[A] NEWS ITEMS[01] How the Turkish Press covers the local elections which were held yesterday in TurkeyFollowing are the headlines from the Turkish papers as broadcast on CNN Turk Television this morning (30.03.09):- HÜRR0YET: Record in the number of voters . The paper reports in its front page on the local elections which were held yesterday in Turkey and writes that the number of the registered voters has reached to 48 million 6 thousand 6 hundred fifty with an increase of 5.5 million voters compared with the number of voters in the 2004 elections. The 48 million voters in Turkey went to the polls yesterday to choose mayors as well as municipal and provincial assemblies for the next five years. - MILLIYET: Istanbul too was breathtaking. The paper writes that the two candidates for the mayorship of Istanbul, Kadir Topbas and Kemal Kilicdaroglu were close for a long time in the counting of the votes but in the end Topbas won. The paper adds that AKP lost votes in the western part of Turkey which is industrialised and many workers were laid off. - RADIKAL: The people said ´One minute´ The paper refers to the one minute phrase used by Erdogan during his Davos walkout and writes that this time the people said one minute. - VATAN: Warning to the AKP from the ballot box. The map changed. The paper cites a map with the areas every party won the mayorship. - AKSAM: Felling ballot From breath to breath in Istanbul. AKSAM also writes that the results were affected by the economic crisis. - CUMHURYET: Warning out of the ballot box. The paper writes that the ruling AKP Party fell from 47% to 39%. - ZAMAN: A different message to each party. - STAR: Vote of confidence was renewed. - TARAF: ´Two minutes´ from the voters - HABER TURK: The ballot box brought a new leader for the CHP. (KV/AK) [02] Erdogan assessed the local election resultsAnkara Anatolia news agency (30.03.09) reported from Ankara that Turkish Prime Minister Recep Tayyip Erdogan said Monday the local elections results in Turkey indicate confidence of the Turkish people in the ruling Justice and Development (AK) Party.Speaking at a press conference held at the headquarters of the ruling Justice and Development (AK) Party on early Monday, Erdogan said that the AK Party has strengthened its position on the center of the political equilibrium. "The AK Party has confirmed that it is the biggest political party in Turkey embracing all in the east, west, north and south," Erdogan said. The results of the March 29 local elections point out to democratic stability, service for the people, investments and unity, Erdogan stressed. As the Turkish government we are at an equal distance to all mayors who have been elected regardless of their political party background, Erdogan also said. On Mr Erdogans statements Hurriyet Daily News.com (30.03.09) reported the following: Identity politics got the upper hand there, Erdogan said commenting on the pro-Kurdish Democratic Society Party, or DTPs landslide victory in the heavily Kurdish populated Diyarbakir. We do not consider local administrations as an extension of identity politics. The local administration is about services, and modernization. We will consider how successful identity politics were, Erdogan stressed. The prime minister nevertheless continued his defiant tone towards the main opposition parties, Republican Peoples Party, or CHP and Nationalist Action Party, or MHP. The AKP was in a race against itself in these elections. Our two nearest rivals were barely able to catch up with our votes, he said. We had eleven metropolitan cities, now it seems that we have lost one. Our party will look into the results and take them as an indicator of the electors will, just as we did after earlier elections, Erdogan stated. Antalya is another disappointment for the services focused local administration philosophy of the prime minister. We invested a great deal of capital in Antalya, a figure it never witnessed in its history. Apparently all such services were not reciprocated, Erdogan added. He dismissed all corruption allegations made by CHP and MHP candidates, who suspected that in Ankara, power cuts were engineered to manipulate vote results. Power cuts are irrelevant to the outcome, the prime minister said. [03] Soyer: The aim is to accede to the EU in a common state with equal rightsTurkish Cypriot daily Yeni Duzen newspaper (30.03.09) reports that the so-called prime minister and leader of the Republican Turkish Party (CTP), Mr Ferdi Sabit Soyer, visited the day before the mixed village of Pyla within the framework of the election campaign. In statements there, Mr Soyer said that despite the obstacles by south Cyprus, the CTP has established direct relations with the EU and gives special attention to the EU vision. He also added: The aim is to accede to the EU in a common state with equal rights.