. Burak Killioglu in Milli Gazete criticizes the government for not transforming into action its rhetoric on the measures against Israel, and wonders why a delegation has been sent to the United States with the aim of repairing Turkish-Israeli ties. Turkey's failure to object to Israel's membership in the OECD and many similar developments show the government's insincerity in taking action against Israel, writes Killioglu, accusing the government of generating "light" solutions to national issues under the guise of "zero problems." b) Turkey's EU accession In an article in Milli Gazete, Sakir Tarim assesses the views expressed by France's Sarkozy and Germany's Merkel regarding Turkey's EU accession and he argues that even if encouraging messages are sometimes conveyed by EU officials, those who are aware of the weight Germany and France carry within the EU know that without their approval and support Turkey's accession cannot be realized. Turkey and the Islamic world are not fully aware of their power, writes Tarim, adding that Europe is experiencing the inferiority complex of having been crushed by the greatness of the Ottoman Empire in the past, and it is now taking revenge. Pointing out that Turkey should no longer bow to the EU, Tarim concludes that, Turkey deserves to be the head of the Islamic world and not the tail of the EU.
