    [01] Journalist Serhat Incirli to resource to the ECHR

    Turkish Cypriot KIBRIS newspaper (20.04.06) reports that AFRIKA newspapers London correspondent Mr. Serhat Incirli, in an exclusive statement to KIBRIS, said that he is thinking to recourse to the European Court of Human Rights (ECHR) following the recent developments when the self - styled police in the occupied territories of the Republic of Cyprus, with Turkeys demand, invited Incirlis parents to the police station to give information about their son. Mr Incirli said that the harassment of his parents because of his articles hurt him very much. He said that this was a deliberate act and that he is thinking to recourse to the ECHR.

    [02] VOLKAN newspaper reports that Greek Cypriots have applied to the Compensation Committee

    The Turkish Cypriot daily VOLKAN newspaper (20.04.06) reports under the title The Greek Cypriots on the Door and writes that the so-called Property Compensation Committee established under the so-called Property Return law, started functioning. The paper reports that the committee has served summons to 60 people in the occupied Akanthou village who hold the TRNC title deeds. Attached to the summons, reports VOLKAN, is the Certificate of Ownership of Immovable Property under Turkish Occupation given by the Department of Land and Surveys of the Republic of Cyprus that shows the ownership of the land prior to 1974. The paper reports that the aforementioned Certificate in Greek has been accepted as valid document by the Immovable Property Commission Secretariat and stamped it. The Secretariat annulled the seal of the Department of Land and Surveys of the Republic of Cyprus only.

    The paper goes on and reports that 60 such summons were sent to people in Akanthou. Forty six (46) of them received the summons and the remaining 14 refuse to get it and they are at the Akanthou village Municipality waiting to be collected.

    The paper reports that the situation is very tense in the village and those who received summons are in rage and they have vowed to fight for every inch of the land given to them 32 years ago and not to cede a single inch of land to the Greeks. They said that to this end they have already retained lawyers.

    The paper reports that Greek Cypriot Ilias Papachristou holder of Cyprus passport number C141727 has applied with relevant papers from the Cyprus Department of Land and Surveys to the so-called committee regarding his property in Akanthou. Mr Papachristou, writes the paper, has demanded around 889 thousands Pound Sterling compensation and return of his one donum property. Another Greek Cypriot has asked one million 360 thousand Pound Sterling for his 2 donums property.

    In his Affidavit dated 28 March, Mr Papachristou demands for his property, 888,930 thousands Pound Sterling and the return of the property.

    The paper produces the certificate given to Mr Papachristou by the Department of Land and Surveys as well as the application form of Ankara´s subordinate regime filled by Mr Papachristou.

    [03] One more faits accomplis by Ankara´s subordinate regime. Tax free system for the persons who do not live in the TRNC

    Under the title Tax Free, Turkish Cypriot daily KIBRISLI newspaper (20.04.06) reports that the self-styled council of ministers in the TRNC (breakaway regime in the occupied areas of the Republic of Cyprus), has decided in its recent meeting that those who do not reside in the occupied areas will get the VAT returned at the check points when he/she is leaving the occupied area.

    The paper writes that the council of ministers took the decision to start the Tax Free application in the country. It also reports that the idea behind this decision is to open up the path before the economy.

    The self-styled Prime Minister Ferdi Soyer, who made the announcement of this decision, said that it is important and very serious. Everyone can say whatever they want. We move towards making TRNC region the cheapest country, he said. He also added that heavy taxes imposed on them by the status quo, the funds and the other arrangements have taken captive the people and the quality of the products has been destroyed. As he stated they want to change all these.

    [04] DAU aspires to become member of the Erasmus programme

    Turkish Cypriot KIBRIS newspaper (20.04.06) reports that US ambassador to Cyprus Ronald Schlicher with a delegation had visited the so-called East Mediterranean University (DAU) and conferred with the university officials. The so-called president of the DAU Prof. Dr.Halil Guven has said that during the meeting he had briefed the visiting delegation and told them that their aim is to become member to the international Education Program Erasmus.