(DPs) [04] The Minister of Foreign Affairs of Finland says the enlargement of the EU in 2004 was the best thing that happened in the UnionTurkish Cypriot daily Kibris newspaper (29.03.09) reports that Alexander Stubb, Minister of Foreign Affairs of Finland, has stated that the enlargement of the European Union in 2004, with the accession of Cyprus, Malta and eight Eastern European countries, was the best thing that happened in the Union.In a statement made on Saturday in the Czech city of Hlubokanad Vltavou before the unofficial meeting of the Ministers of Foreign Affairs of the EU member-states, Mr Stubb noted that the accession of Turkey and the other Balkan countries is proceeding. He said that this is the basic message sent to these countries. (I/Ts.) [05] Statements of Yonluer and Avci regarding the forthcoming electionsTurkish Cypriot daily Star Kibris newspaper (30.03.09) reports that the leader of the Politics for the People Movement (HIS) Ahmet Yonluer, during the television programme Dispatch at Turkish Cypriot channel ADA TV, claimed that his party will be the third party in the forthcoming elections.Meanwhile, the leader of the Freedom and Reform Party (ORP) Turgay Avci, on the same TV programme, sent a message to all the foreign investors, who have invested in the occupied areas of the Republic of Cyprus arguing that they must be at ease because all the properties in the occupied areas are under the guarantee of the occupation regime. (DPs) [06] Afrika paper reports that AKP is touting for votes for AvciTurkish Cypriot daily Afrika newspaper (30.03.09), under the title AKP is touting for votes for Avci, reports that officials of the Justice and Development Party (AKP) are currently in the occupied areas of the Republic of Cyprus and try to convince those from the Turkish Republic who live in the occupied areas to vote for the Freedom and Reform Party (ORP).The AKP experts believe that Avcis party can elect up to ten deputies with the votes of those from the Turkish Republic. They are trying to reduce the power of the National Unity Party (UBP) and increase the votes of the ORP, notes AFRIKA paper arguing that a coalition government between UBP and ORP will be established after the elections. (DPs) [07] Akinci said that the occupation regime is dependent on the deep state of TurkeyTurkish Cypriot daily Yeni Duzen newspaper (30.03.09) publishes an interview by the veteran Turkish Cypriot politician Mustafa Akinci, who bids farewell to politics, with journalist Cagil Gunalp. Akinci pointed out that it would be naive to even consider that the deep state of Turkey is independent from the occupied part of the Republic of Cyprus.He noted that until the developments of 2003, the Turkish governments, the military civil bureaucracy and the deep state had always been next to former Turkish Cypriot leader Rauf Denktas and the National Unity Party (UBP). Mr Akinci said that the investigation in Turkey regarding the Ergenekon case will be incomplete if they dont investigate all the unsolved crimes that occurred in the occupied areas of the Republic of Cyprus, like the murder of Kutlu Adali, the bombs at the houses of two prime ministers (Eroglu-Talat), the bombs at Afrika and Kibris papers, the bombs at the cars of Durduran and Ali Osman as well as the attempt to burn the building of the Peace and Democracy Movement (BDH). (DPs) [08] Resat Akar is forced to compulsory leave Kibris newspaper until the end of the electionsTurkish Cypriot daily Yeni Volkan newspaper (28.03.09) reports that Asil Nadir, owner of Kibris Media Group, has sent Resat Akar, whom he appointed as director of his Media Group, to compulsory leave until the end of the elections. Under the title Asil has been surrendered to the green fascism, the paper alleges that Asil Nadir has succumbed to the Republican Turkish Party (CTP), which cornered and blackmailed him because he has not paid his tax liabilities. The paper reminds that Mr Akar was appointed to his post two and a half months ago and adds that he was given three weeks compulsory leave.(I/Ts.) [09] Ahmet Cavit An donated his archives regarding Cyprus to the national library of the self-styled governmentTurkish Cypriot daily Ortam newspaper (29.03.09) under the title, Cavit An donated his archives about Cyprus to the National Library, reports that the Turkish Cypriot researcher-writer Ahmet Cavit An donated his Cyprus archives to the National Library of the department of culture of the self-styled ministry of national education and culture. According to the statement made by the self-styled ministry, Ahmet Cavit An, one of the most important Turkish Cypriot researcher writers, handed over to the national library his archives, which includes various Cyprus publications, in order for all researches to be benefited