[A] NEWS ITEMS[01] A package of proposals regarding the technical committees presented by Michael Moller to TalatIllegal Bayrak television (13.09.06) broadcast the following:The President Mehmet Ali Talat has announced that the UN Secretary-Generals Special Representative for Cyprus Chief of Mission Michael Moller had presented him a package of proposals on the setting up of technical committees and working experts groups and their working principles. The President said the aim of the package of proposals which was handed to him before his official visit to Pakistan is to get the implementation of the 8-July agreement reached between him and the Greek Cypriot Leader Tassos Papadopoulos. Speaking at AKIS program on BRTs first channel last night, President Mehmet Ali Talat said that the package of proposals will be evaluated in the coming days. President Talat said the latest political developments within the Republic delayed the work on the proposals but added that he will exchange views with leaders and representatives of political parties on the proposals in one way or the other before informing the United Nations of the Turkish Cypriot Sides response to the proposals. President Talat said the Turkish Cypriot Side will be sharing its point of view on the proposals with the Greek Cypriot Side via the United Nations, but complained that the Greek Cypriot Administration proved its unwillingness on the resumption of the negotiations with its latest statements. He said the Greek Cypriot Side is playing for time in spite of all attempts by the Turkish Cypriot Side for the immediate resumption of the negotiations process. The President said he informed the UN Undersecretary General for Political Affairs Ibrahim Gambari twice by telephone on the Greek Cypriot Sides unwillingness on the restart of the talks. Noting that the shape of a solution in Cyprus is more or less determined, he said that the UN Security Council gave its backing to the Annan Plan as it saw the document as the best peace plan for a solution in Cyprus. `The parameters of the plan are clear` he said, adding that the next step is to carry out consultations on these parameters. Accusing the Greek Cypriot Administration of trying to lower the status of the Turkish Cypriots to that of a `tribe`, he said `the Greek Cypriot Side has been underlining the need for the reunification of the community, institutions and economies but it shouldnt forget the fact that the Turkish Cypriots is a `community` who proved its political entity. `The Turkish Republic of Northern Cyprus exists. Political recognition is a different thing` he said. (Tr. Note: Turkish Republic of Northern Cyprus is the puppet regime set up by the Turkish Republic in the occupied by 40,000 Turkish troops territories of Cyprus). [02] Talat asks Soyer to form a new government in occupied CyprusIllegal Bayrak television (13.09.06) broadcast the following:President Mehmet Ali Talat has given the mandate to form the government to the leader of the Republican Turkish Party-United Forces Ferdi Sabit Soyer. Speaking during his meeting with Mr Soyer, the President asked the CTP Leader to form a new government which will be able to work collectively. For his part, Mr Soyer said he would do his best to form a new government within the framework of the Constitution. After yesterdays discussions with leaders and representatives of political parties, President Talat gave the mandate to form the new government to the CTP-BG leader Ferdi Sabit Soyer whose party has 25 seats in the 50-seat TRNC Parliament. Soon after his meeting with the President, the CTP-BG Leader Soyer convened a meeting of his partys Executive Committee to decide on the program to be followed up in forming a new government. Speaking after receiving the mandate to form a new government, Mr Soyer said that his party wanted to set up a new alliance which could be able to maintain its structural integrity. He said any future government should conclude the previous efforts and reforms towards bringing about a solution to the Cyprus problem and improving the Turkish Cypriot economy. Mr Soyer noted that his party will continue to work with the President and Turkey in formulating new policies to take the Turkish Cypriot people to a better future and to solve the Cyprus problem. For his part, President Talat asked the CTP-BG leader to form a new government which will work in coordination to formulate solutions to the problems of the people. He added that any future government should also be strong and reliable in order to raise the prestige of the Turkish Cypriots in the world. From now on, Mr Soyer has to form and present a new cabinet to the President Talat in 15 days. According to the `Constitution´, the President gives the mandate to a political party leader or an MP who could win a vote of confidence in the parliament. Currently, the Republican Turkish Party has 25 seats, the National Unity Party 13, the Democrat Party 6 and the Peace and Democracy Movement 1 in the 50-seat `TRNC Parliament´. And there are also 5 independent deputies within the Parliament. [03] Mehmet Ali Talat leaves for Istanbul todayIllegal Bayrak television (13.09.06) broadcast that the Turkish Cypriot leader Talat will fly to Istanbul this morning for a routine check-up.Mr Talat will return to occupied Cyprus at night. Mr Talat will be accompanied by his wife Oya during his brief visit to Istanbul. [04] Andrew Rasbash held contacts in occupied CyprusIllegal Bayrak television (13.09.06) broadcast that the European Commissions Head of the Task Force for the Turkish Cypriot Community Andrew Rasbash had a series of contacts in occupied Cyprus yesterday.Mr Rasbash was received by Mr Mehmet Ali Talat yesterday morning before meeting with representatives of the Republican Turkish Party and Democrat Party. In the afternoon, he visited the leader of the National Unity Party Huseyin Ozgurgun. No statements were issued after the meetings. [05] The Second Secretary of the US Embassy to Nicosia met with Ahmet YonluerTurkish Cypriot VATAN newspaper (14.09.06) reports that the Second Secretary of the US Embassy to Nicosia, Barbara DeLeo visited yesterday the self-styled head of the religious affairs department, Ahmet Yonluer on the occasion of the commencement of her duties, according to a statement issued by Ahmet Akbulut, advisor at the so-called religious affairs department. During her visit, Ms DeLeo was accompanied by Mark Libby, First Secretary of the Political Section in the US Embassy to Cyprus.