    [05] EU Commission officials are participating in environmental congress being held in the occupied areas of Cyprus

    Illegal Bayrak television (19.04.06) broadcast the following:

    The first congress to be held on environment in the `Turkish Republic of Northern Cyprus´ has got underway.

    The three-day event will see different technical groups and workshops looking into the problems posed by the worsening environment that has coupled the fast economic growth in north (occupied) Cyprus in recent years.

    The three day Environment Congress will hear experts views, and the environmentalists and government officials ideas and proposals for permanent solutions to the environmental problems faced by todays society.

    Following the presentation of the event by the EU Affairs Coordinator at the Prime Ministers Office - Erhan Ercin, the congress heard opening speeches by the `Minister of Economy and Tourism´ Dervis Kemal Deniz, the `Minister of Interior´ Ozkan Murat, the `Minister of Public Works and Communications´ Salih Usar, `Prime Minister´ Ferdi Sabit Soyer and the `Speaker of the Republics Assembly´ Fatma Ekenoglu.

    The representatives of the Republican Turkish Party and the main opposition National Unity party Lefkosia `deputies and members of the parliaments environment committee´ Ahmet Gulle and Serife Unverdi respectively, also delivered speeches praising those who organised the 1st Congress on Environment to be held in the `Turkish Republic of Northern Cyprus´.

    Carmen Falkenberg, from the Directorate-General of the European Union, and Felix Dodds, an expert representing the European Commission are participating in the Congress as part of the EUs technical assistance provided.

    Three different workshops and committees will be presenting papers and lead discussions at technical level during the three day congress, at the end of which, their respective reports will be evaluated.

    The afternoon session heard presentations from a number of experts including a speech by Carmen Falkenberg from the Directorate General of the EU Enlargement.

    Ms Falkenberg touched upon the main environment policy sectors including the horizontal legislation of several institutions, air quality, water, waste, nature protection, industrial pollution control, and climate change.

    Emphasizing the significance of transposing and implementing the environmental legislations, Ms Falkenberg said that the adoption of the EU environmental legislation is a major institutional challenge and pointed to the positive impact of the EU enlargement on environmental policy regulations especially in the reduction in main air pollutants as an example.

    Speaking to the BRT at the end of her speech, Ms Carmen responded to our questions on the issue.

    Replying to one of them that was about, how she perceived the fact that the `TRNC´ has been trying to align its environmental regulations with the EU without receiving any financial contribution from Brussels, Ms Falkenberg said that there is already technical assistance provided by the EU and cited the EUs technical assistance coming down regularly through the `UN Partnership for Future´ program run by EU funding.

    As for whether or not there will be any direct financial contributions to the `TRNC´ regarding environment, Carmen Falkenberg said it is too early to give an answer to this question.

    However she referred to the EU decision adopted in February on providing funds for the `TRNC´, and said she hoped that environment would be one of the issues that would draw EU financial assistance.

    Earlier, speaking to the BRT newsroom, Ersever Beyaz - the Director of the Environmental Protection Office, recalled that many projects that have to do with environment have been financed partly by the European Union through indirect means.

    She said that communications between the `TRNC´ and the EU on environmental issues is generally established through the EU co-ordination centre linked to the `TRNC Prime Ministers Office´.

    [06] The Committee on Missing Persons has finalized its project proposal for the missing persons in Cyprus

    Illegal Bayrak television (19.04.06) broadcast the following:

    The Committee on Missing Persons in Cyprus has finalized its project proposal for the Exhumation, Identification and Return of Remains of the Missing Persons in Cyprus.

    The committee announced today that the exhumation of the remains of ten individuals took place in Mesaoria area and in the southeast of Lefkosia.

    In a written statement, the Committee on the Missing Persons explained that it carried out intensive work over the past few weeks in consultation with scientific experts.

    It said that capacity and needs assessments as well as training exercises involving exhumation work were carried out by a specialized bi-communal team as part of the preparation process.