from it and to enlighten the way for the younger generations.In the archives of Mr Cavit An, which begins from 1970 until nowadays, are included a lot of sources such as newspapers collection, publications of the Turkish Cypriot Press classified according to the subject, magazines published in North and South Cyprus, Cyprus statistics, his invitations to exhibitions and election announcements of the political parties. (EA) [10] Erdogan: We have not listened to anyone when it came for the Cyprus issueIllegal Bayrak television (29.03.09) broadcast that Turkish Prime Minister Recep Tayyip Erdogan has said that speaking on Turkeys NTV television station, Turkish Prime Minister Erdogan answered journalists questions regarding Turkeys stance on the Cyprus issue.Turkish Prime Minister Recep Tayyip Erdogan has said that Turkey has taken the necessary steps in Cyprus and added that we havent listened to anyone when it came to the Cyprus issue, we did our jobs. Mr Erdogan added: If we had listened to certain people, we wouldnt be where we are at on the Cyprus issue. He said we have taken the necessary steps on the Cyprus issue and added that the political gains in Cyprus and economic and cultural gains have all taken place in the last six years since we have come to power. [11] Poll shows support for EU on the riseUnder the above title Todays Zaman (30.03.09) reported the following:An overwhelming majority of Turks support their country's eventual membership in the European Union, a survey has revealed. The survey, conducted by private research company DAP for the Traditional Alcoholic Beverage Producers Association (GISDER), revealed that 75 percent of Turks support Turkey becoming a member of the EU. This is a significant increase -- by 21 percent --from the latest EU survey conducted in 2006, when only 54 percent said they supported Turkish membership in the EU. The government, criticized by the EU for a slowdown in reforms, has vowed to return to reforms with renewed energy following the local elections, held across Turkey on Sunday. According to the poll, conducted on March 6-12 with 1,019 people from throughout Turkey, a solid majority (71 percent) considers that the Turkish government has done a good job negotiating with the EU and ensuring Turkey's rights are protected during the talks (69 percent). Sixty-four percent of the surveyed said they support the recent increase in the government's efforts to give a boost to EU membership prospects. "Perhaps not so surprisingly the survey showed that an overwhelming majority of respondents [83 percent] want Turkey to enjoy the same membership benefits as other EU member states," said a statement from GISDER, released on Saturday. "This is understood as asking for fair and equal treatment and not privileges." The survey data also reveal developments that could turn public opinion against EU membership. For example, two-thirds of respondents (67 percent) would oppose membership if decisions regarding taxes on products such as cigarettes and alcoholic beverages are seen to be made by Brussels instead of Ankara, the statement also said. GISDER says it supports Turkish membership in the EU, citing benefits to its business if Turkey eventually joins the 27-nation bloc. "We hope that through Turkish membership in the EU we can further develop our business through access to 500 million extra consumers all across Europe," its statement said. [12] Distribution of seats at the Turkish parliament after the death of BBP leaderAnkara Anatolia (28.03.09) reported the following from Ankara:The Number of seats of parliamentarians dropped to 545 after the death of Muhsin Yazicioglu, leader of Grand Unity Party (BBP). The number of vacant seats rose to 5 and number of political parties represented in the parliament also dropped to 6. Below is the current distribution of seats at the parliament. AK Party: 338, CHP: 98, MHP: 69, DTP: 21, DSP: 13, Independent: 5, ODP: 1, Vacant: 5,TOTAL: 550. (AKP stands for ruling Justice & Development Party, CHP for main opposition Republican People's Party, MHP for Nationalist Action Party, DTP for Democratic Society Party, DSP Democratic Left Party, ODP for Freedom and Solidarity Party) [B] COMMENTARIES, EDITORIALS AND ANALYSIS[13] From the Turkish Press of 27, 28 and 29 March 2009Following are the summaries of reports and commentaries of selected items from the Turkish press on 27, 28 and 29 March 2009:a) Kurdish Conference/Kurdish Issue: Pointing out that the Turkish leaders have no unified stance yet on the Kurdish conference to be held in Arbil, Erdal Safak says in his column in Sabah (27.03.09) that the aim of the conference is to draw a joint road map for Kurds in Iraq, Turkey, Iran, and Syria in order to exert the Kurdish identity without resorting to the use of force, which amounts to saying