(I/Ts.) [06] Exhumation work to commence todayIllegal Bayrak television (13.09.06) broadcast that the exhumations being carried out within a two-month project of the Missing Persons Committee are continuing.The exhumations are being held by Turkish Cypriot and Greek Cypriot experts under the supervision of the Argentine Forensic Medicine Anthropology Team. The new exhumations in the Greek Cypriot Side are expected to start today and those in the Turkish Cypriot Side on Friday. Earlier, the Turkish Cypriot member of the autonomous Missing Persons Committee Gulden Plumer Kucuk said that the exhumations will be carried out in the Mesaoria Region in the Turkish Cypriot Side and in the vicinity of occupied Lefkosia in South Cyprus as part of the two-month long project. The day before yesterday, remains of one person were unearthed during the exhumations in Zeytinlik (occupied Templos) village in Girne (occupied Kyrenia). On Monday, remains of 11 bodies thought to be belonging to missing Greek Cypriots were found in Lapta (occupied Lapithos) in the Girne (occupied Kyrenia) district. All remains retrieved from the exhumations will be taken to the anthropological laboratory in the UN-controlled buffer zone in Lefkosia for DNA tests. Meanwhile, work has been underway at the anthropological laboratory to identify the suspected remains of 25 Turkish Cypriot and 30 Greek Cypriots unearthed during exhumations at different sites across the island. [07] More bone remains that may belong to missing people were found in occupied CyprusTurkish Cypriot daily YENI DUZEN newspaper (14.09.06) reports that another grave of missing persons came into the light near the occupied Koutsoventis village. The paper writes that an engineer and an employee of the so-called forest department visited the area in order to inspect some works which took place in 2001. During the works they found the bone remains and they informed YENI DUZEN which, in its part informed the Turkish members of the Missing Persons Committee. As the paper writes, the bone remains may belong to two persons. The identity and the ethnic origin, whether they are Turkish or Greek Cypriots, of the persons will be cleared up after the conducting of DNA tests. Ahmet Erdengiz, the Turkish member of the Missing Persons Committee stated that the bones may belong either to Greek Cypriots corpses or to Turkish parachutists who came in the area during the Turkish invasion. As he stated, he believes that the remains of more 8 or 10 persons could be found in the area.(C/S) [B] COMMENTARIES, EDITORIALS AND ANALYSIS[08] A lesson from Pafos to the British courtUnder the above title Sener Levent comments in his daily column in Turkish Cypriot daily AFRIKA newspaper (14.09.06) on the decision of the Pafos District Court which found six Greek Cypriots guilty of selling with forged documents Turkish Cypriot property in the villages of Ayios Theothoros and Mansura. Mr Levent writes the following:While the properties of the Greek Cypriots are looted in the northern part of Cyprus, the Pafos District Court has taken an exemplary decision that should make us be ashamed. It found six Greek Cypriots guilty of selling with forged documents Turkish Cypriot property in the villages of Ayios Theothoros and Mansura. Imprisonment of up to 14 years is demanded. This sentence, however, will be announced on 20 September. In a statement he made after the end of the hearing at the court, public prosecutor, Savvas Matsas said the following: The Republic of Cyprus respects the human rights of everybody, both the Turkish and Greek Cypriots. We do not do what the pseudostate does. We respect the human rights of our citizens. Here is an outstanding example which shows who is the legal state and who is the illegal state in Cyprus. The Turkish side loots the properties of the Greek Cypriots. It gives title deeds for them to people from Turkey, Britain and Israel, as if they belonged to its fathers. It plunders them. It even offers many donums (Tr. Note: A land measure of 1000 square meters) of Greek Cypriot land to Garry Robb, a law fugitive from Britain. As for the Greek Cypriot side, it does not hesitate to punish Greek Cypriots for the sake of protecting the Turkish properties in the south of Cyprus. How great is the difference, is it not? We are committing robbery and they are chasing the robbers. This decision, which gives courage to those, like me, who have lost their hope in justice, must be a lesson too for the British judge in the Orams case. The man found that the right was on the side of the occupier and not the property owner! He highlighted the politics, not the law. While declaring his decision, he was thinking of the six thousand Britons who bought a house in the occupied territories, not the landlord who is unjustly treated. He tried not to harm Britains Cyprus policy. And who knows, he could not dare offend Turkey at this crucial stage when it is prepared to send troops to the Lebanon. How interesting it is that he found and revealed an argument, which had not even occurred to Cherie Blair, lawyer of the defendant, that is the known protocol 10, in order to make the Orams win the case, is it not? In the end, the laws are written by people and they are open to any kind of interpretations, independently of how they are written and how concrete they are. After the decision of the Pafos Court, we believe that justice will be revealed in similar cases as well. There are many more cases regarding selling Turkish properties in the south of Cyprus with forged documents. One of them is related to Turgut Yasar Cavlan who lived for many years in the South and to his Greek Cypriot partners. This case bears many similarities with the case handled at the Pafos Court. Turgut used the same methods when he was selling Turkish properties in Larnaka. He used the Department of Lands and Surveys. He used a Greek Cypriot head of a village and members of the villages council. He cheated the authorities of the Republic of Cyprus with forged documents. The police investigation showed which those head and members of the village council are. And the Attorney General knows them. Furthermore, it is said that Turgut had taken deposit from some Greek Cypriots and that this sum is about 600 thousand Cyprus pounds. These persons, however, cannot come forth and ask someone to give account for the money they lost, because they are threatened by some circles. Does the Attorney General not have to share now with the public opinion the information he possesses regarding Turgut Yasar and his gang? We are waiting for the legal procedure on this issue. In 2006 the Pafos Court made a decision on an illegality that took place in 2001. Has the turn of those who sold Turkish properties in Larnaka with forged documents not come?