    The Committee said that the remains of ten individuals exhumed in Mesaoria area and in the southeast of Lefkosia will be transferred to the committees anthropological laboratory in the UN Protected Area once the project is launched.

    It noted that the construction of the laboratory is being finalized.

    The Committee said that the Turkish Cypriot laboratory is already functional and is working on the collection of blood samples of the Turkish Cypriot relatives of missing persons for DNA extraction.

    The Committee added that it is seeking major financial contributions necessary for equipping the anthropological laboratory and for launching the overall project.

    The newly appointed Third Member of the Committee, Mr Christophe Girod is expected on the island in the near future.

    [07] Electricity supply to continue for one more month for occupied Morfou. Two thousand donums to be used for the construction of 18 hotels in occupied Morfou

    Turkish Cypriot HALKIN SESI newspaper (20.04.06) reports that two 60-megawatt steam turbines of the Technecik Power Station (on the coast of occupied Kyrenia) are to undergo maintenance work during the month of May.

    In this framework the talks held with the Electricity Authority of the South Cyprus Administration in order to buy electricity during the maintenance period were successfully concluded. A contract was signed today between the Director of KIBTEK Fuat Mertay and officials of the Greek Cypriot Electricity Authority, writes HALKIN SESI.

    The paper also reports that in statements, he made to the illegal TAK news agency, Mr Fuat Mertay said the purchase of electricity will start on the 2nd of May and that the electricity will be supplied to the occupied area of Morfou.

    In another page HALKIN SESI reports that the self-styled Minister of Tourism, Mr Dervis Deniz, gave a lecture at the Middle East Technical University, North Cyprus Campus, in occupied Morfou on the subject The Position of the `TRNC´ Tourism in the Region-Opportunities and Challenges.

    In his speech Mr Deniz said that the tourism of the occupied areas has the potential of becoming the most important touristic center of the Mediterranean in ten years, and added:

    According to our plans for mass tourism at Vokolida and Morfou two thousand donums of land west of the North Cyprus Campus of the Middle East Technical University have been allotted for the construction of eighteen (18) hotels. The target is to complete the allotment in the said area in two months and by the year 2007 to complete the whole infrastructure works of the area, such as electricity, roads and water supply.

    [08] The occupier of EU territory aspires to become non-permanent member of the UN Security Council. Gul asked for support from Ankara envoys

    Ankara Anatolia news agency (19.04.06) reported from Ankara that the Turkish Foreign Minister and Deputy Prime Minister Abdullah Gul hosted a luncheon for ambassadors of 77 UN member states in Ankara today to promote Turkey's candidacy for the Security Council for 2009-2010, asking them to support Turkey.

    Stating that the UN which was established by 50 countries in 1945 to prevent wars had a difficult mission, Gul reaffirmed that it was impossible to establish an ideal international order.

    ''The UN still stands on its feet as a unique organization,'' he stressed, noting that on the other hand, it was possible to make UN stronger and more efficient.

    Recalling that Turkey already announced its candidacy, Gul indicated that Turkey's contributions to international peace and security made the country eligible for this task.

    Noting that the world was facing new threats and problems now that it did not experience in the past, Gul listed them as terrorism, proliferation of weapons of mass destruction (WMD), drug trafficking, organized crimes and every kind of extremism. ''There is need for a comprehensive understanding on security,'' Gul noted and stated that countries should exert joint efforts to counter global risks and threats under the UN umbrella.

    [09] Turkish defense giant in the offing

    Turkish Daily News (19.04.06) reports the following:

    The merger of military electronics firm Aselsan, aerospace powerhouse Tusas Aerospace Industries (TA0), military software writer Havelsan and missile maker Roketsan, which was approved by Prime Minister Recep Tayyip Erdogan in early April, is hoped to create a billion-dollar-a-year defense giant under the name Türk Savunma Sanayi Holding A.S. (Turkish Defense Industries Holding Inc.), but the jury is still out on how good a decision the merger is.

    Ankara hopes the consolidation plan will boost the local content-to-requirement ratio to 50 percent, from the current 20 percent, in the next five years.