that the PKK has to renounce the armed struggle. But, Safak, believes, it will not be easy for Kurds to come up with such a road map because the Kurdish leaders and organizations themselves have different agendas. Safak specially ridicules PKK's policy of seeking both military and political status at this conference. Commenting on the conference in his column in Hurriyet (27.03.09), Mehmet Ali Birand says: "During this conference there will be an appeal made to the PKK to put down its weapons. If the PKK does not obey this appeal then Barzani will take up the matter. And what will Turkey do in exchange? Everything is mutual. Ankara needs to do something in return. This will be taking steps toward the amnesty and Kurdish issue. At the moment details are discussed between Washington, Arbil, Baghdad and Ankara. How long will these efforts last? Nobody can give an exact date regarding this matter. As a matter of fact, it is not for sure whether or not this process will be successful. For, this upswing could change anytime or calculations could go wrong and this process would fail. Nobody can say anything definite." In an article entitled "Let us be hopeful but let us not be dreamers", in Yeni Safak (27.03.09) columnist Yasin Dogan warns against setting expectations for the disbanding of the terrorist PKK too high, asserting that while Turkey's increased cooperation with the northern Iraqi administration, the central Iraqi government, and the United States has started to put the PKK on the ropes, organizations like the PKK do not lay down arms or disband themselves without obtaining political results simply because they have been deprived of foreign support or are facing international pressures. In an article in Hurriyet Daily News.com (28.03.09), Cengiz Candar faults President Gul for taking back his remark on 'Kurdistan." Candar argues that this is not a matter of semantics but of "political boldness" which is urgently needed to solve Turkey's Kurdish problem. US Ambassador to Turkey James Jeffrey, in an interview conducted by Nur Batur in Sabah (29.03.09), speaks about the efforts to disarm the PKK. Underlining that the PKK is the most important problem on the agenda, Jeffrey explains that they are constantly holding talks with Turkey, Iraq, and the Kurdish Administration in northern Iraq on this issue, adding that the cooperation between the United States and Turkey in the military and intelligence fields will continue. b) President Obamas Visit to Turkey: Ret Amb Tugay Ulucevik notes in his column in Cumhuriyet (27.03.09) that Clinton visited Turkey and Obama will visit Turkey to both improve US image in Turkey and secure Turkish cooperation in Afghanistan, Middle East, and Caucasus, adding that though Clinton managed to garner sympathy, the US-Turkish ties are still far from being one of "sincere friendship" because of negative role played by Armenian, Greek, and Jewish lobbies in US-Turkey ties and Obama's insistence to recognize the Armenian genocide. In an article entitled "A matter of life and death for Turkey and Israel", in Milli Gazete (27.03.09) columnist Mustafa Ozcan comments on a Jerusalem Post article by Herb Keinon Haviv Rettig Gur entitled "US Jews May be Ready To Step into Armenian Genocide Debate." He cites the article as an indication that Jewish groups in Washington are unlikely to support a resolution calling for the recognition of the 1915 events involving Ottoman Armenians as genocide because Israel cannot afford to antagonize a country as regionally influential as Turkey. Ozcan also calls attention to US President Obama's "non-committal" remarks on the Armenian issue in a recent interview he gave to The Los Angeles Times, in which he did "the politically correct thing" by refraining from using the word "genocide." Cengiz Candar in an article in Hurriyet (28.03.09) recalls what President Bill Clinton had said about Turkey's growing international role 10 years ago, and how he was proven correct. The Turkish nation must follow what President Obama will say during his visit to Turkey very carefully, Candar stresses. "What is especially important for us," Candar argues, "is the sketching of Turkey's role in the global system, and an opportunity to see the clues of the scenario of the great role Turkey can play and will be asked to play in the shaping of the 21st century. President Barack Obama is not coming to Turkey just for the sake of resolving the Kurdish issue, says Oral Calislar in an article in Radikal (29.03.09), adding: "Obama will discuss with the Turkish officials the new policies that he plans to develop for the Middle East. And the manner in which the PKK will be brought down from the mountains will be one of the basic items that will be taken up." Noting that the United States, the Iraqi Administration, the Kurdish Administration in northern Iraq, and Turkey agree that it is necessary to disarm the PKK, but that it is obvious that there are differences of opinion about how to achieve this goal, Calislar underlines that Turkey believes that prior to taking steps such as a general amnesty the PKK should unconditionally lay down arms. Drawing attention to the steps that should be taken and to the legal arrangements that should be made regarding the Kurdish identity, the Kurdish language, and the Kurdish culture, Calislar calls on the government, the opposition, and the General Staff to reach an agreement in this regard. The Kurdish problem will appear before Turkey as an urgent problem following the elections, says Calislar and adds: "As long as Turkey, which wants to become an influential actor in the region, does not take steps for the solution of the Kurdish problem, it will continue to carry a heavy load on its back... The regional powers and the United States display a tendency that calls for steps that aim at decreasing the problems here. Under such circumstances, is it possible for Turkey to get stuck with 'red lines' that complicate a solution?" [14] Columnist in Hurriyet Daily News argues that since 2004 Turkey approaches Cyprus with a superiority complexIstanbul Hurriyet Daily News.com (28.03.09) publishes the following commentary by Cengiz Aktar under the title: "In Cyprus no solution means annexation":As we are preoccupied with the March 29 elections and the economic crisis, in the north of the island quite critical early elections will be held on April 19. But this time, both the island and Turkey will seem to have a headache. Cyprus is an unfortunate island that has been treated like a guinea pig by both nations who are the world leaders in nationalist bigotry. For decades, these two amateur chess-players, so to speak, keep making wrong moves and causing harm to the island and themselves. Now they play in overtime. Mutual massacres committed in 1963; the 1974 coup d'etat by Nicos Samson; the second Atilla operation by the Turkish army; establishment of the Turkish Republic of Northern Cyprus, or TRNC, by the Turkish junta government in 1983 in a hurry even though a civilian, Turgut Ozal was elected to the prime ministry seat then; EU candidacy and membership of the divided island; periods of no-sayers Rauf Denktas and of Tassos Papadopoulos; Denktas paving the way for membership of the south of the island when he said "No" with the encouragement of Ankara in 2003 in the Hague; and the EU's not lifting the economic isolation of the north though they promised to do so following the 2004 referendum; and finally the talks that have been launched after Cypriot Greeks elected their new President Demetris Christofias early last year; the talks in which Greek and Turkish leaders of the island speak the same language for a solution. However, relatively good results in talks in the island apparently disturbed the hawks in Ankara and incited them to wipe off the ruling Republican Turkish Party, or CTP. As a result and helped by CTP's clumsiness, former TRNC President Denktas's former party, the National Union Party, or UBP, seems most likely to win the early elections. Reunification talks in Cyprus directly affect Turkey's membership negotiations with the European Union. Coming from the tradition of "no solution is the solution" UBP, is certainly not the party who would fight for the island's reunification. Expecting the future UBP government, controlled by Ankara in all ways, to support President Mehmet Ali Talat in bilateral talks, is a waste of time. Therefore, settlement talks would fail on account of the Turkish side and Turkey's membership negotiations with the EU would be negatively affected by this. If Turkey still wants to continue EU accession talks, the only way is to unilaterally open its air and sea ports to the vessels of the Republic of Cyprus to unblock the chapters that are frozen because of non ratification of the Additional Protocol to the customs union. By taking side with those who say "no-solution is the solution," or those who at least do not say the opposite, the governing Justice and Development Party, or AKP, corners itself in the EU talks. But that's apparently not enough. The AKP is preparing to work with the TRNC extension of the political mindset that it has been struggling in Turkey since coming to power. I wonder if Ahmet Davudoglu, chief foreign policy adviser to Prime Minister Recep Tayyip Erdogan, who was explaining on television programs how to scale-up Turkish foreign policy by using the Cyprus issue as an example, is aware of the fact that we are squeezed back into the Cyprus scale today. Could it be that Turkey is strolling around big scales yet cornering itself in the small Cyprus scale? Normalization of Greece and its EU path were cleared after the Cyprus coup and the Turkish intervention. Normalization of Turkey and its EU path though may come to an end for good because of the Cyprus issue. But in the end, these are after all planned on purpose? Cyprus becoming an appendix of Turkey Since 1974, Cyprus is like a water mill that cannot run without hand-carried water. The AKP for some time has been trying to fix the system which was totally irrational in economic terms since 1974. But the efforts are slowly turning into taming the CTP government in TRNC through money. TRNC is obviously a burden on Turkey in the current economic crisis. In the end, however, what is being done means adoption of Turkish standards in TRNC; or in other words, not having labor unions and obeying the religion and military. Natives of TRNC are neither sufficiently nationalist nor adequately Muslim. Mostly free thinkers and Europeanized, Cypriot Turks won't change though. So this has been taken care of by importing habits and settlers from the mainland. In the last four years, the superiority complex we developed is also valid when it comes to the Cyprus issue. Today, most of us sincerely believe the world may recognize the TRNC, so do the civilian and military bureaucracy. But in the north of the island, the course of event signals not international recognition but annexation at best. [15] Were Ergenegon and Mossad planning to assassinate Erdogan?Istanbul Anadoluda Vakit (26.03.09) publishes the following:The second Ergenekon indictment contains an allegation that Mossad, the Israeli secret service, waited for instructions from a man called "Dogu Bey" in Turkey for an attempt to assassinate Prime Minister Recep Tayyip Erdogan. The [planned attempt] coincided with Mossad Director Meir Dagan's call for a war against Islamist terrorism in 2004. The information describes Erdogan as an "Islamist terrorist" and says that a very special ten-person team is ready to assassinate the prime minister pending approval from "Dogu Bey" in Turkey. The allegations also include a charge that Dogu Bey tasked [current Hurriyet columnist] Soner Yalcin "to infiltrate the counter guerrilla organization [allegedly the Special Warfare Department]" to subvert it and that he completed this assignment successfully. Another file contains information that [former Prime Minister] Tansu Ciller paid Abdullah Catli 500 billion Turkish lira to organize a "Public Security Organization" (KGT). The television series "Valley of the Wolves," in which Soner Yalcin served as a concept consultant contains frequent references to an entity called KGT. The information comes from an e-mail message from an Israeli journalist found on [Ergenekon suspect at large and former parliamentary deputy] Turhan Comez's computer. The message contains [an attachment] with the filename "Bay Eymur.doc." The message, which contains shocking information, was sent from ehudperez@inMail24.com to admin@atin.org, which is affiliated with [former head of the Counterterrorism Department of the National Intelligence Organization] Mehmet Eymur's website, and was copied to gulerkomurcu@superonline.com and turhancomez@yahoo.com. Israeli Journalist Reports The e-mail message begins with "Mr Eymur" and introduces the person writing the message as an Israeli journalist. It says that [Eymur] will be assassinated by Atmaca [Hawk], Sirtlan [Hyena], and Akbaba [Vulture], who are said to be members of Dogu Bey's special units. Mossad Awaits Instructions This information, which may be an encrypted message, is followed by a narrative that Mossad is preparing to assassinate Erdogan and that it is waiting for news from "Dou Bey" (the name is most likely spelled as "Dou Bey" instead of "Dou Bey" because Turkish characters are not used). The message says: "We support Dou Bey and we will do everything in our power to ensure the downfall of Islamist terrorist R.T., who is in [office] today, and to bring Dou Bey to power. Mossad official 'Meir Dagan' recently met with Dou Bey to discuss the assassination of Erdogan." The message adds that this Meir Dagan is waiting for news from Dou Bey for the assassination and that he is keeping a ten-person assassination team ready. War Against Islamist Terrorism Now that we have reported this information from the e-mail message, let us quote a paragraph from Fikret Ertan's article entitled "Meir Dagan" in the 24 April 2004 issue of Zaman: "Yesterday some newspapers carried an interesting story about Meir Dagan, the new director of the Israeli secret service Mossad. The story, which quotes Yediot Ahronot, a popular Israeli daily, reports that under the leadership of Dagan, Mossad will give priority to 'direct action.' One paragraph of the story says: 'After Dagan was appointed director in October 2002, Mossad began commando operations overseas to fight directly against "Islamic terrorism." Another paragraph in the same file says that S.Y., who worked in the Ankara bureau of Aydinlik, delivered to Dou Bey the top secret letters addressed to him. It adds that Dou Bey appointed S.Y. to infiltrate the counterguerrilla organization that S.Y. succeeded in this task, that Cem Ersever [allegedly the founder and former director of the Gendarmerie intelligence unit] described 15 percent of counterguerrilla activities, and that S.Y. subverted the counterguerrilla organization. The e-mail message also says that S.Y. is Soner Yalcin. In view of the relationship reported between Dogu Bey and Aydinlik, it is reasonable to ask whether "Dou Bey" is Dogu Perincek, a defendant in the Ergenekon case. Counterguerrilla Strike Team The e-mail message recalls that the Special Warfare Department was established in the 1950's at NATO's request that Gen (Ret) Hasan Kundakci appointed Ahmet Cem Ersever for counter guerrilla operations, that this organization committed numerous murders, and that it began to run the drug trade to prevent the PKK from earning revenue from narcotics. It adds that the counterguerrilla organization turned captured PKK members into confessors through torture and used them in its operations. It says that the most important members of Ersever's team were code named Mete, Mahmut, Hakan, Cerkez Ethem, Testere [Saw], and Yesil [Green] and that these persons murdered Elazig Human Rights Association President Metin Can, Dr Hasan Kaya, Democracy Party deputy Mehmet Sincar, and Musa Anter. Another file found on Comez's computer contains information that Ugur Mumcu was assassinated because he had information about a person named Pilot Necati. Ciller Paid Catli 500 Billion Another piece of information in the file "Ilhan Han.doc" is also noteworthy. This information alleges that Tansu Ciller paid Abdullah Catli 500 billion Turkish lira to form an agency called KGT. It says that the agency was initially called the Public Security Agency (KGB), but that it was changed to KGT because its acronym would otherwise be the same as that of the Russian secret service. As is known, frequent reference is made to an entity called the Public Security Organization in the television series "Valley of Wolves." The concept consultant of this series is Soner Yalcin. Below is information on page 1223 of the Ergenekon indictment: An examination of the ASUS brand computer owned by the suspect Turan Comez revealed an MS Word file called "Bay Eymur.doc." An examination of that file showed that [the file] was sent by ehudperez@inMail24.com to admin@atin.org and that it was also copied to gulerkomurcu@superonline.com and turhancomez@yahoo.com. The said file contains the following inscription: "Mr Eymur, "I am an Israeli journalist. We suspect that, very soon, you will be assassinated by Atmaca, Sirtlan, and Akbaba, who are members of a special unit and an elite class in Dogu Bey's Alfa unit. Atmaca, Akbaba, and Sirtlan are 1.92 meters tall and have big muscles. Atmaca, Akbaba, and Sirtlan are waiting for a hit order to execute you. "Dogu Bey is an esteemed friend of mine. Our strong friendship began in Tel Aviv and continues today. We support Dogu Bey and we will do everything in our power to ensure the downfall of Islamist terrorist R.T., who is in [office] today, and to bring Dogu Bey to power. Dagan asked Dogu Bey for permission to kill the terrorist Erdogan by assassination [sentence as published]. Dogu Bey said that he will think this matter over. Around November, [Dogu Bey] had a meeting with [Aleksandr] Dugin, who is the No. 2 man in Russia's deep state. Dugin handed Dogu Bey three top secret files: 1. the US deep state; 2. NATO; and 3. the Chinese state. "Dogu Bey received top secret letters in the 1990's. Some of the letters were delivered to S.Y., who works at the Ankara bureau of Aydinlik. S.Y. delivered these letters to Dogu Bey and briefed him about them. Dogu Bey tasked S.Y. to infiltrate the counterguerrilla organization. S.Y. sent mediators to talk with Ahmet Cem Ersever, who worked for the counterguerrilla organization. Eventually, he was able to meet Ersever face to face. Ersever described only 15 percent of the counterguerrilla operations in the region. S.Y. was able to infiltrate the counterguerrilla organization completely and bring about its downfall eventually. It says that Tansu Ciller gave Abdullah Catli 500 billion Turkish lira to form an agency called KGT and that the original name of this entity was changed from Public Security Agency (KGB) because its acronym would be the same as that of the Russian secret service. The message also contains expressions such as "I will publicize all these developments in our magazine," and "Tayyip has caught Yesil and taken him to court; now do not be surprised if there is an attempt to assassinate Tayyip."
